The entire Incarnate system is specifically a "post-50" progression mechanism that doesn't increase the level cap.

Ah thanks. I'll be buying Going Rogue in December.
Make sure to click on the Alpha Slot link in the article that Golden Girl linked to. And that's just the first slot. Other future slots are going to do different things. Once has already been announced that adds an AoE attack, for example. Because of the ability to change what's slotted on the fly without respec'ing, the Incarnate system is going to provide way more customization than an extra 10 levels ever could.

For a number of reasons, the level cap is highly unlikely to be raised anytime in the near future, if at all. Many experienced players, myself included, view this as a good thing.
You've already been provided a link to ParagonWiki for the Incarnate System info - I'd look around quite a bit at other articles there, as that's the best compendium of game info going.

This for me. I hope the level cap is never raised. Fortunately, it's doubtful(at worst perhaps) it ever will be.

If you look at other games who have raised the level cap, the only thing they can do anymore when they go to add new content is increase the cap again.
Currently, we have IOs and such that are considered the "best" you can get, Hami-Os as well.
If the level cap were to go up, all those things that are difficult to acquire and are the best the game has to offer, will quickly become obsolete.
Current high level content would no longer be high level content, and the devs would have to spend even more time coming up with new things for level 60s to do, which means we would stop getting new powersets on such a regular basis because everything would be geared toward coming up with new stuff.
There are many reasons not to raise the level cap, and no compelling ones to do it that I can think of.

Actually, the level cap for heroes at launch was 40, and so was the level cap for villains when City of Villains was launched. It took each game one issue to increase the respective level caps to 50 (Issue 1 for heroes/Issue 7 for villains). For a while, it made non-arena PvP, a new feature of City of Villains, kind of harsh, since level 50 heroes almost always walloped the level 40 villains.

We haven't seen this in beta yet, but this will apparently shift your level up by one. So, while you won't be level 51, you'll be effectively level 51 -- level 51 minions will con white to you.
We don't know if the subsequent nine Incarnate slots will include level shifts, but it's really irrelevant. What matters is the new capabilities that you get and the relative efficacy of the character. New levels increase your to-hit relative to lower mobs, your hit points, etc. As long as the things that level increases raise go up, the actual level number makes no difference.
For example, a future Incarnate slot boost could raise base to-hit to higher than 75%, without actually increasing the level. You don't need to be level 51 to have a higher to-hit (currently low-level characters have a higher-to hit to make up for lack of accuracy).

Furthermore the company that originally made this game has a habit of releasing MMO's 10 levels short which they add a few months later.

Not likely. Raising the level cap doesn't solve any problems, just puts them off for a very short time. And creates new balance problems...
