Quick Kin Melee question

So I'm playing an Ice/KM toon and having some fun. I'm looking at Power Siphon and wondering what it does.

Does it give a base +ToHit and then for every other enemy I hit(to a max of 5) I get an additional +ToHit bonus?

Is that really all it does?

It's also gives you +dmg for every hit.

It also allows your attacks to apply a -dmg debuff to foes, which stacks nicely with CE's own debuff.

I can say that at low level I very much noticed the survivability difference on my KM/SD scrapper. At higher levels he is a more survivable character and I tend to notice it more for the extra damage.

That's not quite right. Rather, Kinetic Melee attacks always reduce the damage of your targets, disregarding if Siphon Power is up or not. However, while Siphon Power is active, your attacks gain an additional bonus - they add a damage bonus to you in addition to reducing enemy output.
