It works as well as other defense based sets, in that it is relatively easy to softcap, and provides a 'fair bit' of S/L Resistance on top of that.
It does, however, suffer from the fate that all defense based sets do in that A) the game has several situations that negate defense (e.g. Devouring Earth Quartz emanators, etc.) B) lucks provide a greater boost to survivability than sturdy, and C) Defense buffs are very common (in both powersets and IOs) whereas resistance buffs are rare.
Once your reach 45% defense (and 59%, is it?, in iTrials), the only thing that will really boost your survivability is resistance. Resistance sets have a huuuge advantage over defense sets in that they can easily achieve the magic 45% defense number with either IOs alone or often they reach 32.5% Defense with IOs (where only one [luck] will achieve the 'soft cap' defense).
Having played numerous armor sets to 50 and beyond, I find my /EA to quite strong, but will never match the performance of my resistance based characters simply due to the nature of IOs having defense bonuses being so common, and lucks being stronger than sturdy. -

Combat, I think you could make do without slotting Boxing. Losing that 10% recharge doesn't have a huge impact on the build. Barely 1sec longer on Energize and Hasten is still perma.
I think those slots would serve you better in either your attacks, +res toggles, or even the +def toggles (potential softcapping without reliance on Barrier).
I'm sure you've already toyed with the build enough to know that. Just my two cents. -
If you have Beast Run, Ninja Run, or Steam Jump - don't take a travel power unless it's an absolute must for concept. That's just my opinion, of course.
Then there are temp powers like Jet Packs. You really don't need a travel power unless you PvP. -

If you can't tell, it wasn't exactly a leveling build. You didn't ask for a leveling build, nor was the build you posted a leveling build.
In levels 1-10 I feel one doesn't really need defense powers. Slots and powers should be centered around attacks because defeating mobs quickly is the best form of mitigation at those levels.
You still get your defense before you're able to start your first TF. Don't see the big deal. -

Also, one major thing with Siphon life is you want to try to maximize it both as an attack and as a heal (unless you're paired with a set that doesn't need extra heals, like Regen).

I would put in a vote for BM for the reasons above and my own experiences with my TW/EA brute. However, Aidself is perfectly viable.

IMHO though, I think in this set Hibernation is a waste of a power slot. Yes it's a good 'in combat rest'.. but you have so many other heal and endurance mitigation options, that it becomes redundant to have hibernate.
Getting the global recharge to run perma-hoarfrost is easier in this build then in most. ..and watching iceicles do 90 ponts of dam a tick would be jaw dropping
The ice defense has always been a fave of mine. 70% s/l defense and max HP means never having to appologise
Namely -def as Ice Armor only gets a little over 50% DDR. So when you get hit with a lot and your defense becomes red, that's a good time to hit Hibernate and wait out the debuffs. -
Could use quite a bit more ACC and EndRedux. My Ice/Ice/Soul just went for the normal softcap of 45% and focused on other goals (+hp,regen,rech,rec, etc...) using EA+DN as a means to hit the incarnate softcap. I'll provide that build and then retweak it with purples/PvP IOs. If I wasn't going to Premium status soon I would switch this build to Agility for Alpha instead of Cardiac/Spiritual (I alt depending on what I'm doing).
Other Incarnate powers would be Rebirth Radial for another big Heal while Hoarfrost/Hibernate are unusable. Either Reactive for more damage or Paralytic for more damage debuffing (you already get 35% -dmg from CE+DN). Void Radial for even more -dmg stacking (another 50%) or whatever else you like for Judgement. Lore is to taste.

