SS/ice tanker supposed to always die?
First off, Ice is a defense set, not resistance. You'll want to build towards your defenses first. Lucky for Ice, you have a very handy endurance utility, so you can supplement your mitigation with Tough and Weave without sweating the end usage. If you really want to go the extra mile, fit in the medicine pool for Aid Self. Combat Jumping is a nice little addition to your defense, as is Maneuvers if you can fit it in.

WEll Ice Tankers vs normal content certainly can do that.
However, a Ice Tanker really doesn't "biuld" for resistence, because.. well... no Def set can really biuld for resistance other then taking Tough, and the odd IO set bonus here and thier. But you rarely get much more then 2% boost to something so even going out of yoru way and trying to get the res boosts (and gimping yourself) your probley only looking at adding 5-10% Tops.
Ice Tankers are nice in that, just taking Tough, Weave, Combat Jumping and slotting everything up with SOs/Generic IOs you jsut about hit sof-caps. Add in yoru Abosrb Energy and you can push the Ice Tanker into soft-caps and beyond withotu the IO system.
Something I do have to point out. SS is a very nice set, however after playing a SS/EnA Brute I will never again mix SS rage crash with a Defensive set. The Def Crash is just about a death sentence in a large pack of mobs.
Additonal little add ones, Medince pool could be intersting. Also Manuver for even more Def boost. Nice thing to since you have so many Def spots its easy to get 5 luck of the gambler recharges in the set for a nice Recharge bonus.

Whelp that cleared that up not sure why I was thinking ice was resistance set.
I'll have to look over my build again but I am pretty sure I have tough, weave, maneuvers, and tactics as well as combat jumping, the rage crash definetly hurts but even before I crash its dirt meet face. I may have really goofed my slotting although I am pretty sure I have at least 4 LotG's at least the defense, recharge, def/end ones. I think I may just have to post build and let you guys take a look see at it so you can tell where I messed everything up.
Also, with a little recharge, you can stack Rage to offset the defense crash. This helps a lot in avoiding a bad situation.

Sorry, it's been a while since I spent more than 10 minutes on this toon (trying to go off of memory about the build) but I remember having enough recharge to keep double rage up most of the time.
True, you need to keep a double stacked rage to avoid the Def crash. The Damge Crash is unavoidable (now).
PS - I honestly always wondered why Fire wasn't a Defense based set, and Ice wasn't a Resistance based. *shrug* Just made more sense to me, but doesn't really matter at this point in the game hehe.

Remember that Ice will get murdered against high level DE, Rularuu, Multi-Venged Nemesis or anything else with very high ToHit buffs (DE Quartz emanators have been broken for years now to the point that it's not even worth running your toggles).

I see lots of problems. Completely unnecessary to go for that much defense. Just hit 45-47% for s/l/e/n without EA and leave it at that. Rest of your bonuses should focus on +hp/regen/recharge (not in that order, but just a good mix of it).

Offhand: KB protection in permafrost is pointless - Wet Ice already handles that nicely.
Not slotting KO Blow for any damage is a shame, same with Haymaker.
Slotting EA for taunt instead of at least some EndMod is madness
Health & Stamina have much better base values than Physical Perfection so you're better off slotting them.
In short, it looks like you've gimped yourself trying to slot for defence that you don't really need.

