Justice is a great server and very welcoming to new folks and new players. Broadcast and zones can give the illusion that we are not well populated/talkative but I assure you we are. Most of the team/tf forming goes on in our main global channels JFA2010 and Justice United I suggest you try joining the two channels so you can get a sense of what Justice is like.
One warning though we do tend to be a little nutty so don't mind if someone tries to hand you a straight jacket....

The only channel less used than the help is arena chat. Do a /chan_join justice united and/or /chan_join jfa2010
Once you've sent a tell to a mod (or they notice you), you'll be unsilenced and free to ask/talk/pontificate away.
One thing I'll say (and I suspect this is true of all servers) - a new issue dropped last week, so 95% of the stuff advertised is the new content. If my number is wrong, it's low.

The thing about Justice...not so much with the reading. 
If u have any questions about stuff that has changed feel free to ask in JU or the other one, plus we do have lot of events going on, some are weekly events like HAMI, spur of the moment like ship raids, some or bi weekly like double feature TFs/SFs and some are monthly like Tanker Tuesdays they are usually posted on the forum or MoTD.

Justice was my original home. At one point I left and tried and enjoyed several other servers, including several of the high-population ones. Don't recall why I left now, but it doesn't matter. I came back, and somehow Justice had become even more awesome. Now I can hardly get away to work on alts I've left everywhere else. Great server. Lots of regular player run content.
Only thing else I can say is, I completely agree with the recommendations to join the 2 Channels others have already mentioned. If you don't, you will miss a lot of what Justice has to offer.

Good evening all who care to read,
My wife and I have dropped Warcraft and reactivated our City of Heroes accounts, and are looking for a new home! Triumph is nice, but we want to put down new roots since it has been so long.
Trying to get a read on the Justice server - how is it for levelling characters? I don't see many running around Atlas Park, and help chat is dead unlike some of the other servers...
So, to the original question: Is this a decent server for a comeback?
