Praetor White (my Power Dogs have to save the PPD again! I pity dem foos!)
- Commander of the PPD Powers Division Praetor White claims the title of Commander of the Praetoria Police's Powers Division, the 'Power Police'. As leader of the Praetoria Police department's Powers Division, he helps train all the new hopefuls. In doing so, he has the greenhorns fight amongst themselves to establish rank. It is strongly encouraged to challenge others, especially your superiors. Because of this the streets are full of green Powers Division recruits trying to get a leg up. Known as Marauder during the darkest days of the Hamidon Wars, White is well known throughout the city and respected as much as he is feared.

Joining The Pack In the aftermath of the Resistance attack on PPD Precinct 5 you reported to Praetor White as instructed. The big man was annoyed by the phyrric victory the PPD had managed to pull off against the Resistance attack. But he was even more disturbed that the entire affair turned out to be a diversion to allow a Resistance strike team to infiltrate the Ministry of Technology and take some of the leading scientists hostage. He sent you in to disarm the situation without leveling the entire building, but when you took down the Resistance fighters you discovered that they had no intention of leaving the building alive.
With the PPD patrols in the tunnels tripled it didn't take long for them to stumble into more than they could handle. You were ordered to come to the rescue of a PPD search team lead by Sergeant Hastings. When you found Hastings he informed you that he had critical information regarding Resistance plans to attack the Ministry of Information.
With the Resistance plans foiled for the time being, Praetor White gave you a task of a more personal nature: getting some flowers for his lady, Cleopatra. At first you thought it might be a joke, but after hunting the flowers down and then delivering them to Cleopatra you understand why keeping her happy is in his best interest.
With the Praetor warming up to you and your no-nonsense style, he gave you the responsibility of inspecting Gravatech Labs. The only caveat was that the PPD were there overstepping the Praetor's jurisdiction with a surprise inspection of their own. You went into the laboratory to remind Captain Duval of where his jurisdiction ended and the Praetor's began, but it turns out that Duval and his entire entourage of PPD officers were actually Resistance fighters in disguise. After foiling their plot to steal sensitive information from the lab's databases you returned to Praetor White and were recognized as a member of his pack.
Chief Interrogator Washington (Get the syndicate assassin)
1. Sigg Bowman, a Syndicate assassin has been killing CEOs. Go to Karpo Corp to protect Ms. Danielle Fields. Bring him back for interrogation. Too late, Fields is dead (need to click on the body to proceed).
2. Bring in Charles Monroe (CEO of Syfotine), who was on Bowmans hit list for protection.
3. Monroe fingers Erica Swift (CEO of Swift Microcomms). Accompany Washington to visit Ms. Swift. Swift reveals Monroe and all the assassinated CEOs were Syndicate.
4. [Call Calvin Scott. Syndicate is being shaken up by something. Cooperate with Washington to get Swift and Monroe in custody, then the Resistance will break them out. Let Monroe know people will be coming to help.]
5. Get Monroe. [Explain Scotts plan, but he resists anyway, so, you defeat him.]
6. Intro to Cleopatra.
Souvenir: The Hit List. A pair of expensive and tasteful business cards from Mr. Charles Monroe, CEO of Syfotine Industries and Mrs. Erica Swift, CEO and Founder of Swift Microcomms, reminds you of a nasty affair you've come to remember simply as:
The Hit List. Chief Interrogator Washington recruited you to aid him in looking into a recent string of murders involving powerful corporate CEOs throughout Nova Praetoria. The seers clued you into a disturbance at the Karpo Corporation where you fought off Syndicate gangers and arrested Sigg Bowman, a Syndicate hitman. Unfortunately, Bowman had already assassinated his target, the CEO of Karpo Corporation, Danielle Fields. While Washington was sure that questioning Mr. Bowman would be fruitful, the revelation that Bowman's smart phone contained his hit list was of much greater importance.
Using Bowman's hit list you arrived at Syfotine Industries just as a full fledged shoot out began between apparently rival Syndicate gangs. You rescued Charles Monroe from his Syndicate captors and brought him in for questioning and his own protection. According to Monroe, Erica Swift, his industry rival and CEO of Swift Microcomms, has connections with the Syndicate, and it was by her orders that the hit team was sent.
The Chief Interrogator accompanied you to arrest and question Mrs. Swift who had surrounded herself with Syndicate bodyguards and herself displayed unregistered psychic powers. Apprehended, Mrs. Swift quickly confessed her invovlement with the Syndicate, but also that Charles Monroe was more than just her industry rival, he was her Syndicate rival as well. Monroe had recently left police protection and returned to his office, most likely to destroy evidence and leave town.
Storming Syfotine Industries you confronted Monroe and his loyal Syndicate muscle. Once beaten he explained that a full fledged power struggle was unfolding within the Syndicate ranks. This revelation revealed that the CEOs being murdered were all casualties of a war amongst Praetoria's criminal underground, and consequently, the industrial elite. But the cause for the war is something that neither Monroe nor Swift appeared to be willing to discuss with the Chief Interrogator, yet.
Cleopatra (shes complicated)
1. Go after the crusaders, by first finding their plant in the PPD. Plant listening devices on there computer terminals of 3 PPD suspects in Precinct 7. You get three Clues that are . wait for it Clues! You use the personality profiles to know what line of baloney will make them leave their terminals so you can bug them (Chance, Pell, and Shanning). Troy Altman, businessman is throwing a party, and Pell finally got invited, yay!
2. Pells been slipping info to a guy named Grossman whos going to raid Altmans warehouse full of explosive (for construction purposes). Defeat Grossman. Defeat Pell, who sings like a canary. The Syndicate and Resistance are going to blow up a hospital to show Coles weakness. Choice, let Pell go to the PPD, or kill him. I let him go.
3. Stop the bombing. Defeat Poster Gal and supplies. But Poster Gal isnt the leader, Double Barrel is and hes got the bombs already in place!
4. You leave the mission for an outdoor bomb zowie clickfest. Get a clue: Double barrel and crew are in hospital.
5. Contact Cleo.
6. Contact Calvin Scott. Find out Monroe (see Washingtons arc) has been giving good info. Monroe says the Syndicate has split when the head of the group was killed. A group of rebel syndicate is using this cell of Resistance (Double Barrels) for their own ends. Stop the bombing so as not to blow my cover, plant a device on Double Barrel so the Resistance can spring him later.
7. Go to hospital. 3 bombs to disarm. Clear out Syndicate and resistance. Find Richard Lombard, CEO for Altman Industries.
8. MORAL CHOICE. Take out Resistance supplies in tunnels. Trap! 5 waves of ambushes! (I bugged that!). Go see Interrogator Washington who says that the other officers you bugged were sent to their death in a trap (like the one you escaped). Cleo said she didnt plant the bugs, but we know differently. Cleo set me up! Lets go confront her! And I killed Washington. Cleo apologized for trying to kill me, but she didnt know I was undercover too. We compared notes to get our stories straight. But now I have to talk to White. Bark, bark. Hes satisfied with our story.
Souvenir: Loyalist Health Insurance. You received a card granting you the best health insurance that a citizen in Praetoria can have - not that you necessarily need it. Looking at the card reminds you of an adventure called...
Organized Crusaders It began when you met Cleopatra, Praetor White's girlfriend. She was trying to hunt down traitors hidden within the ranks of the PPD. She explained to you that there was an extremist group within the Resistance called 'Crusaders' and that they may have moles within the Loyalists ranks. You went into a police precinct to plant bugs on three possible suspects.
There was very quick turnaround - you found out that Officer Pell was going to meet with the Resistance at a warehouse belonging to Troy Altman. The plan was to steal various explosives meant for construction. You were able to disrupt the meeting but the Resistance had already made off with the explosives. You also found out that the Syndicate were working with the Resistance, supplying the group with weaponry. Cleopatra helped you in finding where exactly the Resistance was stowing the weapons, but again, you arrived just in time to find out that the explosives were already planted throughout the city.
You rushed through the city, disarming various bombs that the Resistance had planted, only to find out that the main Resistance plot was to bomb the Cole Memorial Hospital!
Without any time to lose, you quickly made your way to the hospital, defeating all of the Resistance and Syndicate members in the hospital and disarming all of the bombs.
The day was saved, thanks to you and Cleopatra - though TPN reported that you were working together with Praetor Sinclair to disarm the bombs. Despite the inaccuracy of the news report having Sinclair steal your thunder, the workers at the hospital were grateful for your help, giving you a free pass to come and go in the hospital as you pleased.
Moral Choice Souvenir: Cleopatra's Plea During some downtime, you remember Cleopatra's plea to you, 'You know me! I helped you save the hospital!', when you and Washington confronted Cleopatra about her treason. It reminds you of an experience you call...
No Man's Lady Cleopatra asked you to investigate a Resistance weapons cache after you and her saved Cole Memorial Hospital. You were expecting a fight, of course, but learned that this was all a trap set up by Cleopatra herself! Interrogator Washington sent in Sergeant Faulks in an attempt to ensure you were not overwhelmed by the Resistance.
Afterwards you spoke with Washington, who informed you about Cleopatra's treason and that she was a member of the Resistance. She was out to kill you because you were the one piece of physical evidence that proved her guilt.
You and Washington confronted Cleopatra in her office, and it was there that you had to make a decision. Did you save Cleopatra's life at the expense of Washington's, or did you help Washington carry out his execution of Cleopatra?
Imperial City
Interrogator Kang (wait, what? wha?)
[Note: if you arrest Dr. Steffard in this Responsibility arc, he is no longer in your game world. You can't see him or contact him. And he subsequently can't refer you to Seer 1381. When you go up to her, she won't talk to you. So, consider carefully if you want to do this arc now or later.]
- Interrogator Ray Kang was on the Praetoria Police force day one. He's seen it all, from the revelry in the aftermath of the Hamidon Wars, through the reconstruction efforts, the birth of the Seer Program, the rise of the Syndicate, and the arrival of the Destroyers and Resistance. Kang has watched his city transform from utopia to warzone and he will do whatever it takes and sacrifice whatever is needed to return it to the utopia he helped build.
1. Some sicko given the nickname Cutter Cain is cutting Seers. Wait, what does *that* mean? Well it means 40 Seers have gone missing and 24 have shown up dead. Wait, what was done to them unspecified cuts? mutilations? Anyway, this should be stopped. Cutter Cain cant be detected by the Seers, but theres a lead on someone who helped Cutter. Found Cutter Cains associates and a dead Seer. Looks like someone was cutting out her cybernetic implant. The look on her face suggests it was painful.
2. I found equipment from Pharmatek Global. Really? Did I? I dont remember that in any of the clues. But we did learn Cutters a male doctor. Anyway, the Syndicate associate talked: Cutter Cain is using a device to block Seers powers, which Alec Parson over at MICIR says is a Limbo Device, which Mother had outlawed years ago. Make sure Pharmateks Limbo Device (for research only) is still there. Kang theorizes Cutter Cain isnt the sicko he had assumed, but is trying to remove the Seers cybernetics. And then Kang then goes back to presumptions: so as to sell the Seers to the Syndicate for their use. Wait, what? You know that for a fact, Kang? Run into Maxine at Phamatek, she gave the Limbo Device to Cain, and she said something about not plugging her sister, Emma, back into the Seer psychic friends network. I found Emma and led her out to what, I dont know freedom? Back to the Seers? Ah, Kang tells me back to the Seers.
3. Another Seer just went off the network, however theyre able to triangulate on the location of the Limbo Device. Wait, what? How? Thought the device blocks that sort of thing? Time to shut it down by clicking on 10 zowie dumpsters. Found it! I was in the last one! Now to arrest Cutter Cain who is DR. STEFFARD!!? And he would have gotten away with it if it werent for us meddling kids! Turns out he really was capable of removing the Seers from the network. Kang can sympathize, his own daughter, Anna was removed from the network by Steffard (Wait, what? Now you mention that!), but hes putting her back in for the good of Praetoria. Introduced to Alec Parson.

