At this time to my knowledge no Dev has even hinted at the Vanguard Pack being made available as anything other than part of the Seven Years of Super celebration. It's always possible it could be at some point in the future, but no promises have been made.

Of course all the pieces in the pack except for the wee little toy robot can still be purchased with Vanguard Merits in game.

Which is difficult to get these days due to the small number of people doing the related content. You can do the solo stuff, true, but that progress is slow to the point of not being fun.
