I always have trouble with River Rat, and now that I think about it, that location is where I am when the badge pops on most characters. Looks like they need to make that location a bit more forgiving.

I remember trying to find that one from the Nova Praetoria side. I swam up and down, left and right, nothing worked. I gave up, turned on Fly to go to the next one, and as I flew upwards the bar suddenly ticked up. Perhaps the "marker" is higher up in this one particular case?

The 2 badges I had more trouble with were the 2 that are off the "shore" of Nova Praetoria (not under bridges).

oh holy crap.
I figured it out. It was the location in the south of Neutropolis. I hadn't even explored that part of the map. The marker blended in with that part so well I never noticed it.

The best thing to do is watch your badge progress bar while you are visiting the locations. Keep track of which places increased your progress, so you can identify the problem area without needing to revisit every place!

Obviously, I don't care about NCSoft's forum rules, now.
I was stuck and ran across this thread so this is for anyone else that gets stuck and runs across this like I did!
The two badges that are hard to get (other than the cross-zone badges) are 17 and 18 in Neutropolis. Both bridges are in the water so you can't swim under them. The badges seem to be off the location in vidiotmaps.
Just in the water north of the bridge near 17 and go east and west pressed up against the bridge ALL THE WAY to the shore. You will hit it.
In the water south of the bridge near 18 about half way east between the center (where the 18 marker is) and the shore pressed up against the bridge.
These two were the WORST!
To Recap:
Do 1 - 8 in Nova Praetoria
Do 9 - 16 in Imperial City
Do 17 - 19 in Neutropolis w/ 18 and 19 being in the water north and south of the bridges (respectively).
I've now got River Rat on a half dozen toons. It's easy once you know the spots!