Alex Parson (what manner of Clockwork is this?)
- Senior Researcher at MICIR, the Ministry of Intelligence Criminal Investigaton and Research. Alec Parson is a senior forensic scientist working for MICIR, the Ministry of Information Criminal Investigation and Research. He has a passion for robotics and all things Clockwork related.
1. Hes in charge of Clockwork security drones. Basically, hes the one that will create Skynet and doom us all. One of the malfunction CW started to repair itself and access the database. Other CW started to follow along. Try taking out the main one and hope it stops all of them. And it did!
2. The malfunctioning CW had in it a schema for an incredibly advanced new CW design. That main CW was looking into stuff at Imperial Storage. Go there and see if anything kills you. Click on boxes.
3. These new CW talk regular talk! And they finish each others sentences! And they dont like being investigated. Alecs friend in Omnitek has stopped responding. Go there and see if anything kills you. Save Susan Beck (lead to exit). Uh oh now theyve got Alec (gone from your game-world). Time to go to the MICIR and see if anything there kills you. And rescue Alec (lead to exit).
4. Alec says the aberrant code keeps reappearing in these new CW, even after being wiped. Also, the line: <BR>+t. Now, the strange signal which the lead new CW had is being detected at Megalith Storage. Go there and see if anything kills you. It turns out the Syndicate storage facility was attacked by CW and by psychic powers!
5. Alec realizes that the strange signal is psychic. He assumes the Syndicate is controlling the CW telekinetically. Using the Seers psychic friends network, he tracks down the signal to another warehouse. Go there and see if anything kills you. And we find Metronome psychically inhabiting the CW. He blames Raymond Keyes for stealing his work and everything. Its about the revenge! (And not about the Syndicate, stupid Alec!) Alec realizes Metronome is Russell Brandt (BR and t) who worked with Keyes and died right before Keyes unveiled the CW. Introduces Investigator Whitworth.
- Souvenir: The Clock Face Sometimes, when you see a Clockwork, you think back to Alec Parson and your defeat of the entity known as Metronome. It's a case that you've come to remember as...
The Clock Face. It all started when Alec Parson, a senior forensics scientist working at M.I.C.I.R., needed help disabling some Clockwork who had gone berserk in the M.I.C.I.R. labs. You discovered that the Clockwork were being controlled by some sort of remote signal, and disabling the signal carrier caused the Clockwork to revert to their normal functions.
Parson discovered that the Clockwork had been snooping through the M.I.C.I.R. databases looking for the location of some Clockwork parts. According to some schematics Parson located inside one of the Clockwork in the lab they were aiming to construct some sort of new prototype. You went down to Imperial Storage to head off the Clockwork before they could steal the parts and brought them back to Parson to study.
Parson was worried, however, that a collegue of his, Susan Beck, might be in danger. He had sent her the strange schematics and was talking to her about them when their connection was cut. You went over to Omnitek to make sure she was alright and discovered the place was overrun by more of the strange speaking Clockwork. After rescuing Susan you discovered that the attack on Omnitek was designed to lure you away from M.I.C.I.R. and Parson so that the Clockwork could attack there without you interfering. You raced back to M.I.C.I.R. and rescued Alec Parson.
Parson started searching for signals around the city similar to the original carrier signal and he pinpointed one in Megalith Storage. You arrived at Megalith intent on putting an end to the Clockwork attacks and instead found the place crawling with Syndicate agents. Apparently their people had fallen victim to a round of thefts from the same Clockwork.
Parson put two and two together and realized that the Clockwork weren't being controlled by a radio signal but rather a psychic signal. He scanned through the Seer records and discovered that with each case of the Clockwork attacking the Seers had detected a sudden psychic surge. Cross referencing that to Clockwork activity the event coincided with sudden signal loss to Clockwork. A surge had just occurred at an old abandoned tech lab, Parson was certain that the Clockwork were there. You arrived and Parson's transmission to you was cut. A booming mechanical voice came over the communicator warning you to stay out of its business. It called itself Metronome. You proceeded anyway and encountered a small army of prototypes being built by Metronome and destroyed them. With the army destroyed and no sign of the psychic responsible for their construction, you returned to Parson to get him caught up. Parson was intrigued with the possibility that the person calling itself Metronome could very well be Dr. Russel Brandt, one of the scientists responsible for the invention of the Clockwork alongside Dr. Raymond Keyes. He had died mysteriously a month before they were unveiled. Whether the good doctor had returned from the dead, or if Metronome was some sort of virus installed in all the Clockwork remained a mystery.
Investigator Whitworth (filler missions, meh)
- Investigator for MICIR, the Ministry of Intelligence Criminal Investigation and Research. Whitworth is a member of the internal affairs branch of the Ministry of Intelligence. His job is to look in on the PPD and Ministries for signs of corruption, treason, and just plain bad apples. He does his job very well and is on a first name basis with Praetor Sinclair.
1. Arrest Resistance attacking Holon Tech. For some reason, he doesnt trust the PPD to get the job done. A TPN reporter will follow, why? He says he cant say, but as long as the cameras roll, things should go smoothly. Get a hostage to the door. Whitworth then explains that Sgt. Iminez is under investigation. They slipped him the info which led to the Resistance taking the bait to attack that facility. The reporter was there to ensure that Iminez didnt attack you.
2. Intel says Lodestone Technologies is next on the attack list. Sinclair says theres very sensitive info there. Protect it. Go in and defeat Decker and destroy mainframe being hacked. But not in time. Tracked hacker back to Kearney-Lansing building. Go there and see if anything kills you. Find and arrest Blueshift. He sends you a confusing mental message. You also discover the hacker is a seemingly sentient AI.
3. Imenez has been tailed to a meeting with Resistance and Syndicate. Go get em. Whitworth gave you a Syndicate disguise to go in there and kill Iminez. That should get all sides shooting at each other. [Call Calvin Scott: Scott thinks Iminez has gotten sloppy, but, he has valuable intel. Also, Calvin is working on something which makes working with the Syndicate inconsequential. He wants you to wound Iminez and take him in to Resistance.] And it works, they two sides are fighting with each other. Get introduced to Chance McKnight
- Souvenir. The Trash Collectors. You kept the high caliber pistol given to you by Investigator Whitworth during your time working with him. Turning the pistol over in your hand you think back to when you were sent in to execute a traitor in the PPD who was selling information to the Resistance. Whitworth headed up a team of investigators working within the Ministry of Information and tasked with undercovering such traitors and you were called in to lend Powers Division assistance. Together, your group was affectionately known within the Ministry as:
The Trash Collectors You were assigned to work with Investigator Whitworth on an important case. Whitworth wasn't sure he could entrust you with all the details at first, so when you first met Sergeant Iminez during a police stand-off with Resistance terrorists in Holon Industries, you didn't know that he was being investigated for acts of treason. It wasn't until after you had neutralized the terrorists that Whitworth let you know that John Houston - the TPN investigative reporter - was sent along to ensure that Iminez and his men didn't move against you inside. That's when he let you know that Sergeant Iminez and a number of PPD officers in Imperial City were under investigation.
Taking down the Resistance group inside Holon Technologies gave Whitworth and the Ministry interrogators the information they needed to start getting solid evidence against Iminez, and not a moment too soon. The Resistance was already absconding with highly classified data from the Lodestone Technology group. Praetor Sinclair himself informed Whitworth that this data could not be allowed to fall into Resistance hands, and so you were called in to stop them. But the Lodestone raid was only the first part of a race to stop the data from being stolen. Rather than physically remove the information from the building, they were transmitting it to another location. Rushing to the Kearney-Lansing building you stopped the Resistance and their allied Syndicate hackers from escaping.
With such a close call due to Sergeant Iminez's treacherous activity, Whitworth resolved that the sergeant was too dangerous and had to be dealt with immediately. Rather than arrest him, however, he had a plan to use him to drive a wedge between the growing alliance between the Resistance and the Syndicate. Donning the guise of a Syndicate thug, you were sent in to a secret meeting between Iminez and his less than happy Resistance and Syndicate associates, with orders to eliminate the traitor. The tension was high, and when you struck, it broke. A firefight erupted as the Resistance thought they were being betrayed, and the Syndicate sought to eliminate their incompetent business partners.
Returning to Whitworth he commended you for a job well done, noting that in order to keep the streets of Praetoria City clean, someone has to pick up the trash.
- Souvenir Backstory: Memories of Another World The Syndicate data courier, Blueshift, is more than a man with a cranial data storage implant, he's also a psychic. When you apprehended him during the theft of critical data from Lodestone Technologies, he apparently transferred some of the information into your mind. You aren't exactly sure how he did it, but the reason why is clear. He's trying to shake your faith in the emperor by showing you:
Chance McKnight (the Syndicate revealed)
Memories of Another World You obviously don't have all the information, and it's not as if you can access it like a data document, or even recall it like breakfast this morning. It's more like you are recalling a dream, only, it's somebody else's.
Sometimes, when you walk past an office building, you don't see Praetoria City reflected in the windows, you see somewhere else. It only lasts for a moment, like a daydream, and then it's gone.
Other times, you'll catch a news broadcast on TPN, and the world map will be different, delineated by archaic borders of countries both familiar and unfamiliar to you, as if Cole hadn't united the world into one people.
The implications are clear; somewhere or somewhen, another Earth has been discovered. This revelation is astounding, both in the boundless possibilities such a discovery presents, and in wondering why Emperor Cole would hide this discovery from the people. Perhaps he is worried that their faith would be shaken.
- Undercover Ministry of Intelligence operative in the Syndicate Chance McKnight is one of the most dedicated officers in the Ministry of Intelligence. He's taken on the responsibility of going undercover into the Syndicate, doing questionable acts that go against everything he believes in in order to get a chance to accomplishing something greater; the arrest of the Syndicate's shadowy leaders. For the past six months McKnight has worked his way up the ladder of leadership and is very close to accomplishing his goal.
1. Set the syndicate bosses against each other and bring them all down by going undercover as a Powers Division person sympathetic to Resistance. First, prove yourself to Chances boss by wreaking havoc on Wade Industries. Byron Wade is one of Octavians top lieutenants. (So, I guess this means that Octavian is one of the top Syndicate guys we need to take out?).
2. Chances boss is Richard Jones. Go to him and do *anything* he tells you, hes testing your loyalty. Dont be like James Noble who went deep into the Resistance then slipped up and disappeared. Jones wants you to destroy one of Masamotos chemical labs. After its done, Jones says Masamotos forces are crippled and McKnight will have his vengeance against Masamoto. Hmm
3. Jones mentions that he was part of Tatsuris operation, but then Tatsuri was assassinated. Jones took in Tatsuris men. Now, Masamoto is attacking Octavian thinking that it was Octavian that moved against him. Time to round up the rest of the Tatsuri and attack Masamoto, but leave Masamoto alive for questioning. After, Jones wants me to meet his bosses and be present when Masamoto is questioned.
4. Meet Tub Ci Tang. He tells you to show Masamota Justice, Vengeance, and Mercy. Tub Ci is looking to give the Syndicate a moral center by showing mercy to Masamoto but not to Octavian. He must die. Off to tell Jones that. He wants me to tell McKnight that. McKnight doesnt like that Tub Ci might actually reunited the divided Syndicate. McKnight gets info on Tub Ci: He was leader of the Tsoo that absorbed the Yakuza and Triad after the Hamidon Wars. He and the Tsoo were supposedly eliminated 15 years ago. But hes back with his psychic power unleashed by his master who must be an even greater psychic, able to shield themself from Mother. Go talk to Jones. [Talk to Scott. The Resistance has been hit hard being involved in the Syndicate infighting by Octavian and Masamotos people. So, taking Octavian out is the right thing to do. It will enable the Resistance to get a hold of Penny Yin, the daughter of Mr. Yin who is the real head of the Syndicate. This will gain them an ally. And then inform the PPD that Yin is in charge which will drive him into the Resistance.]
5. Take down Octavian Mengsk. He says he split off because Wu Yin, the head of the Syndicate allied with the Resistance to find his daughter. After taking out Octavian, Jones is happy. Chance is not. The Syndicate is now united and allied with the Resistance.
6. MORAL CHOICE MISSION: Take down Yin on an assault on Yin Corp. Were told OOC that we can have a tougher fight if we want by calling off the PPD by accessing a computer inside the mission. Loyalist option is to take out Tub Ci Tang and Yu Yin and shatter the Syndicate. Resistance is to aid them, but, need to silence McKnight. I chose Resistance. And never get a chance to take out McKnight. He says Sinclair is making him work some more, keeping him from his family.
- Souvenir: McKights Katana. Chance McKnight gave you a katana. He said it was given to him by Boss Tatsuri, the man who he initially worked for as an operative undercover in the Syndicate. McKnight said that Tatsuri was actually a good man, and when he was assassinated by Sigg Bowman, McKnight almost went undercover for good. Sometimes you take the weapon off of its stand and pull the mirror finished blade free from its black lacquered scabbard and reflect on the massacre in the streets of Imperial City known as:
The Syndicate Corp Wars It all started when you were assigned to work with an undercover operative named Chance McKnight. McKnight had infiltrated the Syndicate, and was by far the deepest anyone had ever gone in before. He had information that elements of the Syndicate were allying with the Resistance and under those pretenses he had you play the part of a Resistance sympathizer in Powers Division. In order to prove your worth he sent you against Byron Wade, one of Octavian's lieutenants.
With Wade smashed, McKnight sent you to meet with his boss, Mr. Richard Jones. Jones had you attack a lab owned by another rival Syndicate boss by the name of Masamoto.
The attack completely caught Masamoto off guard, and he wrongly believed that it was done by Octavian's men. Taking advantage of the distraction, Jones sent you and Chance McKnight in to capture Masamoto. Armed with mini-guns the two of you made short work of Masamoto's guards.
Jones wasn't the only one impressed with your abilities, he sent you to meet his boss, Mr. Tub Ci Tang. Tang bestowed his plan to use mercy as a way to starve Octavian of supporters and to draw the survivors of the other Syndicate rivals back to the true Syndicate. He then had you show Masamoto just how merciful he was by beating him to within an inch of his life and then offering to welcome him back into the Syndicate.
With Masamoto and his men now back in the fold of the true Syndicate, Mr. Tang called upon you to eliminate the only remaining rival; Octavian. You stormed Octavian's corporation and swept aside his defenders. Squaring off against Octavian proved to be a tough affair, he was a powerful psychic and had rallied many powerful allies to his cause, but in the end you overcame even him. Broken and defeated you questioned Octavian of what was the cause of the Syndicate Corp Wars and learned that while the line in the sand was about ideology, the true reason the war started was because Penelope Yin, the daughter of the Syndicate's true leader, Wu Yin, had disappeared. Accusations of kidnapping were all it took for blood to start being spilled and paranoia to run rampant. In the end, Yin turned to the Resistance for aid. The move further divided the Syndicate but ultimately, as you can attest, Yin prevailed.
You snap the blade back into the scabbard and place it back on the stand wondering if one day it will be used to draw Syndicate blood again.
- Moral Choice Souvenir: A Photo of Penny Mr. Wu Yin, the CEO of global mega-corporation Yin Corp, gave you this picture of his daughter, Penelope Yin. Whenever you look at her smiling face you can't help but smile and think that a doting daughter is any father's:
One Weakness You remember the moment well, finding Mr. Wu Yin giving a victory speech to the surviving Syndicate over the Yin Corp tower's internal sound system. Tub Ci Tang informed Yin of your arrival, and then the two of them explained their plan to join the Resistance in order to rescue his daughter, Penelope, from Praetor Tilman's Seer program. It was here that you were faced with a choice: If you arrested Yin it would cause the Syndicate to break up once more, flooding the streets of Imperial City with violence. But if you let Mr. Yin carry out his plan to join forces with the Resistance, then you would validate all of the vicious atrocities that he and his organization have inflicted upon Praetoria City and the world.
Neutropolis
IVy (budding Android hero)
- Clockwork Secretary Praetor Berry created IVy some time ago to act as a buffer between him and the citizens of Neutropolis. The people would go to Ivy with any issues they may have, be it Resistance attacks, attacks by the Devouring Earth, any general emergency that needed to be handled. IVy would then send reports to the PPD and Praetor Berry to handle. As of late, IVy has been malfunctioning, causing many of her reports to go missing or never reach their intended destination. Praetor Berry has not yet fixed her.
1. Created by Neuron. Talks somewhat normally. But malfunctioning. Has a report of three people missing in the tunnels. Go find them. At the end, IVy lets you know shes being kidnap. She is now gone from your game world.
2. Go to Neuron. He sends you to Casey Chen who used to work for Anti-Matter before AM lost his Praetor status. Administrator Chen is a bit jaded by the system working for people who dont know what theyre doing. Chen tracks IVy to the Syndicate, Elia Thompson. You get the help of a CW who says upon arrival in the mission: Dismantler: GREETINGS. I AM BEING CONTROLED BY CASEY CHEN. PRAETOR BERRY IS STUPID. THAT IS ALL. PPD is also there and theyre also looking for Bernard Brown. Find out that Elia is a manager in one of Neurons companies. After, Chen points out that Neuron had a Syndicate working in his organization. Also, it was probably Metronome who took IVy. Metronome is a being that inhabits CW bodies. And a bunch of CW went haywire nearby. Go there and see if you get killed.
3. Defeat all CW. The bot chatter makes it clear that Metronome wants IVy to put someone into a CW. Chen confirms that. Metronome wants to free the Seers, especially his favorite one, Penny Yin. [Chance to call Calvin Scott. He says go along with the plan, but plant a tracking device on IVy and convince Neuron to let IVy handle matters on her own. Then, when she goes to investigate the Resistance theyll know shes coming and be able to use her to build better CW since shes so advanced.] In the fight with IVy possessed by Metronome, she submits. CHOICE: plant the tracking device on IVy. Watch out, ambushes.
- Souvenir: IVys Old Drive This drive contains Ivy's old programming. You replaced it with a new one made by Praetor Berry after an experience you call..
The Old Robot, the New Body It all started with a simple task. You were going to investigate all of the problems that were logged in the android IVy within Neutropolis. You went to save some civilians from monsters resembling ghouls in the tunnels, only to receive word from IVy herself that she was kidnapped.
You reported the information to Praetor Berry, who deflected you off to a man named Casey Chen, who was one of Berry's top scientists. Chen reluctantly helped you to look for IVy, though not before using your abilities to satisfy a vendetta he had against the Syndicate.
Afterwards, Chen explained that IVy was kidnapped by Metronome. The only way to find where IVy was taken would be to analyze data from Clockwork that Metronome had taken over. Luckily for you, Metronome just so happened to be doing so at a nearby facility.
You retrieved several Clockwork parts and brought them back to Chen, who easily discovered the location of IVy, as well as Metronome's motivation. Metronome was planning on transplanting the soul of a Seer named Penelope Yin into the body of IVy, believing the woman would have a better life that way. You rushed to the warehouse where IVy was kept and rescued her from Metronome.
You went back to Praetor Berry and requested that IVy be allowed to help the citizens of Neutropolis on her own. Berry reluctantly agreed to help, making new hardware that would allow IVy to have the impulse to help citizens with tasks that they brought to her.
Now, IVy is known as a sort of android hero to the people of Neutropolis, rushing to save them from any threats that might loom. And it's all thanks to your efforts.
Mother (eradicating rogue psychics while twirling her moustache)
- Praetor and Asylum Warden Shalice Tilman is the most powerful psychic in the world and the pioneer behind the revolutionary Seer Project. Known throughout the Praetorian Empire as Mother, Tilman devoted her life to taking care of others. When a freak accident involving an unstable psychic killed Shalice Tilman, the world mourned her death. Courageously, her colleague, Aurora Borealis, took Shalice's consciousness into her own, saving the woman beloved throughout the world. Together the two women can do more to help the world than they ever could apart. With their psychic powers combined, Mother has saved the lives of countless psychics, helping them to become Seers. In turn, these Seers help prevent crime by detecting criminal intent and alerting the authorities before harm can be done. There are certain times, however, when Tilman requires outside help in order to keep the land of Praetoria safe from those who would seek to destroy it.
1. She contacts you for help to go after rogue psychics. Three Syndicate psychics in particular: Howard Milton, Eliza Kushmin, and Franklin Faris. Milton admits to killing Seers. DeVore pops up in the mission and fades away.
2. Mother hates DeVore, so, go get her. But first, get some others who are disconnecting Seers from Mothers psychic friends network: Beholder and Hatchet. Beholder has turned some of the former Seers into psychic suicide bombers. Hatchet has Marty for help. Beholder has a Seer ambush.
3. Mother senses someone from a different place looking for DeVore. Go get her. She winds up being from Arachnos. Also, get her comrades. After, Mothers interrogation of the Widow reveals that the Resistance is trying to make an alliance with Arachnos. Also, that Vanessa has a weakness for Wu Yin.
4. Go and harm Wu Yin, though, hell likely escape. But that should draw out Vanessa, your real target. BTW, they were lovers once and their daughter Penelope Yin is in Mothers psychic friends program.
5. Mothers got a bead on Vanessa. Go get her. Vanessa has some psychic friends of her own. At 25% health, Vanessa conceded. CHOICE: Bring Vanessa in or let her go. I let her go. Vanessa shares that Mother *consumes* the psychic power of others, including her daughters and that Calvin Scott is probably too far gone into vengeance to make things right. After, be introduced to Anti-Matter.
- Souvenir: Tilmans Embrace. Every now and then, you feel as if some sort of entity is giving you a warm embrace. This is a known side effect of all those who work together with Praetor Tilman. It reminds you of an experience you call...
The Woman Named DeVore Working with Praetor Tilman wasn't exactly easy in any sense of the word, but it did lead you to bringing in several known criminals within Praetoria. First you arrested several powerful psychics in the Syndicate, then two infamous members of the Resistance. All of it was only due to Praetor Tilman telling you where exactly to find all these criminals.
The psychic you brought in was part of a foreign organization called 'Arachnos', who seemed to be bent on helping the Resistance. It was the arrest of this woman that set Tilman off. It seemed Tilman and Vanessa DeVore, the lead psychic of the Resistance, have some sort of history with each other. Tilman leapt at the chance to attack Vanessa DeVore, requesting your help in doing so.
While Tilman's attitude towards the entire situation was... concerning, she nonetheless was giving you a good lead on bringing in a woman known to hide dangerous members of the Resistance. You attacked Wu Yin, who turned out to be Vanessa DeVore's ex-husband. This attack caused Vanessa DeVore to reveal her position.
You came face to mask with the one of the most influential women in the Resistance, and it was here that DeVore pleaded with you. She explained that bringing her to Tilman would only make the situation worse, explaining that Tilman sought only to absorb DeVore's psychic powers instead of help the people of Praetoria. Yet, allowing DeVore to go free would mean more innocents would likely be hurt. What, in the end, did you decide was for the best? To arrest DeVore and allow her to be in the hands of a possible madwoman, or let her go and believe her promise that she seeks to redeem those in the Resistance?
Anti-Matter (poor little toady genius gets you to save the world so he can destroy another)
- Ex-Praetor Anti-Matter was once called Praetor Keyes until his title was removed from him by Emperor Cole himself. Many still called him Praetor out of habit, but he has resigned himself to being called Anti-Matter during his, 'time in exile'.
1. Anti-Matters been asked to deal with otherworlders called Longbow. Theyre idealists and have taken over his lab. Kang went in to investigate. Now, you go in and kick them all out. Longbow chatter talks about being confused that Praetorians seem happy, the PPD is using non-lethal weapons, Praetoria has a rep for being corrupt like Arachnos, theyre under orders from a Ms. Liberty, that the Freedom Phalanx can not get involved yet. What is found is a map of the tunnels annotated by Anti-Matter.
2. Make sure Arachnos doesnt blow up a building. Simple enough destroy their teleporter device and their Rikti A-bomb. But the mission objectives are thoroughly screwed up. Fend off Arachnos! Oh no waves of ambushers um.. hello? No ambushers. So, how do I fend off Timer Countdown! Destroy Teleportation Device, Destroy Bomb in 4 minutes. Run around and find an Arachnos terminal at the back of the map: You Cant Complete This Objective Yet. So wheres the objectives? Run around and find another terminal, click. That completed Teleporter mission (that didnt look like any TPer). Wheres the bomb? I make it into a kill all and finally find the bomb and destroy it. Mission complete. That other terminal was still never used. I /bugged this mess. Clue: More of these bombs are somewhere in Neutropolis.
3. Destroy bombs in the tunnels. click click click. Message from Kang whos been tracking Arachnos Destined Ones Kangs starting to catch on about a whole new world. Defeat Pyra, Echidna, Towering Inferno. Kang doesnt like the company Arachnos keeps.
4. Disturbance in lab with lots of dangerous stuff. Probably Longbow. Go get them. But its Dark Watcher. Who wants to talk. About stuff. Watcher explains about Primal Earth, Longbow and Arachnos, their fear of Cole. He wants you to know Longbow shouldnt be feared, but they are operating out of ignorance that there can be good Praetorians. Arachnos however are jerks and just want to blow Praetoria up, which is their plan blow up one of Anti-Matters reactors. Help Kang know the truth. And deal with Longbow ambushes being helped by Arc Flash.
5. Anti-Matter got word that Arbiter Sands has taken over a reactor and is going to blow it up. PPD cant help. Kang is going there. Go stop that. Defeat 30 Arachnos. Defeat Arbiters Oates, Kim, Curry. Defeat Aeons two drones and then Aeon. Defeat Sands.
6. Message from Kang. [Call Calvin Scott. He wants you to come back from undercover to the Resistance. Dr. Sheridan has completed a working Rift Enclosure for Resistance to use.] Go to meet him. MORAL CHOICE MISSION: Kang shows footage of a CW army. War Walkers that can take 12 Powered folk at once. Disable the medi-port system. Resistance: Get the word out and get support to stop this (panic and mayhem ensues). or, Loyalist: Deal with it yourself. I chose Loyalist. Kang is set on getting the word out (hey! thats a Resistance response). So, I beat him up. His last words is make sure Tilman pays for . (Hey, thats a Resistance response Kang came over to the cyan side!)

