When did the Stealth IOs get changed back?
They last for as long as the toggle is on, and then 120 seconds after you turn then off. Always been this way.

They haven't been changed back. What happens is that when a Stealth IO is slotted into a Toggle, it persists for as long as the Toggle power is on, and once the Toggle Power is turned off, it continues for an additional 120 Seconds.

There was a change made to cause procs slotted in toggle powers to shut off when the toggle is shut off. I don't remember when the change was made but yes it was done. In answer to the OP's question, I may be wrong but I don't think that change was reverted. It seems to work properly most of the time but sometimes reverts to the old behavior.
With a stealth IO slotted in Sprint, it's not unusual for me to toggle off Sprint and have mobs nearby immediately turn and attack me. Sometimes the stealth persists though.

I have a stealth in sprint on one character, on login the stealth toggles immediately with the power.
However I have noticed that if I transition with the power toggled, the stealth acts like a 120 second proc ... and the effect seems to stack.
i.e.
Toggle sprint on = Stealth Radius 30' - toggleoff = 0'
1 x transition with sprint on = Stealth radius 60'/120s - toggleoff = 30' until 120s then 0'
2 x transition with sprint on = Stealth radius 90'/120s - toggleoff = 60' until 120s then 0'
And so on.
They still do. I have the Unbounded Leap +Stealth in Superjump, and it persists after I turn it off.

Proc120 Special IOs: Previously, when the 'Proc120' Special IOs were slotted into toggles, they would continue to 'work' for 120 seconds after the toggle was turned off. Now, they shut off immediately when the toggle is turned off. This is considered a fix to the way they were intended to work. They still work for 120 seconds in a click power and they still remain always on in a working passive power. The Proc120 IOs are the Stealth IOs, Kismet's +6% ToHit, and the three Healing Set +Recovery and +Regeneration IOs. |

Yeah, they used to persist, then they made a change and the stealth stopped when teh toggle was turned off. But I have been noticing that the stealth stays on again now.
I just didn't see the patch notes where this was turned back on.
So, I don't know if it's wai or if it's a bug.

Apparently, the change to turn off proc120s in toggles was made in beta forums and never announced in the patch notes.
Perhaps the change back was done this way as well?
Do other proc120s have this changed as well?
As I posted, it was changed in i18 and affects all the proc120s.

NVM, it seems to only happen when entering a mission. So maybe it's just the phantom stacking stealth that comes from zoning with the toggle on that persists.

Don't test this entering missions or right after zoning. If you have Stealth running and enter a mission it will continue like you activated a Click Power.

I only noticed because I was in a kidnap mish where I captured the hostage straight away and then couldn't lead him anywhere.
though, in my research about this problem I did notice that stealth IO stealth wasn't supposed to effect hostages anymore. But it does
The stealth on my Freebird: Stealth turns off instantly when the toggle is turned off.
Now, as said, when you zone the stealth will remain on for 120 seconds after you zone. This is not new and has been in effect since the toggle change.

Go stand in a zone somewhere and make sure you are not stealthed. Turn the toggle with the IO in it on, observe stealth. Turn the toggle with the IO in it off, observe stealth end immediately.
If you zone, you break this behavior. The stealth buff from before when you zoned becomes disassociated with your toggle, and this allows you to still stack the stealths on zone.

It's worth noting that this affects all of the proc120s I have slotted.
So that first coupla minutes in, I have double from the green proc120s and from the kismet.
Entering then immediately exiting the mish and then immediately re-entering gives you quadruple bonuses for all of these proc120s.
Kinda sweet. Superfluous, but nice.

So, hang on - what does this mean for the Teleport Stealth IO?
Teleport is a click power, not a toggle, so it works like a click power: click it and you get stealth for 120 seconds.