1) You've got no accuracy slotted in your first two attacks. That's a mistake. You want to make sure that the powers hit, and even with Rage, an Accuracy slot would go a long way. Also, the knockdown proc is probably a bad choice in those powers, especially Haymaker, since it can proc with Haymaker's KD proc and turn into KB.
2) Stop taking permafrost so early (and Maneuvers and Assault). You're putting off key low-level powers for something that isn't necessary in the low levels. If you ever exemplar, you want the right powers at the lower levels. Permafrost is not that power. Hoarfrost is.
3) Rage, Energy Absorption, and Knockout Blow should be taken at the levels they become available.
4) Slotting Perfect Zinger in Energy Absorption is a horrible choice. You're slotting for an effect you could get from the power if you slotted it right. On top of that, Ice Armor doesn't need help with gathering aggro. Slot it with a combination of EndMod and Defense sets to maximize EndMod, Defense, and Recharge. You should be able to get to about the ED cap for all three of those aspects with the right slotting. You don't need the S/L Defense anyways (see point 7).
5) Frozen Armor and Glacial Armor are both slightly underslotted for Defense. You're spending a lot of slots to get some Defense from IO sets, but ignoring the Defense that your own primary gives you.
6) Hoarfrost should not be put off past level 12.
7) Your slotting and power choices have put you well over the soft-cap for Defense for S/L, even on the incarnate content. Why? Why not slot for other things? You're still slightly underslotted for E/NE Defense, and F/C Defense (which might be tougher to get). But you're basically wasting a LOT of S/L Defense sets for some odd reason.
8) You may want to take Taunt, even if you put it off to the higher levels. Against tough single enemies, like AVs, your aggro aura and attacks roll a separate chance to hit for gauntlet. Taunt is the only sure-fire way to hold aggro on them.
9) Your slotting assumes that you'll be using level 50 IOs of all of these sets, which probably isn't a good idea. If you exemplar below level 47, you're going to lose pretty much all of your set bonuses. As such, slotting for lower-level IOs (like 35s) allows you to keep the set bonuses if you exemp a bit, but will weaken the individual enhancements a bit. It's a good tradeoff, if you ask me.

To reiterate - TOO much defense. All Ice Armor needs is 45% and it's good - even for incarnate content (if EA is slotted well). Try this build and see how it suits you.

OK, yeah thats what happends when I finish working an 84 hour work week and try to mess with mids and post before getting sleep on my last night. I'll plug in the build you posted infin and take a look at it.
Here is an alternate build for you. I went for a little less recharge for better Psi Def, Fire Resistance along with Darkest Night and Aid Self. I use this build for the harder TFs. It does lack that 2nd AOE which is the trade off.
Note that this toon spent most of its time with endurance management but changed once I got the Cardiac Alpha. I recently swapped out +end proc in Stamina and add'l end mod in Energy Absorption for damage proc in Icicles and damage proc in KO Blow.

Your character does not have capped defense. Depending on your AT the cap is between 175% - 225%. Your defense is not teal in the combat window, it can go higher. STOP SAYING IT IS CAPPED! The correct term is Soft Cap.

Ice also is hands down the best aggro set in the game with two auras, one of which is autohit and tics every 0.5 seconds so it nearly instantly acquires aggro. I'm not an Ice expert by any means; while I'm currently leveling a mid-30's Ice/Elec tanker that's my first experience with either powerset. Still, I had him soft capped to S/L/E/N by about level 28 with a few IO bonuses and he's been very durable. I'm not a big fan of the Ice Armor graphics but I enjoy the character.

OK, I have a very old lv 50 super strength ice armor tanker and I used to love playing him but have really not done anything with him for over a year because everytime I try and play him I get serial prison shanked. I am not going to post the build right now because, well I have no real direction and had no mids when I built him and right now I don't want to talk about powers or slotting what I want to talk about is to make this guy a tank first and foremost with the ability to dish out respectable damage coming in second what do I need to try and accomplish with this build, mainly do I need to work on defense or resistance, and I guess right now that is THE question I assume I should work on resistance since if I am remembering correctly its a resistance build and it seems logical to build on strengths rather than try to reinforce weaknesses, but thats what you guys are for to show me whether that is flawed thinking or not. That said I guess I am also assuming that is what I need to be building for. I already have a feeling someone is going to say "that is no where near enough information", so just let me know what other information is needed. again real quick the goal is Mainly to be able to tank - to take damage - not the taunts and all that, right now the concern now is being able to run into a mob then go to the kitchen fix me a sandwich come back and not be in the hospital.