View from the Other Side Anti-Matter requested your help in dealing with a situation that was placed on his shoulders: handling the continued problem of Arachnos and Longbow. Your first outing found you fighting off Longbow alongside Interrogator Kang, cleaning out one of Anti-Matter's labs. Longbow was there looking for something, but you weren't sure what exactly it was.
When you returned, Anti-Matter informed you he was put in charge of solely removing the Arachnos soldiers in Praetoria, something he was not too happy with. With Anti-Matter and Interrogator Kang's help, you stopped an Arachnos bombing plot in Neutropolis and apprehended three 'Destined Ones' working for Arachnos. Kang warned you, however, that he was investigating something very big and that he may possibly need your help in the future.
After the plot was foiled, Anti-Matter requested your help in investigating a strange disturbance in his lab. It was there you met a man named Dark Watcher, who asked that you try to forgive Longbow for their ignorance, saying that they only wish to do the right thing, much like yourself. This was a little difficult to handle, given that afterwards you were ambushed by a squad of Longbow.
You didn't have much time to rest after that. Anti-Matter informed you Arachnos has gained control of one of his reactors and were planning to blow it up. He was told to allow Arachnos to blow it up in order to show to the people how dangerous they were so that Anti-Matter's 'project' could be justified. Anti-Matter, however, was not one to allow one of his creations to be destroyed so simple. He requested that you stop Arachnos along with Interrogator Kang, given that any other group in Praetoria that could stop the attack was ordered not to.
You went against the main force of Arachnos and stopped their plot to blow up Anti-Matter's reactor, earning Anti-Matter's gratefulness, even though he surely was going to be punished for going against direct orders.

No Survivors Interrogator Kang mentioned many times in your previous work with him that he was investigating a very large case. This was it. You went to a lab to meet with him and discovered just exactly what Anti-Matter was working on all this time: a massive army for Cole to use to invade Primal Earth! It was here you were faced with a grim choice. Do you reveal this information to the people and risk riots and chaos breaking out in the streets of Praetoria, or do you bear this heavy burden on your own shoulders and see if you can stop Cole's plan for this massive war?

Misinformation By Robert Flores
It all began when a member of the Powers Division (name removed for safety) hacked into the camera system for Nova Praetoria. This anonymous Powers Division found out that Mr. G, an agent within Cole's regime, passed a top secret folder along to the Ministry of Information. The folder contained details regarding a man called Eddie Polstra.
The member of Powers Division then made contact with the heroic members of the Resistance, who informed our agent that Eddie Polstra was mostly a mystery, but one fact was known; he was not on the side of the Resistance.
Luck would be on the side of this member of the Powers Division, as the Ministry of Information was evacuated due to a bomb threat. With little time to spare, our anonymous protagonist slipped into the Ministry of Information to recover the details on Eddie Polstra. The folder left more questions than answers. The Ministry was planning on hiding Eddie's true origin.
Our dauntless hero went down into the depths of the tunnels to meet with the beautiful Belladonna Vetrano for the purpose of exchanging this information. The two were ambushed by Cole's dogs but were able to fend them off easily.
It is still unknown who exactly this Eddie Polstra is, but the people of Praetoria won't rest until all their questions have been answered.
1. Get out Paolos family. Kidnap Dr. Paolo.
2. Get out brother Giacomo from Syndicate. Shut down tracking station in Syfotine. However, Daniel Shapiro, VP of Public Relations has location of every person the Resistance has helped to go underground.
3. Choice: Allow Paolo to make a sacrifice to remain as a double agent in the PPD away from his family (and let him call in PPD on you) or, knock him out and get him out. Knocked him out. Got Shapiro and the list. Referred to Dr. Arvin.
Souvenir: Spare Rebreather. Tunnel Rat gave you this spare rebreather device, saying that, 'we'll all need this when the toxins from the tunnels are up in the air'. It reminds you of the time you worked with her, an experience you call...Dr. Arvin (save his nephew addicted to Fixadine)
Getting Out Alive It began when you learned that a PPD officer, one Paolo Marino, wanted help in getting his family out of Praetoria. You located his father, a respected doctor within the city, and 'kidnapped' him to get him into the hands of the Resistance.
You and Tunnel Rat discovered afterwards that Paolo's brother was in the Syndicate. You went to Syfotine Industries and destroyed the computer that tracks all members of the Syndicate, allowing Paolo's brother to freely make contact with the Resistance.
Complications arose though; you discovered in the Syndicate base that they had the location of every single person the Resistance ever helped out of the city! The Syndicate planned on using this information to blackmail the Resistance into doing whatever they wanted. Tunnel Rat also found out that Paolo Marino was put in charge by the PPD to track down all the people that the Resistance had taken out of the city.
You attacked the Syndicate and recovered the list, saving all those people currently in hiding. You were faced with a decision within that base after confronting Paolo Marino - leave him to his work in the PPD, or force him to be with his family, despite the risks.
Tunnel Rat, however, did not care at all about the choice you made - she was just happy that things were finally calm, saying that she wasn't one for all these complicated problems that came up.
1. Addicts will die without Fixadine. Subject Zero, the key to the cure escaped. Get him. Arvin thinks PPD is corrupt. Save stranded Loyalists (optional). Go to back exit to go deeper. Leads to
2. Homeless man in Underground Nova. He tells of Praets history of America (anti-Cole). He tells that Arvin is Subject Zeros (aka Louis) uncle. Leads to mission door in U.N.P.
3. Enter Destroyer Gathering. Defeat Smash Man to get Subject Zeros location. Smashie tells Subject Zero is joining a horde of Destroyers in South Aetna. Also, he says us Powers Division has something of the Destoyers wonder what that could be?
4. Loyalists get to call Marchand here.
5. Arvin admits Subject Zero is nephew. Off to retrieve him from Destroyer horde and rampage. Parade of lieutenant destroyer ambushers.
6. Single player mission, but not moral choice yet (?!). Find The Red Bomb, a Destroyer on fixadine for a long time. Optional mission: Reactivate fire suppression. Also, get blood from Red Bomb.
7. Sneak Subject Zero into lab while Tunnel Rat creates a distraction.[ Chance to call Marchand.] MORAL CHOICE: Release Subject Zero and protect him and Arvin, or, take Zero in for his crimes. Ill protect them Defeat Interrogator Costa, Capt. Murray, 2 groups of PPD.
Souvenir: Immunization Prescription. Dr. Arvin wrote up this prescription for you to receive various immunization shots, despite your super abilities and resistance to such things. It reminds you of an experience you call...
Fixing Fixadine It began when you met a doctor named John Arvin, who was looking for help in creating a cure for Fixadine. He told you that he was close to finding a cure for Fixadine but that his main test subject, dubbed 'Subject Zero', had escaped from his lab. You took off into the tunnels beneath Nova to search for Subject Zero.
You saved a homeless woman from the Ghouls. In return, the woman told you of a homeless man in the tunnels who could help you with your search. You spoke to the man, who revealed Subject Zero's real name was Louis and that he was Dr. Arvin's nephew. The homeless man informed you that Louis went to catch up with a group of Destroyers topside.
You hurried to the warehouse where the Destroyers were. The place was full of fire and smoke, but Subject Zero was not in the warehouse. You found out that Subject Zero was part of a rampage in South Aetna!
You hurried to South Aetna and stopped the rampage, while also saving Subject Zero from the Destroyers and the PPD. With him in Dr. Arvin's care, it's only a matter of time until a cure is created for the Fixadine...
Moral Choice Souvenir: Destroyer Blood Vial. You have this leftover vial from containing the blood of a powerful Destroyer. It reminds you of an experience you call...
Rage Quit Dr. Arvin was close to finding a cure for Fixadine; with Subject Zero back in his care, all he needed was a vial of blood from a powerful Destroyer. You fought and defeated the Red Bomb, taking a sample of blood from him in the process.
When you returned to Arvin, he informed you that his lab had been raided by the PPD and that he was kicked out. Luckily, he had managed to hide Subject Zero. You and Arvin snuck back into his lab, where Arvin was able to craft the cure for Subject Zero, allowing his body to survive without Fixadine. Alarms began to go off, a sign that the PPD were on their way to the lab.
You were then faced with a choice. Dr. Arvin wanted Subject Zero to go free, to live his own life. But Subject Zero had committed many crimes against Praetoria. Was it right to allow him to go free, when those he hurt would never get that choice? It was a difficult decision, but one that you had to make on your own.
Imperial City

