Wouldn't it work better for the corrupt governemnt officlas in question to be merly covering up a shadey medical companies (Possibley Crey, it sounds thier thing) experiments on children?
It's a possibility, assuming that the government officials in question are Crey stooges/Nemesis automatons/Council-5th Collum stooges.

While true we never got word on the scale here, I think that if any polition in Paragon said "I plan to introduce a new bill that will let us perform experiments on kids" is going to come under independant investigation from so many supers at once when teh bill is even in the planning stages, not to mention mass protests and law inforcments own going "Hang on a minitue that's not right".

That's why they hide it in the small print, say in a bill to test children for genetic defects/inherited physical diseases. It's well known that most American senators/politicians don't actually read all the laws put before them.

Though given the nature of the proposed child experimentation law in the OP, couple with the backlash that the likes of the Might for Right Act had already seen (along with its subsequent binning on the grounds of unconstitutionality), I'm not too sure such a bill would survive past the first draft, even with a few corrupt officials.
Not to shoot the idea down, though, as it could make for some interesting investigative RP, but I think the idea could use a little rethinking. Just a little.

It is obvious you are underestimating greed, and the power of money. The theme of this RP is high-level corruption, I have already prepared outline of the story, and I see no reason to dilute it. Mass-protests? I don't think so.

If you're looking more for the true-blue heroes who obey the law while they fight this, ala Superman, I don't think you'd like me throwing wrenches of evil and violence into your works.

I mean to even get away with this High Level Corruption you're dead set on you'd need to be massivley subtle, suddenly making every child a legal walking experiment... is not so subtle.

As one GM to another, there's a very important tip, and that's to be flexible, take feedback.
No matter how awsome your plot may be to you, players do not want to be railroaded and will want to do thier own things.
Being as inflexible as you are right now when presented with some problems that might affect the number of people watching who want to join in isn't exactly a good sign.

Malta could get away with this schtick because the general public doesn't know about them and they're not really goverment backed.
Take a look at todays media, anything a politician says or does is looked over with massive scrutiny, the chances of actually hiding this from the public, especially the internet (god bless it!) are slim to none.
The bill would be poured over by every armchair Politician with an access to the web, heck look at the recent California vs Gaming case, there is the entire transcript of the courtcase up on Gamespy.
The actual premise is kind of flawed. Now if the two radiojocks discovered a certain Politician was funneling tax payers money into a seeming 'black hole' aka Malta which were running these tests so they could create super powered children under their control (since that is what Malta wants) then that would make a heck of a lot more sense.

You do have to remember Primal Earth is not identical to the Real World.
Yeah maybe with things like Oil, faking intelligence of WMDs but these are peoples kids we are talking about at no point would anyone hand over kids, no questions asked, to well...anybody!
Orphaned Kids, homeless kids, yeah you could probably get away with that but then you don't need a public law to have that happen and you could still have your crooked politician funnelling taxpayers money into those experiments for...whatever reason a politician would do it...through some other means but trying to pass it off as law is just ridiculous.
Also ask yourself this question, what profit would the Politician see out of it...I mean personally, Most Villains do this because homeless/Orphaned kids are a cheap and easy resource to experiment on and they're doing it solely for the sake of experimentation.
A Politician would need to be making a massive amount of money out of this in order to put not just his career but actually staying out of Jail AND the history books as a genuinely evil sonofagun plus what Pharmacutical company would be willing to have their repuation tarnished (apart from Crey) by being caught experimenting on kids?
Most companies and doctors who aren't Crey or supervillains wouldn't touch it with a 10 foot barge pole, they simply wouldn't want to risk getting caught. If it is to do with kids someone within any company (besides Crey) would eventually break and turn whistleblower on the whole scandel and it would ruin the company.

Nonsensical, yeah, we'll go with that word. Nonsensical plot, and your attitude is not helping. Others have stated perfectly viable, interesting and workable ideas here, but the plot idea clearly has a Writer on Board with Protection from Editors.
It's a no here. If someone else wants to run a plot like the one Mechano, Omega and Crazy Dragon mentioned, I think Nachtbrecher might be interested. Or maybe Sochi.

Well...the moment that word got out, it'd spread to the internet, through the internet it would spread throughout the United States, experimenting on kids would then reach the ears of many Christian fundamentalists and...well people in general, the moment that happened the goverment would be in deep, deep donkey poo.
We're talking protests, riots...heck possibly even ARMED riots, questions from those not in the know within the goverment (I seriously doubt the President would consent to this kind of thing and if he did he would have to immedieatly back out of it and say he had no idea and that he doesn't support the law in order to not be lynched by the press and the public in general) would begin to raise questions and thus the law would not be passed.
So no can't really see this happening, atleast not that high up in the goverment. A Shady local politician perhaps but still word would spread and they know they're even more at risk than your higher ups due to lacking the manpower to bark orders at the goverment agencies like the FBI or CIA...who would probably want to make themselves look good by busting someone pulling this.
So on American soil...no...can't really see it.
And yes both this and my above post were not rants, trust me you'd see a lot more censored words showing up if it was a rant.
I think if you want to have any hope in hell as a GM, you really need to work on your attitude, for one thing. Personally, I agree with the others; both certain points of the potential plot and your indication 'Its happening this way, so deal with it' very well may result in actually having no one play along with it...kind of defeating the point of even forming a plot.
GG, I would tell you that "I am killing you with my mind", but I couldn't find an emoticon to properly express my sentiment.

I am about to start an open RP thread, BUT before I do so, I would like to know how many of players would be interested to take a part of this kind of RP thread.
Theme of this RP is corruption inside goverment, and heroes efforts to fight it.
Starting point:
Two radiojockeys interview a doctor of medicine. The doctor tells, that current goverment has prepared a law, which gives doctors right to use children as test subjects for medicine experiments without any permission from their parents. Radiojockeys search public sources and prove the preparation of such law is true, although kept away from national news. Then after that broadcast, both the radiojockeys and the doctor previously interviewed, go missing.
Anyone interested taking part in this kind of RP thread?
And should I prepare InGame NPC for InGame interaction?