Sweeps' ability to get Melee up to 45% on one or two applications is a very strong aspect to a TW/Regen's tool-kit. Assume Weave: 6%, Steadfast: 3%, Maneuvers: 3.5%, Combat Jumping 2.5%, Gaussian's Set: 2.5%, totals out to 17.5%. If afforded: PvP+Def for 20.5%. Come up with 12% to Ranged/AoE (three 3% Bonuses each, should be more than capable), and appropriate slotting in Defensive Sweep would put the build at 45% Melee and 32.5% Ranged/AoE. Along with using Sweep, the chance of piling up to 59% for iTrials also improves */Regen's survivability.
I've been toying with the idea for a little bit and here's what I came up with. Didn't even touch AoE defense bonuses because you can't without sacrificing recharge.
And it's more expensive with the inclusion of the PVP IO and a purple set. All in all, I'd say stick to s/l defense on a /regen.

Would probably be easy to shoot for 32.5% s/l defense and then cram in as much recharge as you can. I can see using Kinetic Combats in your ST attacks and Oblits in the AoEs, but the Oblits would limit one of your regen powers from getting a DW set for the 5% recharge.
Elsewhere in the build, pick up Soul Mastery for Shadow Meld. Could keep Defensive Sweep as a LotG mule, too (just take it later in the build). -
I've had the same debate for my TW/EA brute. On a softcapped build, OL becomes a 3min Dull Pain with some +recovery and you can mitigate the crash with Energy Drain if you have good timing. IIRC OL's crash is just on the blue bar.
However, then there's trying to figure out when it's best to use OL. It gives +hp but it doesn't heal you like DP does. I'm thinking start a fight and if it's looking bad and you've already used Energize you can pop OL for some more longevity. Or would you always use it preemptively?
Confront, on the other hand, would probably get more use. I considered the options based on the fact that either power would only be working with the base slot as shown in this build that I've posted in another thread. I've put OL in with just a common Heal IO. If it was Confront I would just use a common Range IO.

Took a stab at a positional defense build. Melee Softcaps with Defensive Sweep while Ranged sits at 31.6% and AoE 32.9% (1 luck within softcapping). 95% acc versus +4s. Has taunt and 90% s/l/e resists with Resilient - though you could go Cardiac and Barrier to maintain the resists and help with the enduse. Has 70% +rech before Hasten.

Drop an epic power for Energy Cloak. It will save you some slots as you won't need as many defense bonuses from sets. If you're worried about being cloaked full time you won't be. EC suppresses now like other stealth powers. If you're down for dropping fly, I'd pick up Maneuvers, too, further decreasing the need for defense bonuses. Like this, you'd be able to cram in more recharge to the point you won't really need any epic pool attacks (and won't have to worry about redraw).

Ice Melee blooms a bit late. Once you get Freezing Touch and Frozen Aura and more complete slotting it becomes pretty good. You do have to get an epic pool blast in order to complete a decent ST attack chain (GIS sucks, skip it).
Other sets that work well with IA/:
Dark Melee (the best for defense sets, IMO, but lacks a lot of AoE while IA/ likes to be surrounded)
Kinetic Melee (stacking -dmg with CE and eventually Darkest Night from Soul Mastery and possibly Incarnate powers will make you more survivable)
Martial Arts (lacks AoE but the +def from Storm Kick helps you softcap early on)
Titan Weapons (I'm having a blast with this set paired with Energy Aura, so I assume it will be equally as awesome with IA/ due to all of the quick AoEs)
These are my top picks (not in any order). Truth is that Ice Armor is ridiculously easy to softcap. Once you've hit 50 and at least softcap it, it doesn't matter what secondary you pair with it. DM's heal in Siphon Life and KM's -dmg are really the only things that will continue to benefit you on a complete build.
The benefits your secondary bring to the table really make a difference on your journey to 50, though. I use an Ice/Ice/Soul. Leveling is a pain until you get FA but it pays off in the end. -
My Mind/Psi went for perma Drain Psyche, which means all of my other powers are perma or 1-2sec off perma (like Mass Confusion).
Never needed any defense on him. Plus being able to keep an AV permanently Confused AND permanently without any regen while tossing on some -def/res with Sleet is far more important to me than defense.