- Idealist Jessica Flores is an independent investigative reporter whose agenda is uncovering the media's lies about the Resistance movement and showing people the truth of things. This is a dangerous job, however, and she has adopted several pen names under which she writes her articles in order to hide her identity. She hopes to one day crack the wall of censorship that TPN imposses over any and all stories involving the Resistance movement and its believers.
1. Find out where Fixadine is coming from. Beat up a few Destroyers, find their den, break into that. Click boxes, defeat Acid Black. Found boxes of Fixadine shipped from Neurons lab to Cole Memorial Hospital.
2. Jessica made her report under the name Tetrachloride. Her boyfriend can compromise the security cameras while you go in and make sure her report doesnt get censored. [Loyalists can call Marchand here.]
3. Save Jessicas boyfriend Jason Maxwell. And Kenneth Hall, too. And then transmit the story. Leaving the mission, the Resistance come to pick up the injured Jason. Get introduced to Luke Larsen

The Truth Hurts It all began when you met Jessica Flores, an independent reporter who wrote columns for TPN Today under a variety of pen names. She was working on a piece to expose the truth behind the Destroyers and their tie with Praetor White, in addition to uncovering where they were getting their supply of Fixadine from. You interviewed a few Destroyers and eventually got your big break when you ran into Acid Black. He revealed not only a fairly lengthy history of the Destroyers during the Hamidon Wars, but he also hinted to you that the Praetors might be supplying the Destroyers with Fixadine.
Jessica was overjoyed to discover that the facts she had dug up on her own coincided with what Acid Black was saying. She sent her story off to TPN, but then had another task in store for you. All media intended for TPN use must first pass through Athena Labs for government approved editing. The plan was that a friend of Jessica's would disable the surveillence systems in Athena Labs remotely. This gave you a window of time to enter the facility and move her article through the editing process unchanged, and then get out before no one was the wiser.
Unfortunately, the PPD were the wiser. Jessica's boyfriend, Jason Maxwell, and TPN chief editor Kenneth Hall, were supposed to transmit the story once it arrived. Jessica got an urgent call from Jason that was cut off early. Panicking she insisted that they were in danger and pleaded with you to rescue them. Entering TPN you soon discovered that Jessica was right, the place was crawling with PPD searching for Resistance sympathizers. By the time you found Jason Maxwell the PPD had almost beaten him to death with their 'non-lethal' force gauntlets. Jason told you that the PPD had the main control room locked down but informed you of a back door into the system that he secretly installed on a co-worker's computer. He gave you the password and told you to find Kenneth Hall in order to operate the transmitter and send the story out. You found Kenneth and gained access to the transmitter through the back door. Returning to Jason you found him to be completely unresponsive. Fearing the worst you rushed him outside where the Resistance whisked Jason and Kenneth off to a Resistance safehouse. Jessica was in tears over what had happened to her boyfriend, but let you know that while Praetoria may not know who showed them the truth, she would always remember the sacrifices made so that others might not have to.
- Souvenir Backstory: The History of the Destroyers. Jessica gave you a copy of the recordings you made for her when questioning the Destroyers. Every once in awhile you think back to Acid Black and the thrashing of his life that you gave him. He asked you to light him a cigarette with his lighter while he told you a little story about:
The History of the Destroyers It all started with the motorcycle gangs, way back in the 60's. You had turf wars all across the midwest, people claiming strips of desolate highway and what not. Heck, I was like two years old, but the stories, well, Marauder told them all to us. That's right, the big man, Michael White. He was our leader, the Top Dog of our band of ruthless killers.
Before the earth started to kill everything, White was just the toughest hombre you could run into in a highway saloon. But when the Devouring Earth came, that man had a plan. No... he had the only plan.
There was rioting everywhere, but man, you had to be there to truly know how horrible man could be to fellow man. The entire west coast was moving east, away from the ocean, and people were just flooding into Vegas.
Man, Las Vegas was the worst. After Los Angeles got nuked by the Reds back in '52, Vegas was just a cesspool of vagrants, destitutes, and homeless. All of 'em from L.A. Heh, where do you think they picked me up from? Anyway, Marauder, he had the plan. He gathered up all the bikers he could find and turned us into an army. Quoted some crap about the Mongols, and how they swept across eastern Europe in the dark ages on horseback. Well, we had iron horses, and instead of bows, man, we raided every gunstore we found from New Mexico to Montana.
The first order of business was to eliminate competition. So instead of attacking the Devouring Earth, we ransacked every hold out settlement we could find. The weak, we purged, the strong, we recruited. It was total slash and burn policy. We were making a firebreak between us and the Devouring Earth. It worked pretty well. We stayed away from the big cities, and on our bikes, we were faster than any of those shambling mushroom heads. We stayed mobile, lean, and mean.
But the hardest part was still to come. See, we started to run out of gas after a few months. At that point, we had to go back to the big cities. Marauder whipped us into shape, taught us how to fight smart against these creatures, how to control our fear. That was the big thing. If you were calm and alert, the creatures weren't that big of a deal. You just had to hit them hard, and fade away.
Marauder's training paid off when we took Salt Lake City. That place was loaded. We fortified twelve city blocks and leveled the rest. When we took Vegas, same thing. Did I mention we didn't see a lick of the military during that time? Not one. Those green fatigue pansies got in their helicopters and transport planes five days into the war and left, they never looked back. Heck, as far as we were concerned, good riddance. Things would have ended up tougher in the beginning if they'd stuck around. Pansies or not, they still had tanks before we did.
It took us about 10 years to carve out a living from the ashes of civilization, but man, we did it. We were doing well too. Sure, there were some rebellions here and there, or we'd stumble into a group of survivors who'd found a military installation and decided to try and claim some of our territory. They didn't last long, we simply couldn't risk bringing them into the fold that late in the game and having them muck up the operation.
Then came word that the war was over. My dead grandmother the war was over! Man, we were still fighting off shambling horrors on a weekly basis and some yahoos over here on the east coast proclaim the war to be over. They even had the nerve to drop pamphlets over the major cities that we'd cleared out telling survivors to 'hold tight, help was on the way'. Marauder planned on invading the east, giving a little payback to those who'd abandoned us to die out there, you know, show them that they made a huge mistake. That was the plan, anyway, then the big man up and abandoned us.
When the Praetorian Guard moved in on us, man, we didn't stand a chance. We scattered to the winds, but the plan was to regroup, right here, in Praetoria City. So here we are, years later, barbarians at the gates. Only now, we've got super powers too, and we're gonna repay what was done to us ten fold.Luke Larsen (good politician)
- Public Official, for the people. Luke Larson is one of the elected city officials for Imperial City. He has served his district well and is known for being tough on violent crime and a voice of reason amongst his collegues. He is at odds with the Total Praetoria Network, suggesting that their monopoly on the world news stage is a breeding ground for propaganda and biased reporting, it is no wonder then that he is somewhat of a local hero to independent news reporters around the city who are trying to tell their side of the big stories.
1. Luke is concerned the Crusader faction in the Resistance are going too far. There might be a Crusader-Destroyer alliance. Defeat 5 Destroyers to find out where they are. Go to Destroyer hang out and see. Take out Destroyer boss, Johnny Slaughter. He said that there was going to be a meeting with the Crusaders and everyone was supposed to bring a lot of explosives.
2. His contact (Tunnel Rat) says leader of Destroyers, Pain God are meeting with Crusaders under Peoples Park. Go to meeting. Defeat Pain God and two leaders. Find out Yin Towers (the tallest in Imp City) is the target. Go stop bombing. Disarm the bomb with a origin solution (Tech: Snip blu wire / Magic: summon electric sprite..). When done, report back in person. Why? For no good reason. Next mission could have been given over the phone
3. The Destroyers captured Tunnel Rat. Save her. Find out where she is, defeat 10 Destroyers. Go to where shes being held. Defeat Pain God again. Destroyer and PPD ambushes.
- Souvenir: Who Needs Enemies? Praetoria City at night you catch the reflection of two eyes watching you from the shadows. You recognize that it's just Tunnel Rat's way of saying hello. Her skittish nature and paranoia reminds you to be mindful of who you count as your allies. It's a lesson the Crusaders still haven't learned, because with friends like the Destroyers:
Who Needs Enemies? It began when you met Luke Larson, a public official who secretly supports the Resistance movement, well, the Wardens at least. Larson was concerned that the extreme measures the Crusaders were willing to go was jeaopardizing any chance for the Resistance to gain any following with the citizens of Praetoria. Proving his point he told you that one of his informants in the Resistance had uncovered a Crusader plot to join forces with the Destroyers. Larson wanted to know what these two violent groups were up to and so he sent you to crash one of their meetings. There you found a stockpile of high explosives that the Destroyers were getting ready to move to an even bigger gathering.
Together, you and Larson realized that so many explosives could only be used for one purpose: Large scale demolition, and downtown Imperial City was ripe with targets fitting the bill. You rushed to the meeting place, spotting dozens of Destroyer and Crusader teams arriving with tons of high explosives. It was there that you took down Paingod, the Destroyer Big Dog who at the time you thought was the running the show.
Learning that Yin Corp was the target for all this ordnance, you moved in and disabled the primary explosives and prevented a disaster of historical proportions.
Reporting back to Larson you learned that the Destroyers were not very happy with you editing them out of the history books. They turned on their Crusader allies for a little payback, and in the process caught Luke Larson's informant, Tunnel Rat.
The Destroyers hadn't forgotten about you though, and after a game of kiss the pavement on the streets of Imperial City you learned that Paingod was the man who'd kidnapped Tunnel Rat. Unsure how long she could last getting roughed up by the Destroyers, you rushed to the rescue, busting into a Fixadine Den in Logos and delivering a second beat down to Paingod, who had falsely assumed he was prepared for your arrival. Just as you were about to get Tunnel Rat out of danger the PPD decided to show up and do their jobs for once. The look of gratitude and bewilderment on Tunnel Rat's face when you rescued her will stay with you forever. That day she learned just as valuable lesson as the Crusaders: With enemies like the Destroyers, we all need friends.[Note, if you arrested Dr. Steffard in the Responsibility arc, he is no longer in your game world. You can't see him or contact him. And he subsequently can't refer you to Seer 1381. When you go up to her, she won't talk to you. Dr. Steffard (Neuroscientist by day, Cutter Cain by night!)
- Neurologist and Cybernetics Expert. Dr. Steffard is an expert on super powered physiology as well as a specialist in cybernetic implantation and neurology. He is a well known face amongst the Powers Division as he is one of the senior medical officials on the examination board which checks out each new member of Powers Division before admitting them into the organization.
1. Dr. Steffard recruits psychics into the Resistance. Well, hes run into a Seer, who has recently freed herself from the Seer Network, that seems to be a bit too dangerous for him to approach alone. Apprehend Seer 0293 (he gives you her location and a neural restraint ) Defeat T.E.S.T. Provost. (Lead out Seer 0293)
2. Escort Steffard to an understanding member of the Syndicate: Maxine. Fight off some insane Ghoul horde, about 10 waves (more or less I was too busy shooting Ghouls. Damn things.)
3. Help Steffard prove his theory behind the range-increasing, power-reducing implants placed in Seer 0293s head by collecting evidence from the M.I.C.I.R. building. If you cant stealth this, clear all in your way. Get the glowie, defeat the Lieutenant-grade Visionary and get out.
4. (Loyalists can call Marchand before this mission.) Turns out the implants made the Seers into command and control modules for the Ghouls Dr. Steffard wants no part of this and wants you to destroy any Seers equipped with such implants and all the data relating to it. Find out Seer 0293s real name is Rebecca and that she is doing just fine. Defeat 4 experimental Seers (they will all summon a Ghoul of varying strength: 1 hunter, 2 Painted Ones, 1 Manslayer) and a couple of them might summon a T.E.S.T. Ranger. Destroy the mainframe and collect your 2 merits. Rebecca eventually dies from the ordeal.
- Whenever you see the Seers watching over the city you are reminded of Dr. Steffard's personal vow to give freedom back to the Seers, and just how differently things could have been if the good doctor had show just a little less:
Self Restraint. It all began when Dr. Steffard requested your aid in rescuing a Seer from the PPD. She had apparently been disconnected from the Seer Network and was completely unstable, lashing out at anyone and everyone nearby. Steffard gave you a neural restraint and you clamped it on her, temporarily suppressing her powers until you could get her back to Steffard.
Steffard's examination revealed that this Seer's cybernetic implants were different than anything he'd ever seen. He requested that you accompany him with the device to go see an acquaintence of his in the Syndicate, a sword master by the name of Maxine. When you arrived to speak with Maxine, however, a horde of Ghouls suddenly swarmed into the facility. Back to back with Maxine and her Syndicate operatives you fought the creatures off. Maxine then revealed that she'd heard rumors that Ghoul attacks were becoming more and more focused lately.
Maxine provided Steffard with information suggesting that M.I.C.I.R.'s Seer R&D Facility was conduction experiments on the Seers which resembled what Steffard had discovered. You went in to acquire more information in order to prove Steffard's theory that the Ghouls and Seer implants were somehow linked.
With the extra information Dr. Steffard's fears were confirmed. The Loyalists were perfecting a method to have Seers mind control the Ghouls, and that this was only possible because of the restraints worn by the Ghouls. The decision to destroy the research data or take it and use it to help the Resistance was not an easy one for Steffard, but in the end he asked for you to destroy the data rather than risk it falling into the wrong hands. You raided M.I.C.I.R. a second time and successfully destroyed the data.
However, the success was bittersweet. Rebecca, the Seer who you had rescued earlier and who was recovering from her release from the Seer Network, was dead. Someone had sent a kill signal to Rebecca's implants. Dr. Steffard blamed himself for not removing her implants sooner and for concentrating on researching the Ghoul control technology instead. It was then that Steffard vowed that he would ensure that the Seers got to live their own lives.
Seer 1381 (Unplugged!)
- Unwilling Seer. This Seer appears to have disconnected from the Seer Network.
1. (Loyalists can call Marchand before helping Seer 1381.) Release Seer 1381 from the Network. Find Seer 1381s capsule (random glowie in mission) to free her from the Network. I got a 2 minute timer after defeating a couple of Clockwork and I think clicking on the second incorrect capsule. Hurry and find the correct capsule, timer disappears when you do, and get out (DAMMIT no mission exit buttons on these!)
2. Search PPD archives for any information on Seer 1381. Run in, flash your Powers Division Im Loyal to Emperor Cole badge and get the info (which just so happens to alert every single officer standing around in the map to kill you. Just run back to the door already, or if you prefer, stay and fight all the cops in here. Not worth it really. This arc really is a PITA already.)
3. Somehow, Seer 1381, AKA Katies, dad got himself thrown in jail. Now, Katie wants you to bust her good ol dad outta jail. Henry Douglas is locked up in the BAF (ugh.) Katie teleports you into the hospital facilities (fortunately, so you dont have to worry about actually entering the BAF the hard way!) Fight through some PPD guarding several BAF prisoners. Find Henry Douglas and lead him out.
