Is it just me or is Sleet...

Way overpowered for a Dominator APP? I just hit 41 on my Elec/Earth Dom and picked it up and wow. With a good amount of recharge (which most doms try to build for anyhow) it's up every spawn for 30% def debuff and 30% resistance debuff.

Other than the longer recharge time, it's identical to Defender's Sleet, if I'm not mistaken. To be honest, I can't think of a good reason to go with any other APP. I mean, Sleet + Defense Shield + Ice Storm? Yes please!

The recharge of the power was adjusted shortly after it was released, before it was a copy of the Defender version. Now it's more in line, but it's still awesome. It allowed me to break 300 DPS on my Mind/Fire.

I know it says the duration of the power is 30 seconds, but that is only partially true. It's pretty weird, the full duration of the power will only last if the enemy does not stay in the patch. Otherwise, if they stay in the patch, it only lasts for the duration the patch is visible, which I think is only 15 seconds or so.

I think the ice patch only lasts for the duration of the damage DoT which is 15s while the debuffs last another 15s.

Wow, that's good. Congratulations.

That's what I like to hear. Ice is by far my personal favorite APP on a Dom.

The only annoyance about ice is that you can't take all 5 powers.

Sorta, the power is a bit buggy. The way it's *supposed* to work is that the patch applies the slow/def debuff/res debuff with a 30 second duration. It also applies another 15 second duration slow (but not -res or -def), with half the strength of the previous one and delayed by 30 seconds. All of these are refreshed 5 times per second while the rain is still falling

So what's supposed to happen is that, while the rain is falling the enemies have a chance to be knocked down. For that time and for 30 seconds afterward, the enemies are subjected to the full slow/-res/-def effect. For 15 seconds after *that*, they are subject to a half strength slow effect.

However, all varieties of this power (sleet/freezing rain/etc) have an odd bug - if an enemy is still inside the patch radius when the initial 15 second rain duration runs out, all of the effects are canceled. So, if a target is still inside the patch when it expires, it is immediately no longer debuffed in any way. Only enemies which manage to walk out of the patch or are knocked out of it before it expires will be affected by the lingering debuff. This has been around for quite a long time, but as far as I know the devs have never tracked down what causes it.

Wow. I did not know that. Glad I switched to Fire Mastery for the full strength Rain of Fire.

Are you positive? I just tested this, using the Power Analyzer, and saw that the enemy had 2-3 sleet debuffs stacked on him if I kept using sleet as soon as it was up. He never left the patch (I kept him too slowed to get out). Half the time there were 2 sleets, the other half 3 sleets.

I just tested with one sleet and the debuff definitely disappeared as soon as the rain stopped. I don't have enough recharge to stack it multiple times, but maybe if you do, the debuff will stay for the full 30 seconds???

Well, it came down to 'ugly ice chunks' defense shield vs. 'inexplicably pink glow' defense shield, and the latter annoyed me slightly less.

Having Vengeance and Fallout slotted for recharge means never having to say you're sorry.

My jaw dropped when I saw Sleet was available to Doms. Doms are already awesome and they want to give them one of the game's single greatest powers... to ANY Dom? Wow.

Basically the only reason I wouldn't go Ice Mastery, or Chill or whatever the APP is called, is if I have /Fire secondary and want to trow FE buffed Fireballs.

I haven't tested it with my Cold Corr, but I know when I soloed pylons with my Mind/Fire, the debuff wore off after the patch disappeared.

Yeah, Sleet is definitely one of the best debuff powers in the game. Large area, slow, knockdowns and debuffs greatly.

The only reason I won't take Ice Mastery is because of Ice Armor. I am all ranged (Gravity/Fiery) and it's hard to stack positional defense with range sets.

By the way, Rain of Fire is listed having only 60s recharge (surprising to me) and Ice Storm has 120s recharge (which makes sense because patron version is usually double the recharge timer). Interesting...

What's left is to normalize all Assassin Strikes and improve Stalker's old sets (Claw, MA and EM)! You don't need to bring back the missing PbAoE attack. You just need to make the existing ones better! For example, make Slice a WIDER and LONGER cone.

Epic sets just make Patron sets look really really bad (in general).

The one situation where I would go with something other than ice mastery is on a /fiery assault dom - the faster recharge on Rain of Fire combined with the damage boost from Embrace of fire makes fire mastery pretty juicy, at least solo. My plant/fire dom has gone with fire mastery so far and she has RoF up nearly every fight (18s recharge) and embrace of fire up about 3/5'ths of the time (50s recharge with a 30s duration).

Otherwise Ice mastery definitely has the edge. Even if you don't like the look of the shield, it makes a nice LoTG mule. With the LoTG mule, two powers that will take heals, providing 2 places to slot doctored wounds sets for 5% recharge, sleet and ice storm all the powers are usefull.

Yes. The EoF stacks with the fire damage. Still, in every other case. Ice is the way to go.

As someone who is finally getting into doms (which is an AT I've neglected for not ever enjoying Red side), I find Ice awfully tempting even if I plan on making Plant/Fire, simply because I team constantly in game and the -RES would be delicious for that. It also takes Achilles procs.

I've been debating between Plant/Thorn/Ice and Plant/Fire/Fire for my first Dominator. Plant/Fire/Fire would be awesome burning death, but Plant/Thorn/Ice would do solid damage and provide the team with numerous -Def debuffs and potentially -RES if I dropped achilles procs in one of the AOE powers.

That and Ice is the only way I can see getting Permadom while putting S/L in range of 1 small purple.

Also,

I've been crossing my fingers for years for the ability to hide individual power appearances. I'd love to be able to toggle off the visual of the ice armor while keeping the benefit.

Am I the only one who thinks the Frozen Armor looks kind of cool?

It isn't as bad as it could be, but... It leaves something to be desired. I think the more subtle effects are why I, personally, have become fond of defensive sets like Willpower.

You know, we can toggle limited FX in some sets, why not sets with armors like Ice?

Pseudopets are generally unmodified when proliferating between ATs.

To be honest, I usually turn off FX. I like the ice ones though.
