Is Hover Getting Cobwebs?
I dunno. I usually slot swift for a flier and then pack defense onto Hover. I rarely have a problem getting around. I use it as an alternative to running when going through caves.
ESPECIALLY since the speed bump it's been more than fast enough IMNSHO. Then again, it's a personal preference thing. COULD I make Hover faster? Sure. Do I feel it needs to be on the toons I've taken it for? Nope!
If I want it any faster, I go park in the train station for a while.
I get and use Hover on most of my blaster/defender types, though not so much on controllers. You avoid a lot of melee attacks when you're above the fray, and more importantly, you're out of range of many of the AoE stuns that go off in melee. When you use Hover while attacking you don't experience the jarring slowness you get with Fly.
Hover provides a base 2.25% defense. It's not a lot, but if you're stretching to hit the soft-cap it can get you the rest of the way there. Hover mitigates knockback somewhat -- not as much as it used to, but it's not as bad as without Hover.
It's relatively easy to hit the ranged defense soft-cap with Storm and Dark defenders and corruptors. Hovering above the mobs lets you keep most mobs at range, allowing you to avoid much nastiness.
Hover is a good place to slot LotG: +recharge or Karma: -KB.
Speedboosted Hover is great. I have a couple of Kins with Hover, and Siphon Speed makes Hover more controllable than walking -- it's plenty fast, is easy to navigate in tight spots like the purple caves, and I have much less of a tendency to overshoot while hovering than on foot.
I hover-blast, hover-control, hover-mastermind, hover-scrap, and hover-tank.
With 1 level 50-fly speed (plus 1 level-50 Fly Speed in Swift), I move around maps about as fast as my sprinting counterparts and have better LoS.

Ever since Hover got buffed, I've loved it more and more. It used to be something I switched off out of combat, using it only for fights with squishies and such.
Now? Alpha barely leaves hover. My PB rarely leaves Combat Flight. My Fire/Fire blaster is literal death from above.

I use it in combat all the time, often just slotted for one Flight Speed and another one in Swift these days since the base speed got upped.
I don't like using Fly in combat because of the sudden gear shift associated with power suppression - you're moving at base hover speed after an attack, then you're moving at full fly speed suddenly when suppression wears off. It makes it very hard to control compared to Hover's smoother movement.
I also like the defence bonus on characters who I build for defence.
My Blaster hovers at 45 MPH for far less endurance and far better air control than Fly.
Dispari has more than enough credability, and certainly doesn't need to borrow any from you.

Does anyone else remember the original Hover animation? It seems to me that it was the same as the Fly animation, just much slower. At some point they changed it to that dorky "standing" animation that it has now. I preferred the original one. Or I am imagining things?
And my level 50 fire blaster hovers the entire time he's in a mission. I have the +stealth IO (forget the name) and it allows me to get into position and rain fiery death from above. I'm also inching closer to the ranged defense cap and that little bit from Hover actually helps, in my case.

The animation and the speed of Hover have nothing to do with each other.
Personally, I much prefer the Hover animation we have now. The Flight animation looked ridiculous since you were going so slow, what with your body parallel to the ground as if trying to get minimum air friction. It was like a kid being slowly tugged along in a wheelbarrow, but leaning forward and making "ZOOOOOM!" sounds as if he were in a race car. It always looked silly to me. The Hover we have now is more what I would have expected. Though I will admit it doesn't look quite as cool now that the power has been sped up, to me anyway, but I still prefer it to Flight's animation.

I really like the Hover animation on my main simply because he has rocket boots... it looks a lot more realistic for him to have them pointing down instead of back since he has no wings or anything to provide lift.

I made an exception with one melee character just because I wanted to be able to fight while flying and didn't feel like he needed another attack, beyond his primary attacks.

Another +1 for Hover: it lets you move while performing emotes. Moving down while flying doesn't break the emote, and if you angle the camera right, you can move around on the ground while flying down. I sometimes amuse myself doing this with ;pushups, or I make my character into a guru and scoot around while using ;lotus.

I use it constantly with my support characters and blasters. It's really fun, and I used it to slot up Karma (woot, nockback res)
My Dark/Sonic Defender wouldnt have been able to attack nonstop, and remain flying while using Flight.
Oh yes, I make good use of Hover. Usually on range toons.
My DB/WP Scrapper had Hover, and I used it. Hover is better for melee fighting than Fly in my experience.

Hmm, I six slot hover, and usually get Gift of the Ancients or some defense set to up the defense. I always combine this with Weave. Two sets of Defense. Maybe I am not being so efficient, hmmmm.

_eeek_ reminded me of something... General Movement Speed Bonuses...
I love logging in and out at the Trains (heroside) and having those full speed buffs. So, I generally am running with those bonuses on my Hover as well.
Also, while Winterminal is right about not needing the enhancements in Flight, Swift will still benefit Hover. However, it really doesn't do much (if any) good to put additional slots into Swift, as the percentage that gets increased is so small (from what I remember back when I briefly studied the numbers for travel powers many moons ago).