4. Rescue Katies mom. This time, Katie helps you out. Fight some PPD mobs, then take on Seer 0001. Turns out Seer 0001 is Katies mom, and calls for backup at quarter intervals. She wanted Katie to stay away, because Seer 0001 doesnt recognize her own daughter.
5. (Loyalists can call Marchand before starting with this mission.) Deactivate the Seer Subnet. Blaze through a couple of Seers (Mindshadow and a Tracker), and then - MORAL CHOICE: Resistance members will shut down the Subnet, Loyalists will think of the Syndicate and Destroyers running rampant without the Seer Net and leave it turned on. I deactivated the subnet, and fought three spawns of T.E.S.T. teams and deactivated 3 console glowies. Also - I can't remember if the mission text before accepting this mission actually tells you this is a Morality mission. That or I didn't look. So if you plan on betraying a side, you'll know this mission is a morality choice mission!
- Souvenir: Seer 0001's Mask. You picked this mask up off the ground after defeating Seer 0001. Sometimes you think about it and then catch yourself imagining what the face of a nearby Seer looks like under her mask. Are her eyes open, or closed? Is she in a waking dream, or more like sleep walking? It reminds you of when you met Katie Douglas, a Seer who had awoken from a fifteen year dream and realized:
You Can't Go Home When you first met the woman known as Seer 1381 she had removed her mask and was concentrating desperately just to remain conscious. The woman begged you to help release her from the Seer Network and directed you to the facility of her signal's origin. When you returned the woman was very confused at how old she was, and had no idea who or where she was. She kept rambling on and on about a lady in her dream.
With only her Seer numerical designation to work with, you agreed to search the PPD archives for information about her. You learned that the woman's name was Catherine Douglas, and she was thirty years old. She had been a Seer for the last fifteen years of her life. Of her family you could only find that her father, Henry Douglas, was listed as an inmate at the B.A.F. for the last fifteen years as well.
Catherine, or Katie as she prefered to be called, used her psychic powers to teleport you into the B.A.F. where you rescued her father and escaped in the nick of time. Reunited with her father, Katie learned that he had not seen nor heard from her mother these past fifteen years, but he had never given up hope.
Katie, it seemed, was becoming more and more cognizant of her psychic abilities, and after some thought she realized that her mother must also be in the Seer Network. Her powers of insight discovered that her mother's location had been known to her the entire time. The lady in her dream was her mother, and had helped her leave the Network. She had also given her a clue as to where she was being held and Katie again teleported you to the location, only this time she came with you.
But what Katie was not prepared for was that her mother did not call to her for help, instead she was trying to warn Katie away. This became apparent when Katie's mother, Seer 0001 attacked you both and had no recognition that Katie was her daughter. After defeating her, Katie received a final thought from her mother, explaining that her last act of self was to free her daughter from the Network so she could live life. Katie took the message to heart repeating her mother's words: Survival is not the same as living. With what precious time that is fated you I would see that you live free rather than survive caged.
- Moral Choice Souvenir: Seer 1381's Mask. Katie Douglas no longer needed her Seer mask where she was headed. So you picked it up as a memento to remind yourself that those who are free don't seem to:
Mind Freedom. Katie Douglas had been a Seer for half of her life. She had vowed to free the other Seers so that they would no longer be slaves to the people of Praetoria. It was at the Seer Subnet Facility where you were faced with a choice: Let Katie release the Seers from the Network but in the process cripple the PPD, giving the Syndicate and Destroyers free reign over the city, or stop Katie Douglas and keep the city safe, but validate the idea that just because you are born different it is okay to be enslaved.
Neutropolis
Aaron Walker (he hates Neuron)
- Hacker Aaron Walker was a notorious hacker by the name of Lightspeed before he was arrested by the PPD. He served his time in the BAF and was released back into society as a perfectly good law-abiding citizen. Or so the papers say.
1. He takes stims to be fast, though theyll kill him some day. Get the drug Neuron used to experiment on Aaron. PPD dont understand why Neuron keeps Walker around. Chatter about a prisoner with spider legs. Medicine helps Walker
2. Upgraded Ghouls in the sewers of Neutropolis have cybernetic implants. Get experiments 105, 46, and 203.
3. Aaron finds that the Ghouls are failed super soldier experiments Neuron dumped in the sewers. Many were PPD volunteers including the hero, James Noble who the media said died in a fight with the Resistance. And one of the experiments is an especially big monster, and that monster is James Noble. Go talk to him. But, James doesnt trust me. Fight! James takes off.
4. Enlist help of James wife, Jennifer, and his ex-partner Jim Donner who are now married to each other aaawkaaard! Talk to Jennifer, get a family portrait from her. Find out where Jim is (in a mission where PPD are fighting Longbow). Choose: Bring Jim to James or get memento from Jim. Im bringing Jim. Talk to James and he remembers what Neuron did to him.
5. Go to Neurons lab. While James is making a distraction, get info on what Neuron is doing. [Loyalists can call Marchand here]. Find James whos pretty shot up. Aaron sends a code up uplink to James to medi-port him to Resistance base. Defeat Maelstrom. Download data: You hacked into Praetor Berry's systems and found out about the projects he was working on, specifically regarding James Noble, the ghouls, and what they were all for. Noble, the ghouls, and the failed experiments were all being worked on to create a new 'super cop'. That much you already know. What was revealed here is that this was just the first phase of Praetor Berry's plans. The next phase, which seems to already be underway, is called 'Project Olympian'. The goal is to mimic the powers that Emperor Cole received from the Well of the Furies in order to create an army of soldiers that are at least half as powerful as Emperor Cole and all willing to serve him. Praetor Berry notes at the end that this process is already underway, though he has had to deal with numerous 'failures' due to the nature of the project. He believes it will be done 'in time for Cole's grand plan to protect Praetoria. Or something.'
- Souvenir: James Nobles Police Badge: You held onto James Noble's police badge after you met with him. He left before you could give it back, though it looks like he won't be needing it much anymore. It reminds you of an experience you call...
The Savage Man It all started when you began working together with a man named Aaron Walker. You helped him stabilize his frantic mind by 'retrieving' some medication from a lab in Neutropolis. Once his mind was stable, Walker believed he could help you get to the truth behind the ghouls and the failed experiments that lurked in the tunnels of Praetoria.
You obtained the ID tags of several failed experiments for Walker to analyze. What he found was shocking. Walker discovered a conspiracy behind the officer, James Noble, who was reported to be dead. James was very much alive, but he was now a monster who roamed the tunnels with the other ghouls and failed experiments, all of them part of some grand experiment by Praetory Berry. Walker believed there was a way to find out what this plan was, but it would requre the aid of James Noble to get inside the heavily guarded lab.
You tried speaking with James Noble with little success. He attacked you and then leapt away. You then spoke with his wife and former partner to gain more of Noble's trust. This managed to swing things in your favor. Seeing the images of his family and friends triggered all of Noble's memories to resurface, allowing him to remember the horrible experiments that were performed on him by Praetor Berry. Noble then swore to aid you in attacking Praetor Berry's lab.
The two of you raided the lab, though Noble was badly injured. Walker hacked into the Resistance emergency teleporter to save Noble's life. Noble agreed to this and officially became a member of the Resistance. You moved forward and fought Eddie Polstra, who was sent in to deal with the situation, then found out about Project: Olympian. This was what Praetor Berry was working on, what James Noble suffered for. The ghouls, James Noble, the experiments, were all a first phase to see if this project could work. The goal of the project was to create genetic clones of Emperor Cole in an attempt to match the powers that he found in the Well of the Furies. The purpose of this would be to create an undefeatable army.
Aaron Walker said he would figure out what to do with this information and thanked you for your support in all this. He swore to help you in whatever way he could before, in his words, 'my mind goes POP!'Penelope Yin (stop Glowball)
- Hospital Patient Penelope Yin, daughter of Wu Yin, was 'enrolled' in the Mother of Mercy Psychiatric Hospital some time ago. This has caused Wu Yin to embark on a crusade to get his daughter back. Some PPD who stand guard in the hospital whisper rumors that Penelope Yin may be the most powerful psychic within the hospital; even more powerful than Praetor Tilman, though Yin's time in the hospital has possibly driven her mad.
1. You = Rusty. Mirror Kingdom = Praetoria. Stars = Powered folk. Teddy Bears = Clockwork. Glowball = Metronome (Praetorian CW King). Shadowlord = Cole. Demons = PPD. Black Knights = Syndicate. Good King = Her Dad, Wu Yin. Faithful Lion = James Noble. Blue Fishes = Resistance. Magician = Dark Watcher. Mr. Raspberry = Praetor Berry. Prince = Aaron Walker. So, Penny needs your help, splinter Syndicate are working with Metronome, a free roaming spirit who Penny saved from death and can now occupy CW bodies. They want to make him powerful and occupy more CW for some reason, or just to bring about more chaos and trouble for Cole. See Syndicate West about his involvement with Metronome. The Syndicate plan is to kidnap Seers so that Metronome can transfer their soul to CW, which also gives him more power. This is all to weaken Cole so that he can grab power.
2. Rescue some seers from Metronome. Found a Seers body, Metronome took her soul already. Penny sends location to go to next. Rescue three CW Seers who go off to the Resistance.
3. Penny would like to save Metronome. He was killed by Coles agents and he thinks Penny needs to be saved from Mother, thus his psychic rampage. Go see Aaron Walker to see if he can help. (Aaron mentions Tokyo is rebuilding.) Aaron finds Metronomes location and gives you a virus to upload to short out all the CW there. Get some info for Aaron, which is location of another Syndicate leader working with Metronome (Vega). Find Dark Watcher in the mission. [He makes mentioned how hes surprised to see me working for the Resistance now he knows of my alignment change!] Dark Watcher explains Vega is Malta from Primal Earth and wants Metronome to become too powerful for anyone to deal with and weaken all factions in Praetoria in advance of a full Malta invasion. Dark Watcher is also afraid that Pennys show of being mad in order to take down Mother might actually be driving her insane. Penny: The Magician's words about what I'm doing is true, Rusty! I love Mother very much and want to see her get what she deserves! Malta transmission: 'With the help of this Metronome, I have discovered that our worst case scenario is coming true. Marcus Cole has created a massive army, the likes of which we have never seen before. He intends to launch everything he has at Primal Earth. I've seen the schematics of some of his machines. They make ours look like Council toys. I'm making a full recommendation to-'
4. Penny says that Metronome is going to inhabit one of Coles giant CW war machine. Noble Savage will help. Dark Watcher will save the Seers in the CW. Defeat 80 CW in 3 min before they activate (nothing happens at the end of the countdown). Get introduced to Dark Watcher.
- Souvenir: Memory of Penelope Yin. When you look at the Clockwork in Praetoria, you sometimes can't help but think of them as 'teddy bears'. Penelope Yin referred to them in this manner during an experience you call...
My Best Friend, Rusty Your time with Penelope Yin started with her calling you Rusty and asking you to stop the monster Glowball and the Dark Knights helping him to destroy the Mirror Kingdom. If you thought some of the members of the Resistance were bad with their way of speaking, Penelope Yin did them one better. After working with Penelope, you eventually found out what was happening; Metronome was working together with the Syndicate to increase his own power in the hopes of freeing Penelope Yin and making a 'perfect world'.
The Syndicate were helping Metronome kidnap Seers to rip their souls out of their bodies and into the Clockwork, causing Metronome's own power to increase exponentially. You tried to stop this process, but were only able to bring the Seer Clockwork to the Resistance, where they would be well taken care of. You were able, however, to defeat the leader of this Syndicate cell with the help of Aaron Walker. The man's name was Gregory Vega. The Dark Watcher revealed to you that this man was part of a group named Malta. They were from Primal Earth and believed that super powered beings would lead to a tyrannical government.
With the Syndicate out of the way, you faced off against Metronome's remaining Clockwork with the Noble Savage. The two of you stopped Metronome's ascension to power while learning a terrible secret; Cole had a massive army built and was preparing to invade Primal Earth! You saw some of the models of his 'War Walkers' in the lab with Metronome; if Cole had more of those, it would be the end of Primal Earth and the Resistance for sure.
You returned to Penelope, who told you that she had Metronome in a safe place, for now. It was now time for you to go on your new 'tale' as she said. Perhaps one day, the two of you will get to meet face to face, if she ever brings down Praetor Tilman and escapes from her prison.Dark Watcher (seeking allies, delaying invasion)
- Mysterious Man in Black No one in Praetoria knows exactly who Dark Watcher is or what his goals are in this place. He simply appeared one day to Calvin Scott and offered his advice and guidance.
1. Convince Longbow not all Praetorians are bent on destroying Primal Earth. Rescue Longbow from the BAF. The Longbow said there were other trapped in the tunnels. Get message from Longbow Agent X, he has info for you. Download plans, recover this tidbit: '... war will be over within a week. No survivors will be left, not even the Phalanx.'
2. Need Aaron Walkers help, but Neuron has had him arrested. Go get him. Also James Noble has gone missing. Find Walker dying, he helps you be reprogramming the CW guarding him to take out ambushes. He gives you a note saying Steve Sheridan is hear and Dark Watcher will know what that means.
3. Dark Watcher is happy to hear Steve Dr. Science Sheridan is here because hell be the science guy for them. Go meet Steve. Steve is able to recover the rest of the info that got cut off:
'Plans are ready to begin the war effort. Emperor Cole believes that the chaos on Primal Earth will spread into Praetoria soon. Already, we have seen Arachnos and Longbow causing terror in our streets. Primal Earth has entire armies of terrorists, monsters, and demons running about unchecked. If they were to find a way into Praetoria, we would all be doomed. It is for that reason that we have worked tirelessly under the direction of Anti-Matter on these machines to bring the war to Primal Earth first. We will use the tower Neuron has built to create a portal big enough to fit the War Walkers. Once they are deployed, the war will be over within a week. Not even the Phalanx can withstand their might. We have been ordered by Cole to take any non-super powered being prisoner and to have the Seers scan their minds to see if they are a threat. Any civilian who is not a threat will be allowed to live under Cole's new empire. We have also programmed the machines to avoid attacking civilians, though casualties due to collateral damage can not be avoided. The main purpose is clear: we must destroy the threat on Primal Earth before it destroys us. Once that is done, we will wipe out the remainder of the Resistance. It is estimated we would only need one third of our machines to do so.'
Steve is going to a Resistance base to build a rift. Ghoul ambush.
4. Go to Neurons tower and plant virus. Defeat CW. [Loyalists can contact Marchand here.] Possible Noble will be there under Neurons control again. Defeat 20 CW. Defeat Noble Savage (EB). Defeat Maelstrom (Invisble EB, take the next flight up, hes by box). Upload virus to disable Neurons ability to create large invasion portal.
5. Destroy Enriche which has placating chemicals in it. Unfortunately, its the only source of clean water. People will have to live on impure water until Vanguard sets up a base and distributes clean water and heal those affected by the impure. Calvin Scott will help you. MORAL CHOICE MISSION. Loyalist will keep Enriche safe and find other ways to neutralize its effect. Resistance destroys it.

