Optional PvPvE in Praetoria

You have read these forums before, right? You have seen the PvP outside of zones ideas before? And what happened to them, with good reason?

If it's flagged versus flagged, it sounds like a system employed in the MMO I left for this one. I think PvP zones are fine, even if the system itself needs tweaking.
I did see PvP outside of the zones! Blasters would go to Recluse's Victory, and get someone to apply a confuse to them. Then they would go back to Atlas Park and Nova under the statue or by Ms. Liberty.

EDIT: And confuse was then tweaked to wear off when you leave a pvp zone.

I'm glad you explicitely stated it that it was bannable offense, though. That's something I should have done.
If PvP was even half-way terrible....that'd be an improvement on what it is now.

I'm completely against this.
If few people use the zones now... why spread them out farther?
And I see people deliberately running into, say, Rains, ice slick, etc. to be "attacked" and attacking people who aren't interested in PVP. Good way to turn people *off* of Praetoria - and COH in general.
Add an arena, if people are actually interested in PVPing.
And *absolutely not* to introducing PVP in the PVE world of the Rogue Isles/Paragon.

They never did figure out a way to block people with real mental problems from the PvP zones and arenas. That's too bad.

You do know how broken PvP in this game is right?
Not only that, while being 'in character' for resistance and Loyalist to
go at each other. In Praetoria things are... restricted.
There is no way Cole would allow Powers Division to run rampant in the streets openly using powers around citizens without authorization from a Praetor.
Maybe in the underground but not in the Magisterium(sp)
But besides that, PvP is horrible in this game. When the most powerful attack chain is Flurry+Jump kick+Air Sup. then you'd have a lot of new players wondering why their high damage blast isn't doing anything.
Lets not even mention DR or Suppresion shall we.

.... which would spread out an already painfully small PVPing population, making it harder to find anyone to fight.
Now, if you said "use the instanced versions of some of the zones as Arena PVP maps," I could go for that - of course, IIRC, some are.
My question is, what would this do to teams? As it is Resistance members and Loyalists can team with no issues. I think it'd be more than a bit disruptive if team members could try to pick a fight at any time.
So, I was talking with my SG last night and it came up that the fact that neither Loyalist or Resistance players can attack each other, despite being enemies, was a bit off. Especially when you see a player of the opposite faction attacking your "allies". We all came the conclusion a short while later that Loyalists and Resistance being able to fight one another would actually be quite fun and awesome. However, I seriously doubt the majority of the players would welcome being able to be freely attacked anywhere in Praetoria, so just turning on PvP would be a bad idea.
Basically, the idea to enable PvPvE would be to allow players to flag themselves for PvP, probably by talking to a contact. Any player flagged for PvP could freely attack other flagged players, but they CAN NOT attack unflagged players unless an unflagged player attacks them. Unflagged players would see flagged players of the opposing faction targeted with a yellow reticle like the "neutral" Praetorian mobs are. Basically, to break it down...
Unflagged meets opposite unflagged: same as it is now.
Flagged meets opposite unflagged: Cannot attack the unflagged unless they attack you.
Unflagged meets opposite flagged: Cannot be attacked unless you attack them. Should probably also auto-flag an unflagged player if they attack too many PvPing players in a certain span of time.
Flagged meets opposite flagged: Both players can freely attack each other.
Additionally, to prevent things such as Empaths staying unflagged and grouping to heal a flagged player, a group's PvP status will be determined by the leader's status. Should a player join a group with opposite status, they will be prompted that their status will change, similar to the exemplar/sk warning. If they accept, their status will change after the usual thirty second countdown. If they decline or the dialogue timer runs out, they'll be dropped from the group. Of course, being able to set to auto-accept/decline should be available.
If necessary, players flagged for PvP could be auto-exemped to the zone's level cap if they're above it. Also, I'd give players rezzing from the hospital a longer than usual countdown until they're PvP capable (about a minute) so they have a greater opportunity to get out easily. I'd also make hospital interiors as "safe zones" where you can't attack or be attacked, regardless of PvP settings.
If necessary, for various reasons, this system could be restricted to the Underground. The Underground could just become a PvP zone instead, but I doubt that will ever happen and it'd no doubt be a VERY unpopular change. I'd rather have any PvPvE added to Praetoria be completely optional.
This system could also be possibly expanded to Paragon/Rogue Isles, except with Heros and Vigilantes vs. Rogues in the former and Villains and Rogues vs. Vigilantes in the latter. And still completely optional.
I understand they could add one or more PvP zones to Praetoria, but few people already use the ones we do have and it'd require more zones to be designed.
Also, I understand PvP is a bit borked right now. I'm not addressing that in this topic and I'm not even going to try.
