My PC is 6 years old - should I get Going Rogue?
I was able to play GR on my compy....well before the graphics card seized and literally burned.....but then again I had a cat that was shedding something fierce and a lot of hair got into the fans.....

You are running the game now right? GR doesn't change anything, it simply allows you to start characters in Praetoria. No need to change your graphic settings. If your frame rate is acceptable on the Rogue Isles then I don't see anything that would cause you problems in Praetoria.

Praetoria is to City of Villains what CoV was to CoH, graphics-wise. Expect things to be choppier than CoV by about the same amount as the performance hit you take going from Paragon to the Isles. If you don't notice a difference between the two, your performance decrease should be minimal. Even if you've just got onboard video, update your video card drivers to help improve performance.
Additional things can be done to help improve performance outside buying a new computer. If you have less than 2 gigs RAM, you'll lose a LOT in performance; adding RAM will help a lot. If you've already got 2 gigs or more, adding more won't help a lot. Defrag your hard drive. Make sure that you don't have any malware hidden on your computer. Shut down unneeded programs running in the background.
If you can run without GR, you can run with GR, especially outside Praetoria. And you get a fair amount to do outside Praetoria with GR: tips, new powersets, revamped arcs in Peregrine, new costumes, side-switching, and soon, the Alpha Slot and other Incarnate-related stuff.
tl;dr: I run on a 3 year old, very low-end computer that's probably similar spec to what you've got, and I run GR fine. Not great, and not Ultra Mode, but good enough.

This^^^. My computer is ten years old. I can't run Ultra on it, but I can still set various settings to max and enjoy the game (with GR included) without any noticeable drop in frame rate or quality of play.

I do find the costume-quality drop between 'performance' and 'minimum' to be significant & I share your preference for better graphics on personal heroes. However, the main effect in Praetoria that I find slows me down is the gushing water fountains, which should not interact with your character graphics settings, so you might be just fine.

Yes, the missions are much nicer than either CoH/V. More like the Tip missions we get in CoH/V. Plus Dual Pistols, Demon Summoning, and of course the new Incarnate slots and missions ... I'd say GR a must-get if you plan to renew your subscription.

My rooomate has had this game since beta. He has onl y had to change two things on his computer..well three. His harddrive space, added 2 gigs of ram to it and got a new agp video card. That's it. His cpu is either 6 or 7 years old and although mines loads the game up faster and zones a little faster than his, his cpu is holding up very well playing the game.