A Promise for a New Tomorrow It all started with you trying to change Longbow's idea that all Praetorians were 'evil'. You saved several members of Longbow from the hands of the PPD and helped a man named Agent X retrieve some very sensitive data from Neuron.
The data was broken up, but Dark Watcher suggested enlisting the help of Aaron Walker. First, however, you would have to rescue him from Neuron and T.E.S.T. You were able to reach Aaron Walker, only to find Neuron had accelerated the rate that his brain worked, causing his mind to overload. In his final moments, Walker told you that a man named Steven Sheridan was in Praetoria and that he could help you.
With the help of Dark Watcher, you were able to find Steven Sheridan and get him to translate the data you found. It was revealed that Neuron's tower would act as a giant portal for machines called War Walkers to invade Primal Earth! After they finished their war on Primal Earth, they would turn the Walkers on the Resistance to finish them off, once and for all.
In one final act that would help swing the favor of Longbow towards the side of the Praetorians and Resistance, you launched an attack on Neuron's tower, using a virus Sheridan made to disable the systems of the tower. Neuron will fix it in time, but it will at least give you, and the people of Primal Earth, time to prepare for Cole's main attack.
You'll do your best to make sure that, on both here and Primal Earth, no more people share the same fate that Aaron Walker had to go through. Every single person deserves the promise of a new tomorrow.

1. Plant bombs around Nova (Rothstein’s revenge for Powers killing his family). Then help the distraction team.
2. Destroy clockwork for Splice. Get Marauder’s planner.
3. Release poison gas for Rothstein (who’s disappeared) to kill PPD. Chance to rescue Rothstein or let him die. Ricochet is angry you saved him cause now they have to care for him.

Justifying the Means It began with a confusing talk with Ricochet, who apparently told you to go plant some fake bombs in Nova Praetoria. Jack Hammer explained to you the plan - you were going to plant some poison bombs in Nova, while another member of the Resistance, Rothstein, was captured. A tracker would be planted on Rothstein to see where he and the bombs would be brought. Once all that was done, you would attack the location, activate the bombs, and walk away without anything pointing towards you.
After setting the bombs in Nova, you helped out Team Bravo per Ricochet's request - they were recovering information for a woman named Splice. You helped the team and found out they were looking for Marauder's...day planner.
Ricochet's next request was to destroy a warehouse full of Clockwork - they would be used to quickly siphon any poison that might be released into the PPD lab you would be attacking. The job was easy enough to perform, setting up the final stage of the plan.
You casually walked into the PPD lab, with the officials there none the wiser. With your gas mask in hand, you activated the poison gas and watched as all the members of the PPD collapsed around you.
Ricochet was thrilled when you returned to her, saying that this was just the first step of many towards bringing down the PPD. At least, that's what you think she said.
Splice (big plan: Make clockwork go haywire and kill lots of people, and make Cole look bad)
1. Get communication device (Static) working in tunnels by Ghouls.
2. Kill clockwork made crazy by device as a test.
3. Observe clockwork attacking citizens and then clockwork fixing the emitters.
4. Destroy emitters so that they don’t lead back to Splice. (Can save citizens as a non-objective.) Clockwork have unusual AI. Hmm....

Insert Paranoia Here You began working with Splice, a woman who was as anti-social as she was brilliant with technology. You went down into the tunnels of Praetoria to save a messenger who had information from the Static. Splice explained he carried an important piece of information for a plan of hers - to create a massive amount of chaos within Nova by hacking the Clockwork and causing them to attack the citizens around them.
You returned to Splice with the messenger alive and the information he retrieved - it was just what she needed to finish her device. She asked that you test a small version of the device in the CMF. When you entered the CMF, all the Clockwork there went haywire and attacked you, all according to the plan.
Splice had members of the Resistance set up the devices in the Magisterium and explained that she had arranged for Praetor Duncan and Praetor White to not be in the Magisterium at that time. As well, the PPD would be busy chasing after a false lead regarding the location of Calvin Scott. All you and Splice had to do was sit back and watch the carnage from a small device she had.
Unfortunately, as with most things that have, 'all you had to do' preceding it, something went wrong. Rogue Clockwork disabled Splice's self-destruct mechanism, meaning you had to go topside and handle the situation yourself. Which wasn't a problem for someone like yourself.
With that damage done, the people's confidence in Cole's regime - or at least in the Clockwork - has been shaken. Soon enough it will shatter and fall!
Jack Hammer (control the Fixadine supply to control the Destroyers)
1. Defeat Wheeler, get info on Fixadine supply. (Pick up some Fixadine, decide whether to give some to Jack Hammer).
2. Question Sgt. McIntosh about, who’s wondering what the Imperial forces have to do with things and is dead from the Destroyers for getting too close to Mr. Fixadine.
3. Capture Mr. Fixadine, get info on real source of Fixadine.
4. Secure Fixadine stash. Find out Praetor White is behind it. Either give it to the Resistance or use it as a bargaining chip with White to advance in the Powers Division. I gave it back to White to advance myself in the Loyalists. I defeated Jack Hammer and he's now missing from my game-world. The Big Dog was impressed at my alphaness.

I Destroy, Therefore I am! It all started with a partnership between you and Jack Hammer of the Resistance. The goal was to track down the source of Fixadine in order to gain control of the Destroyers - and also inject members of the Resistance with the drug. You tracked down a dealer named 'Wheeler' under the pretense that he was a main dealer within Nova. You found out from Wheeler that he was just another step in the chain of command - the main dealer of Fixadine in Nova was someone named Mr. Fixadine.
You next went to rendezvous with a PPD officer named Sergeant McIntosh, who was supposed to be investigating Mr. Fixadine. You found McIntosh dead in the lab he was investigating - the Destroyers were tipped off about his investigation and attacked McIntosh. You were able to find McIntosh's research on Mr. Fixadine, along with a possible location.
Following the lead, you cornered Mr. Fixadine in a warehouse - it was supposed to be full of Fixadine, but, as it turns out, Mr. Fixadine also was just another step to the top.
Capturing Mr. Fixadine, however, gave you your best lead yet - he revealed where a large stash of Fixadine was in Nova. All you would have to do next is to find and claim it yourself. There's one thing that keeps coming up in your mind, however. Sergeant McIntosh says that he was ordered off the case after he found out about Mr. Fixadine. Was McIntosh's death by the Destroyers a coincidence, or was there something happening behind the scenes? Only time will tell...

Destroy or Not Destroy, That is the Question You and Jack Hammer were working together to find Mr. Fixadine and the source of the drug in Nova. Mr. Fixadine 'informed' you of the location where he gets all of his supplies. You went in ahead of the Resistance, only to discover that the PPD were guarding the stash! You plowed through the PPD and defeated a guard appointed by Praetor White himself.
Jack Hammer and the Resistance arrived to help confiscate the supplies of Fixadine, but it was at this moment that a choice was presented. You could help Jack Hammer bring this Fixadine back... or you could turn to give the Fixadine right back to the Loyalists, in return for a very high position in the party, not to mention other various rewards. The choice was up to you - did you choose to aid the Resistance in creating their own army of soldiers addicted to Fixadine, or aid the Loyalists to increase your own wealth and power?
Hatchett (train the Ghouls to get the PPD)
1. Plan to train Ghouls. Need to find Alpha. Speak with War Dog. Wonder where the Ghouls come from? Maybe training the Alpha will give a clue. Beating down the Alpha reveals that it’s name was Lucas Marcone.
2. The PPD put tracking devices on the Ghoul’s collars to find the Resistance. Hatchett’s going to put bombs on them and send them back to the PPD. Time to steal explosive tech. Bring Detonators to Vagabond.
3. Kidnap 3 PPD Clockwork programmers to be food for the suicide bombing Ghouls.
4. Lead rigged Ghouls to PPD. Kill them all. Even an “Interrogator Marcone” whose last name doesn’t wind up being any plot point at all.
Souvenir: Spare Detonator Hatchet gave you this spare detonator to use in case the Resistance ever 'recruits' more ghouls to their cause. It reminds you of an experience you call...
No Room for Humanity Hatchet's plan was simple: tame and train ghouls to work for the Resistance. You were able to tame an alpha ghoul down in the tunnels. Hatchet used the alpha ghoul to get four more ghouls to 'join' the Resistance. In the meantime, you raided a PPD lab to recover detonators. Vagabond would hook the detonators up to the collars of the ghouls, setting them to explode when the time was right. Before Vagabond could do this, you had to kidnap three members of the PPD to feed the hungry ghouls; Vagabond was not willing to go near a small group of ghouls who were hungry for human flesh.
When all that was done, you raided a large PPD office with the ghouls, making a bold statement to those who came to the scene afterwards: the ghouls could now be used by the Resistance, and that it was no longer safe anywhere, not even in the luxurious offices of Imperial City.
Beholder (Seers are the bomb)
1. Ex-Seer. Use Seers as cameras and then as psychic bombs (destroying them in the process, but they’re already might as well be dead after Mother is done with them). Beholder and Vanessa Devore will protect you from Mother, who speaks in your mind during the mission. She asks if I’m looking for Yin’s daughter [Penny]. Find PPD Enforcer looking for his wife in mission.
2. Seers are being prepared. Beholder keeps saying she doesn’t have long to live.
3. Do a favor for War Dog and get info on Hamidon. Find info on Hmamidon, steal info from Destroyer leader. Clues tell us that Hami is organic and perhaps a weapon that destroys organic matter but leaves structures intact. Also this Clue: “Sewer Smasher had this torn up dossier on Hamidon. Most of the information can't be read anymore, save for one small sentence. 'Sometimes, when I look out to the forest, I can see it. I can only hope the production is done in time.'”
4. Go into a Seer’s mind to remove an aspect of Mother.
5. Seer bombs worked, all in the office building was killed. Go in and pick up some info. Found blueprints to the BAF: Behavioral Adjustment Facility. Also found controlled clockwork worried about Penny. Who was controlling them? [in case you don’t know, Metronome, Praetorian Clockwork King] Intro to Vagabond

Power of the Mind It began with you helping Beholder, a former seer, capture four seers for a plan: to re-wire them as psychic bombs and to broadcast whatever messages the Resistance wanted to send all throughout Praetoria. It was easy enough to capture the seers, though you had to endure Mother Mayhem's voice taunting you while you were doing so.
You had some time to kill while Beholder was re-wiring the seers, so you went to recover information on Hamidon for Wardog. Beholder told you the information you found was apparently valuable, though Wardog refused to explain what it was for.
There was no time to wonder about this, however. Beholder had an issue: there was an aspect of Praetor Tilman controlling one of the seer's minds. You were sent into the woman's mind and destroyed Tilman's presence, freeing the seer from her influence.
Beholder activated the seers, unleashing their psychic blasts onto a specific PPD office, instantly killing everyone inside. You went in after the slaughter to collect information, only to run into what appeared to be sentient Clockwork who were looking for a woman named Penelope. You destroyed the Clockwork and found the information you needed: blueprints on the Behavioral Adjustment Facility in Imperial City.
Beholder told you that Vagabond had tremendous plans for these, but that she was done with being involved in the action. Everything that you did with her had tired her out; she claims she only has a few weeks left to live now and that she intends to live it out by watching the suffering of all those who are against the Resistance.
Vagabond (rescue those captured and experimented upon)
1. Rescue captured Resistance from the BAF. Rescue 3 or 35 more optional (timed). The rescued Resistance were experimented on… they’re walking bags of disease. Must be Neuron’s doing.
2. Find Matherson of the PPD for info on Neuron’s project. Found some chemical. Matherson wouldn’t talk, so, taking him in for questioning to War Dog. Vagabond tells a story of Cole watching Rome being destroyed and doing nothing until the government collapses.
3. Kidnap Matherson’s family to convince him to talk. Then make a deal with Matherson. His family is present with some bombs and a radio to talk to him where War Dog is holding him. Matherson breaks down to reveal Neuron’s plan. War Dog then shoots him dead. CHOICE: Leave the siblings alive, or, set the bombs and kill them. I leave. War Dog holds funeral for Matherson. Intro to Wardog.
4. Attack lab with War Dog and Vagabond. Get info on disease from Neuron’s notes. Destroy communications to stop ambush. Take down Interrogator Crichton. [Loyalists can call Marchand here]

The Price Good Men Must Pay It all began with an assault on the BAF to free soldiers of the Resistance. You discovered that Neuron infected them with some sort of disease. It would have been a new method of biological attack; the intent was that the soldiers would infect members of the Resistance with the disease and slowly whittle down their numbers.
Vagabond was upset at this, but only because he didn't know how to use this to the advantage of the Resistance. You went to find a man named Matherson who was supposed to know where you could find more details on the disease. Matherson refused to talk, so you were forced to kidnap his family to make him talk. Along with Wardog, you proved to Matherson that his brother and sister were in danger. Matherson easily told you everything you needed to know, but was then shot by Wardog.
You, Hatchet, and Vagabond assaulted the lab that Matherson told you about, discovering the notes from Neuron on the disease. You weren't quite sure what it all meant, but Wardog seemed to insist that it would help in his grand project.
War Dog (uses his Tier 9 Nuke)
1. Let’s set off a Neutron Bomb in Nova Praetoria! First, weaken defenses. Meet Lauren McAllister to destroy generator that powers Clockwork. After, Vagabond sends diseased Resistance to infect PPD precincts
2. Scan Seer 7282’s mind. Marcus Kirchmer will help. Got location of Neutron Bomb. War Dog reminisces about how he was forced out of teaching when he wouldn’t give the propaganda and how he went to the Resistance and heard his family ‘moved to another country.’
3. Sure that the Syndicate will betray him, War Dog sends you to betray them first. Take out Vincent Soto, Kirchmer, and McAllister. And they admit they were going to doublecross us. [Loyalists can contact Marchand here]
4. Get Neutron Bomb. Hatchett, Vagabond, and War Dog are there to help.
5. MORAL CHOICE Mission. Loyalists may call Marchand again. Blow up Nova. War Dog intends to blow himself up with the bomb. The Seers are broadcasting events to everyone. I chose to go against War Dog (Loyalist). Beat up War Dog and Vagabond. Talk to bomb expert who was sick from disease (though neutralized now). CHOICE: Activate Seers first for you fame. The deactivate bomb. Vagabond and War Dog are gone from contact list. Marchand calls me, “Thanks, Spark Thug. I don't know what the world would do without you.”

