It isn't just that they'd be unhappy, they could probably make a good case for being tricked into into buying the Collectors edition under false claims of exclusivity and sue NCSoft. May not be likely to win, but it may be more of a risk the NCSoft is willing to take.

Yeah, sorry, 'Exclusive' means jack shite these days. I for one would like the Arachnos cape symbol. I have the chest symbol as a Vet award, yet no chance of getting the cape symbol. Meh, to that.

For the record, the devs' recorded stance on the matter was that exclusive collector's items will never be given out for free, such as part of a Veteran Reward.
The NCSoft store used to sell the standalone version of the CoH DVD edition goodies, which included the in-box extras, which is why it was eventually discontinued due to lack of supplies.
I don't see any problem with releasing a Collector's Booster Pack that featured the CoH and CoV special edition in-game goodies.
And speaking of exclusives, when are the GR pre-order enhancements getting added as veteran rewards?

I bought the CoV CE for around $6 and the CoH CE for around $30 including shipping off Amazon when I started playing 3 years ago, and Amazon still has copies of both, at least for the NA versions.
And just for point of interest, the Arachnos symbol from the veteran reward isn't the same as the one from the CE.

This is true, and the Villains one might be worth buying since it comes with a month of gameplay... but the Heroes one is going for $35 used, and I feel iffy about spending that especially when the money isn't actually going to NCSoft. Also, I don't actually WANT all that physical clutter. I just want the digital items, and it'd be nice to be able to get them without paying for a lot of other things that are also bundled with it.

I see no reason why they cannot sell Collector's versions ingame items. We still have the physical stuff like the PvP comic and the Heroclix figures.

As a soon to be 6 year vet, who did get the 'exclusive' stuff when it came out.
I have no problem at all with NC releasing it as an add on pack for those that want it.
C'mon we have had this stuff for a good few years now.
I know Mrs ? (Carliwen - now) would buy it if released. She has ideas for characters that would use these items.
The only reason new players cannot get these goodies is purely by dint of bad luck, or just not knowing about the game, due to poor advertising. - but thats another subject.
We veterans have had a fair amount of time with these items now, let the newer players have the option to create more concepts should they want. Just as we have been able to for the past few years.

I'd support an additional pack with all this bits and pieces in even though I've got a few 'exclusive' things on my account. Let others get them and enjoy them too.

The helmets, just like the Prestige Sprints, were a pre-order bonus which did not have an additional cost attached to them (the $5 for the pre-order went towards the $50 purchase).
Basically, the line they've drawn is concerning whether or not a player has spent extra money for an exclusive item. That said, I'm not really sure why they've dragged on reintroducing those items, since it seems like easy money.

Yes, though I'd say not both sets in the same pack. I have the CoH collector's edition, but not the CoV. What would happen if I tried to add a "Collector's Booster" that contained both item sets?

Seeing as there is still a market for these packs, especially given their rarity these days, I see no reason against making a 'Heroes' and 'Villains' booster with just the in-game digital items from the CoH Deluxe/V.I.P. and CoV Collector's editions respectively.
There's a Mac Booster, a GvE booster and a GR booster (although you still need GR to use that one) but the precident is there for the older packs to have one as well.

And I also managed to pick up the CoH SE (new) for about $16 on Amazon one day. I know... I was very lucky in that regard...
However, then I picked up two for two friends at the Boston Meet and Greet.
They still had a few of those Hero Kit boxes for sale.
$20 for the code, the hero clix, the map and all... Including the month's subscription.
I am just mentioning this for two reasons...
One, don't say "never"... there are ways and chances...
Two, there is zero reason why they shouldn't offer these (just the in-game rewards, if they like) as $10 boosters, just like the GvE pack.
If I ever run into anything, I'll send you a PM, Flashrains, hehe.
Between Paypal and/or good faith, hopefully you can get these somehow... Beyond that... I hope they open them up for people to get somehow.
And... I hope we can color customize the prestige slide some day... (Haha... what? I had to say it!!)

The only things I think should remain PERMANENTLY exclusive are Vet Awards. Unique Vet Awards should remain Vet Awards otherwise what's the point of the Vet Award system? But if whatever you're talking about was not originally a Vet Award then sure it should be made available to anyone who wants it.

In legal terms simply using the word "exclusive" does not necessarily guarantee something will remain exclusive FOREVER. An item can be "exclusive" for six months or a year and then be released to everyone and still satisfy any legal interpretation of the original use of that word. Remember the Devs of this game have never specifically used the words "exclusive FOVEVER" in reference to anything. They just simply let people's imagination's connect the dots and assume that these things are permanent as a classic marketing maneuver.
There is no way NCSoft could be successfully sued for this kind of thing. Sure there might be a handful of people who feel like they were "tricked" or "cheated" out of something, especially if the period of exclusivity is not reasonably long enough. But frankly that's their own naivety for thinking they were getting something PERMANENTLY exclusive in a game like this.

The Collector's Edition items, that is. Apparently, I will never have them, and neither will most players. This saddens me greatly. I cannot have the Cape of the Four Winds, Prestige Power Slide, or the Arachnos Cape and Chest Symbol.
But why not? Why isn't there an in-game item pack in the store that contains these items?

An in-game item pack, by definition, does not include the fold-out maps, HeroClix figures, or any of the other items the Special Editions contained. I'm not asking for those. Heck, even charge the full $10 for the item pack - yeah, that's right, $10 for two capes, a chest emblem, and an alternative Sprint animation. Any oldbies who get angry that I spent $10 on that and got less for my money than they did would just be petty.
I mean, really, why SHOULDN'T I be able to buy them?