Those Who Make History It began with Wardog revealing his master plan; the retrieval of a Neutrom bomb and the intent to use it to make a grand statement against Cole in Nova Praetoria. The first thing that had to be done was to weaken any possible support that Cole's regime could send against the retrieval of the bomb. You burst into a warehouse full of Clockwork and sent it into chaos with the help of an ally from the Syndicate.
Next, you had to hack into a seer's mind in order to find the location of the Neutron bomb. This was easy enough, and again you had aid from the Syndicate.
Wardog informed you afterwards there was one last loose end; the Syndicate. They were on their way to betray the Resistance and take the bomb themselves. You made the first move by striking down your former Syndicate allies, including one man who was Wardog's former student.
With that done, all that was left was assaulting the main lab where the Neutron bomb was being kept. You, Vagabond, Hatchet, and Wardog made a daring attack and retrieved the Neutron bomb, despite the overwhelming presence of the PPD. Now, you all stand on the edge of history, the Resistance possessing what may be one of the most powerful devices in all of Praetoria...

Blood of Tyrants It was the last moments of Wardog's major plan to unleash a Neutron bomb within Nova Praetoria. Things had gone poorly, however; the PPD Test cornered you, Vagabond, and Wardog in the tunnels underneath Nova Praetoria. It was here that you were faced with a choice: fight through the PPD TEST and activate the bomb, killing the entire squad heading down into the tunnels along with Vagabond and Wardog, or betraying the two members of the Resistance to disarm the bomb yourself, earning yourself the title of 'Hero of Praetoria'.
Neutropolis
Crow (REVENGE IS EVERYTHI… hey, what’s that?)
- Resistance Leader A member of the late Threat Response Battalion, or TRIBE, Crow is the only survivor of his unit thanks to one of Neuron's more ambitious genetic experiments. Dumped in the tunnels and left to die, Crow found his way to the Resistance where he utilizes his military background to score victory after victory for the Resistance, and gets ever closer to exacting vengeance upon Neuron for his fallen comrades.
1. At least he says up front it’s all about the vengeance. That’s what he’s got in common with Scott, who wants him to escort a VIP into the city. When found, they are a dead contingent of Arachnos shot dead by a dual pistol crack shot (Maelstrom!) and PPD blasts. Ghoul attack, RUN! After, Crow says they were Arachnos from an alternate Earth and their assassination might ruin the alliance that Scott was planning.
2. Hit a government facility to draw out TEST, who must have been part of the assassination. Resistance have rigged bombs to draw away Powers Division. And when I leave the mission, boom, there was an explosion. So, a little more than a diversion, eh what? After, the TEST officer is being chemically dosed by Helix to be more amenable to torturous questioning.
3. TEST officer gave up the name Eddie “Maelstrom” Polstra. Scott wants more info on him. Go to TEST facility and search their files. Files: Maelstrom is from Primal Earth full of savages at war with each other, like Praetoria used to be. Eddie was part of the American Military known as Ultimatum and sent to Praetoria. Sometime later he’s assigned as an observer to the 2nd Imperial Defense Force Regiment, which is run by Colonel Duray, the man Crow has vowed to kill (why was that again? Oh, the next clue explains it: Duray signed the order to have Crow and his unit subjected to Neuron’s testing).
4. Scott has told Arachnnos this and they forgive the assassination in the effort to help the Resistance take out an Ultimatum member (and the one who assassinated the Arachnos unit). Two Blood Widows are being assigned to help. Crow is falling for Dahlia, one of the Blood Widows. (the other’s name is Scarlet)
5. Maelstrom and Duray are attending a Demonstration at Neuron labs. You and Crow will get Duray. The Widows will avenge the assassination of Arachnos and attack Maelstrom. While taking down Duray, 3 ambushes of experimental X-Type 2 Ghouls (lone lieutenants). And the ladies get caught. So, after Duray, save them. After, Crow says the Blood Widows are going home to Recluse to assess the situation since it seems Maelstrom has gotten stronger (he leveled up!). Though Duray is now dead, Crow still wants to avenge his comrades and all others turned into ghouls, especially the ones that now seem to be controlled directly by Neuron. Be introduced to Helix (who used to work for Hetzfeld).

Honor The Fallen It all began when you were assigned to work with Crow, an ex-soldier who was the only survivor of a deadly experiment conducted by Neuron upon his entire military unit. Crow had been a godsend to the Resistance, a real trooper, and you being assigned to work with him meant important things were happening. Your orders were to pick up a VIP down in the tunnels and escort them to the Resistance hideout, but when you arrived the VIP and his entire entourage had been killed in an ambush. You learned later that they belonged to an organization called Arachnos, and that they were from an alternate Earth. Whoever killed them knew exactly who these people were.
According to Crow, only T.E.S.T. could have pulled off an ambush like that, and with them was an expert gun fighter, dual wielder. You resolved to draw T.E.S.T. into a trap so you could interrogate one of their members and learn just who was slinging guns with them and assassinating Resistance allies.
It turns out that the gunman was Eddie Polstra, a.k.a. Maelstrom, a new recruit into Tyrant's forces and a serious force to be reckoned with. You and Crow hit a T.E.S.T. facility to see what you could find out about Maelstrom there. Inside the facility's database you discovered that Maelstrom's true origin was from the same alternate Earth as Arachnos. Additionally, he was assigned to the 2nd Imperial Defense Force Regiment, a unit that Crow had never heard of. It's commander, however, Crow knew all too well; Colonel Virgil Duray, the man who signed the order to have Crow and his entire unit subjected to Neuron's testing.
Crow's wish for vengeance was granted, just not in the way he anticipated. Learning of who shot their ambassadors, Arachnos sent a pair of their assassins, called Blood Widows, to assist in eliminating Maelstrom, a man they were familiar with. You paired off with Blood Widow Scarlet while Crow paired off with Blood Widow Dahlia, and infiltrated Lambda Sector in tandem. While inside you discovered that both Colonel Duray and Maelstrom were attending a demonstration at one of Neuron's labs.
You infiltrated Neuron's lab with Crow, while Dahlia and Scarlet broke off to find and eliminate Maelstrom. You faced down Duray, only to discover that members of Crow's old unit had somehow survived, and they were equipped with powerful weapons and armor. Meanwhile, Scarlet and Dahlia found Maelstrom elsewhere in the facility and fought him to a stalemate, eventually retreating. You caught up with the two of them in the nick of time, saving them from T.E.S.T. troopers and escaped. Crow's vengeance was done and honor had been restored to the fallen.Helix (saviour of the Ghouls! (for our army))
- Geneticist A senior geneticist and the former assistant to Dr. Hetzfeld. Dr. Helix was abandoned in the tunnels by her collegue and left for dead, but she managed to escape to the Resistance thanks to her environmental suit's cloaking field. Now she continues her research for the good of the Resistance, hoping one day to find a way to rehabilitate the Ghouls and turn them against the mad man responsible for turning them into monsters.
1. Find out how Neuron ‘cured’ the Ghouls, something which Helix and Hetzfeld were working on. Helix will crack the computer while you, Crow, and 2 Resistance take out the generator and blow the place up. Lots of CW ambushes.
2. Helix needs test subjects. Get the Painted Ones who seem to retain some of the previous senses and seem to have set up an inter-tribal network and hierarchy. Find wounded man who tells you the ghouls don’t eat all their captives, they enslave others. There’s a whole Ghoul city down there.
3. Adam Meyers, the one you rescued was taken seven months ago with his wife, Candace. They saw a very large pack of Ghouls ruled by one man who had most of his senses. See if trying diplomacy with them gets you killed. Large number of waves to fight back. Then they all flee. Talk to Painted Ones left. Convince him to come back for the cure as a test. After, the cure worked. The Painted One is Carlos Gomez. Scott wants to go through Gomez to get the Ghouls on the side of the Resistance.
4. Have Gomez take you to leader of Ghouls. A pair of sharpshooters staying out of sight have your back. Talk to Ghoul King. Convince to try the cure. It weakens him as it works. The other Ghouls take that as a sign of weakness and attack. The sharpshooters only reduce their HP. You and Gomez need to take them out. Talk to Ghoul King, he remembers that he is Demetrios Vasilikos, who originated the Ghould serum as a type of super soldier serum. He tried it on himself first and oopsie. Neuron later used it to create the Ghouls in the sewers, and then his own improved Ghouls.
5. To appease Resistance uneasy about the turned Ghouls, you’ll lead a Resistance (Scissors) and Ghoul (Gomez, nicknamed now Chompie) team to destroy the Ghoul-producing lab (Demetrios’ old lab). Lots of clickies. And success.
- Souvenir: Candace’s Necklace Candace Meyers, one of the people who had been enslaved by the Ghouls, gave you her necklace as a memento. It's a simple little thing, but it reminds you of the bizarre series of events that changed the Resistance's war against Cole forever. The discovery of a cure to the genetic affliction affecting the Ghouls resulting in the Resistance recruiting a lot of:
Fresh Faces When Dr. Helix heard that Crow's former unit, all subjected to Neuron's insane genetic testing, had somehow retained their minds, she jumped at the chance to steal the data. Recruiting Crow, yourself, and a pair of Heavy Barrels by the names of Gasoline and Drummer, you stormed the facility, creating a major distraction while Helix slipped into the lab unseen.
Helix was busy analyzing the data from the earlier raid, so she sent you down into the tunnels to gather up some Ghoul test subjects. Specifically she pointed out that of the Ghouls the Painted Ones appeared to be in possession of the most reasoning power. While you were hunting for Ghouls you came across a man being attacked. After rescuing him you learned that he was an escaped slave of the Ghouls and that the others had been dragged back to their 'city' still alive.
Adam Meyers, the man you rescued from the Ghouls, told you that his sister and dozens of other people were enslaved by a group of Ghouls who appeared to be trying to build a sort of society. Helix was intrigued by this, as was Calvin Scott. Helix believed that if an alliance could be formed then she could administer the cure she was working on to all the Ghouls, thus swelling the ranks of the Resistance significantly. You headed down into the tunnels to search for a Ghoul willing to negotiate and eventually found one after proving to them how bad of an idea it was to try attacking you.
After having the cure administered the Ghoul remembered his name, Carlos Gomez. Gomez informed you that there was a clear leader of the Ghouls down in the tunnels, and he had been steadily bringing the other packs under his leadership. He suggested that he would be able to help negotiate with this 'Ghoul King' who seemed to be of above normal intelligence. Scott didn't want to take any chances, so he sent a pair of Resistance snipers with you; Headshot and Griefer. Their job was to stay in the shadows and keep overwatch on you to make sure you got out of there alive if things went wrong. With Gomez at your side the Ghouls seemed reluctant to attack you. You approached the Ghoul King and negotiated with him, informing him that you had a cure to the affliction of him and his people. Eagerly the king demanded the cure used on himself, recognizing that Gomez was proof positive that it worked. As the cure raced through the king's system he weakened. Sensing this weakness the Man Slayers who served as his personal guard turned on their leader to rend him limb from limb, but your quick actions as well as the keen aim from Headshot and Griefer kept the king safe. Thankful for the protection, the king vowed to join forces with the Resistance in exchange for the cure for all his people.
The Ghoul King, as it turns out, was one of Neuron's old collegues, a man by the name of Doctor Demetrios Vasilikos, one of the researchers who had originally worked on Neuron's super soldier program. He has grown frustrated with his inability to keep up with Neuron's research and so, when he thought he had a breakthrough, he used it upon himself, thus cursing himself with the fate of being the first ghoul.
The Resistance ranks were swelling and moral was becoming a major concern. Most of the Resistance soldiers knew someone who had been killed by a Ghoul, and the fact that the Ghouls had once been people didn't seem to matter. Calvin Scott ordered a combined arms unit to be formed and sent on a raid so that word of the value of the new recruits would spread through the ranks. The mission was to raid Demetrios Vasilikos' old genetics laboratory, which Neuron claimed ownership of after Vasilikos' disappearance. The mission went well, but the resentment from the Resistance didn't seem to abait. As Calvin Scott had told Helix, 'Veterans always complain about the fresh faced recruits... even if they aren't so fresh faced.'Calvin Scott (terrorist Mastermind (v. terrorist Mastermind))
- Resistance Leader Calvin Scott is the mastermind behind unifying the Resistance movement. Cunning and charismatic, Scott's vision of a future without Cole's tyranny has turned a rag-tag group of rebels into a serious threat to Praetoria's regime.
1. With all the new Ghoul recruits (nicknamed Cupcakes), there’s more of a need for food. A raid of a supply shipment to New Vegas has gone silent. Go see if you can help. Top priority is get our own people out. Food is NTU Nutrient Packs emergency rations. Ran into Syndicate splinter group.
2. Since the media is portraying the Resistance as attempting a last hoorah desperation play, Scott is going to let them think that in a feint to draw out all of the Loyalist forces. But first, some black ops with Crow and Helix against the main TEST facility. Helix is on the Headset (bug: not showing up in channel), Crow is there and says he’ll go through service corridor and leaves (nice scripting mechanic!). Plant 8 bombs. And there’s Duray looking pretty good for someone who’s dead.
3. Got to go get Crow and Helix ‘cause they were captured and know too much. Tunnel Rat and Splice will help. Find Helix who Reveals that Crow is a traitor. Ambushes.
4. Thanks to Crow’s treachery, the PPD are going to swarm the tunnels. But Scott knows a choke point to hold them off. Survive the ambushes.
5. Hunt. Kil. Crow. With the help of Blood Widow Dahlia (wait, didn’t he have a crush on her?). Crow send his data to a Mr. H. We don’t know why he betrayed the Resistance.
6. MORAL CHOICE: Crow’s betrayal hurt the Resistance politically and hurt Resistance sympathy in the Magistrate. So, if the Magistrate is not an area of support, then blow it up. Sympathizers were moved to the tunnels. Loyalists are gonna get blown up. Find Maelstrom blocking the way. Chose Resistance and defeat him (he teleports out).

The Turning Point It all began when Dr. Helix's treatment of genetic damage in the Ghouls returned much of their mental faculties to them. The Resistance had found itself with a great many helping hands, but more hungry bellies than it could fill. Calvin Scott called upon you to aid in the surface raids to ensure that the Resistance had enough supplies to go around.
With the supply line stable, Scott sent you, Helix, and Crow on a covert mission to cripple the PPD T.E.S.T. supply facility in Lambda Sector. During the operation, however, Crow and Helix were capture by Colonel Duray and his men. Though you defeated Duray, your friends had already been carried off.
Calvin Scott was worried that the sensitive strategic information that Crow and Helix had would soon be used by the Loyalists against the Resistance. He sent you with Tunnel Rat and Splice to break into Lambda Sector and free Helix and Crow. You and Tunnel Rat found Helix, but learned that Crow hadn't been captured, he was a traitor!
With the knowledge of Crow's treachery, Calvin Scott prepared the Resistance defenses. He sent you to tunnel Junction 221 to meet the oncoming Loyalist forces at a bottleneck. The battle was fierce, but the timely attack on the main body by the most untrained Ghouls ended up turning the tide.
Calvin Scott prepared to evacuate the Resistance hideout but had one last task for you. Working with a familiar Arachnos Blood Widow, Dahlia, the two of you were sent to find and assassinate Crow for his treachery. You tracked him to Doctor Demetrios Vasilikos' old genetics laboratory. There you found Crow talking to someone named Mr. H and informing him that the data was sent. You followed your orders, killing Crow, but to this day you are unsure just who Mr. H is or what convinced Crow that this was the time to betray, that this was the turning point.

Collapsing Support It began when Calvin Scott entrusted you with a plot to blow up the magistrates who were clearly supporters of Emperor Cole. When you went into the tunnels beneath the Magisterium to plant the bombs you encounter Maelstrom. He was sent on a similar mission to plant beacon bombs to draw the Devouring Earth into the vicinity of where the Resistance sympathizing magistrates were being hidden. The two of you got in a fight to settle your differing points of view on the situation, and in the end it was you, not Maelstrom, who decided which side was to suffer collapsing support..

Deputy Assistant of Information (your personal PR agent and your best friend ever)
- The Deputy Assistant of the Ministry of Information The Deputy Assistant of Information is little more than a clerk who works at the Ministry of Information. Though on the extreme end of friendly, it's the Deputy's choice of cologne that makes him difficult to talk to for longer than a few minutes. Despite these flaws he appears to be someone that knows a little bit about everyone in Praetoria City.
1. Paul Valus murdered PPD Officer Douglas Cartwright. Capture Valus and place a rose on Coles statue in memory of Cartwright for the cameras. You learn that Cartwright was a crooked cop who killed Valus' family in front of him. [Choice - kill Valus or let him go.]
2. Specialist Harrison needs help with Clockwork, theyve gone berserk in a lab. Help Warrant Officer Welks (a girl!). They were tampered with says Parson.
3. Go to Clockwork Maintenance Facility and beat up a Resistance Sympathizer (Angry citizen)

Souvenir: Shrewd Lesson. Every now and then you catch a wiff of Pardus, the cheap perfume worn by the Deputy Assistant of Information, and can't help but think back to the only thing he was useful for: teaching you a few Shrewd Lessons.
The Deputy Assistant of Information is a weasel of a man, but his shrewd intuition helped guide you in properly playing the hearts and minds of Praetoria's people to your favor. By seeking out a murderer at large you showed your capability, proving to the minds of the people that you are capable. But when you placed the memorial rose at the base of the emperor's statue, to commemorate the life of the murderer's victim, you plucked the people's heart strings. For that you will be remembered most of all.
For a moment there you thought that he might actually know what he was talking about, but it soon became obvious that the Deputy was only riding on the coat tails of others. When he referred you to Specialist Harrison concerning a fiasco with the Clockwork, you knew that Harrison was the man with the information. You assisted Harrison in thwarting a Resistance plot to reprogram the Clockwork at the City Maintenance Facility. Your brief partnership with the Deputy had come to an end, but not before he introduced you to a member of Marauder's Top Dogs, a man by the name of Warrant.
Warrant (Work up the Powers Division, gain popularity, and spite Reese)
- A Top Dog in the PPD Powers Division One of the most well known cops in Praetoria City, William Smith started as a regular beat cop. When crime started to escalate out of control, he took it upon himself to meet it head on. He modified his gear after every run-in with the lawless terrorists threatening his city. Each battle made him stronger and tougher, until he became a one man police force. He became a celebrity amongst the people of Praetoria City, and was given the nickname 'Warrant' during a TPN news hour. The name stuck. It wasn't long before he was brought into Powers Division in order to register his customized equipment. Fighting alongside Powers Division taught him a lot and he kept working on his gear, honing it into a deadly instrument of justice. He signed a book deal, fought his way into the Top Dogs, and even guest starred on the popular TPN police drama series, Blue and Gold.
1. Quell riot (probably backed by Resistance). Then, stop Nova Hold raid. Question Akimbo. Pre-emptively break his hand if you want to. Break the other for fun. Find out that Powers has all sort of nasty guns for some reason.
2. Ambush Resistance in Gravatech lab. Get Professor Hope to record your exploits.
3. Investigate Syfotine. Use PPD to take brunt of assault then swoop in to save the day. Plant idea of an attack in a Seer 0511 so shell send in PPD. Then go save Syfotine. Find that Syfotine and Syndicate are working together, Claudia Michaels, CEO was syndicate and Resistance sympathizer. Gain popularity
Souvenir: Guns and Money Every so often you catch a repeat of your TPN interviews involving the exposure of Claudia Michaels as a member of the Syndicate and a Resistance sympathizer. You think back to one of your earliest adventures which you fondly refer to as: Guns and Money.Reese (he hates you)
Warrant, one of Marauder's Top Dogs and a fellow member of the Powers Division, informed you that he wanted to help you rise through the Powers Division ranks. To do so, he suggested that you move into the public eye by stopping a Resistance instigated riot down in South Aetna. After stopping the riot, however, you learned that the Resistance had planned the entire thing to distract the PPD from their true target; Novahold Storage in North Aetna.
With no time to lose you raced to Novahold to stop the Resistance Raid, but arrived only in time to corner and question a man by the name of Akimbo. After interrogating him he told you that the Resistance forces planned on using the stolen weapons in an attack on Gravatech Labs.
You got to Gravatech before the Resistance had arrived and got busy setting up the facility so that the coming battle would best serve your own interests. With the security cameras rolling, everyone in Praetoria would soon see the newest rising star in the Powers Division. When the attack came it came in force. Despite their numbers and the carnage inflicted upon the clockwork operating the facility, you managed to take down the Resistance forces and apprehend their leader, a man named Screwdriver. In Screwdriver's possession was a Syfotine Industries data storage device containing data from the Gravatech Labs computers. Never one to turn down a challenge that would make you appear even more praise worthy, you returned to Warrant to cook up a plan on how best to make use of the situation.
Together you decided that having the PPD raid Syfotine Industries and soften up the Resistance inside would be the best course of action, and it worked in spades. Not only did you make short work of the Resistance and Syndicate forces allied inside, but you also got to save quite a few PPD officers, which did a great deal to improve your public image.
With Claudia Michaels, Syfotine's CTO, exposed as a member of the Syndicate and a Resistance sympathizer, you were heralded as a hero of the city and snagged an uninterupted hour of interviews with TPN news personalities. With your status growing, the eyes of Marauder's Top Dogs have turned to you and the promise of even greater power is at your fingertips..
- Alpha of Marauder's Top Dogs Cocky and self-centered, Reese has good reason to throw his weight around Powers Division. Of all of Marauder's Top Dogs, none have risen higher or faster than him. No other Powers Division member can match Reese's strength, skill, and cunning, a point he makes abundantly clear with the broken bodies of those who would dare challenge him.
1. Walk into Reeses Resistance lair trap. The Press likey.
2. Take over Warrants mission (who was going to take care of it with Stern). Destroy Resistance supplies. You get Induction Ceremony ordered by White.
3. Fight Stern. Arrr. Fight Warrant. Go to battle dome! Fight Riptide. Fight Aria. Fight Zane. Be cheered on by Dominatrix. White thinks youre Top Dog. Reese mad.
4. MORAL CHOICE. Go after Jack Hammer of Resistance. Leader of Destroyers there, too. But Reese sent a PPD ambush after you and he showed up to be beat down. Blow up Reese (Resistance) or Report Victory?
- Resistance: I blowed him up. Hes now missing from Nova. But he vowed vengeance against me if it's the last thing he does!
- Loyalist: Praetor White shows up. He likes your moxy. He'll 'deal' with Reese. And Reese is now 'gone' from Nova.
Souvenir: TPN Profile. TPN has recently been running a profile on you after the victory you achieved in the Power's Division induction ceremony. The report on TPN is called...
Rise to Power The report begins by detailing you capturing Tock, a member of the Resistance who had planted multiple explosive devices within the tunnels of Praetoria. Little do the TPN reporters know that Reese had sent you there in the hopes that you would be blown to pieces. He was rather surprised when you came back alive and with TPN reporting on your success.
The report continues, praising you for putting down the Resistance supply base that was within one of the warehouses in Nova. This, again, was an attempt by Reese to kill you. Your ally, Warrant, revealed during this time that he was tipping off TPN to the work that you were doing.
All of this culminated to the Induction Ceremony in Power's Division, an event that was broadcasted throughout all of Nova. The TPN report shows clips of you fighting Riptide, Aria, and Zane in the heart of the Magisterium. Upon their defeated, the camera zooms in on Reese's shocked face, a look that you think you'll remember for quite some time.
Moral Choice Souvenir: Reese's Shocked Look. Sometimes when you're not too busy, you remember the shocked look on Reese's face when you knocked him out in your one on one fight. It reminds you of an experience you call...
The Strong Survive After surviving the Power's Division induction ceremony, Reese was eager to go with you on a mission to capture Jack Hammer and the leader of the Destroyers. However, when you arrived to the warehouse, you were ambushed by Reese and his hired help. You easily defeated Reese and found out that he intended on blowing you up after you were defeated. You were then left with a choice - blow Reese up instead, or call in Praetor White to show him just exactly how pathetic Reese was.
Imperial City
Mr. G (Eddie and the Monster and Whatever Happened to Saturday Night)
- Mr. G Advisor Mr. G is known to be an enigmatic man within the government of Praetoria. He also seems to know just what exactly is going on. Some say he has his pulse on everything that happens in Imperial City. Regardless of rumors, all of the people of Imperial trust Mr. G with their safety - and their lives.
1. He heard of me killing Jack Hammer! Take package to Tami Baker, personal aide of Praetor Sinclair. Its my dossier that makes me look good in Sinclairs eyes. She lets out Sinclair is worried about a missing Powers Division guy, Eddie Polstra.
2. I tell Mr. G about Eddie and he wants to help me find him. He tells me Eddie is immune to Tilmans psychic probing. Tells me Eddie was last seen fighting Ghouls in the tunnels. Mr. G will be coordinating press coverage of my search. Defeating boss Ghoul left a clue bullet wounds Eddie! We all know hes Dual Pistols right? We read the promos! Move to next tunnels. (Ghoul ambushes ran to where I was, not where I am now).
3. Call Mr. G for next step and help write my propaganda piece for the news. Next tunnel! Clue: The Resistance are getting in touch with a man called Dark Watcher who can swing the tide against Cole. When you find Eddie, hes in a tizzy. He came across a MONSTER (as if the Ghouls werent monsters) that had the same Maelstrom Device (heart light!) he has in his chest, but, it only comes from the place hes from (where could that be? Hmmmm ). Eddie TPs away.
4. Mr G calls some guy named Anton to find out more about the Monster. Instead he finds out the Maelstrom device was made by Neuron Technologies, Unlimited. Time to break in there and get more info, but first, lure the Resistance to attack so that the News can cover your action against them. No Resistance, but Syndicate! (Huh?) Warrant is there. Hes tracking the death of low level Powers folk in the tunnels. He mentions that it sounds like there is a split in the Syndicate. Warrant asks how these guys found out about the lab. Syndicate is looking for a missing girl. Files show that both Maelstrom Devices were made by Neuron: one was stolen, the other grafted to a PPD officer in a project that failed and was cancelled. Syndicate leader was Michael Haworth of Haworth and Holon Labs which test for DE spores.
5. Find Eddie again to let him know the Maelstrom Device was made by Neuron and not part of some invasion. But it convinces Eddie about an invasion more so. It means the people where hes from have been in Praetoria longer than expected. Resistance ambush thanks, Mr. G! Get out and read white-washed propaganda story of my exploits. Get introduced to Transmuter.
Souvenir: Mr. Gs Image You don't know why, but sometimes out of the corner of your eye, you can swear you see Mr. G. When you look, you see that no one is there. You can't help but feel that he's still watching you, even after the time you worked with him, which you call...
Personal Monster It began with the news that Eddie Polstra had gone missing. Eddie had become a fairly big name in Imperial City: whoever would save him would become even bigger. You teamed up with Mr. G to look for Eddie with the promise of fame and fortune. You first went into the tunnels of Imperial to find Eddie, though all you found were ghouls and evidence that Eddie was somewhere nearby. You called Mr. G for more information and relayed information on what exactly he should tell the press.
You pushed further into the tunnels and finally encountered Eddie, only for him to tell you that he would not return to the surface until he found a mythical 'monster' that was the key to some 'invasion'. He also claimed that the beast had the Maelstrom Device, the same technology that was keeping Eddie alive. Eddie teleported away, leaving you back at square one. You spoke again with Mr. G, who proposed an investigation into the Maelstrom Device that was within Eddie's chest.
You decided to trick the Resistance to attack the lab you were heading to, which would make you look all the better when you swooped in there to save the day. However, instead of the Resistance showing up, you found the Syndicate in the lab. You cleared the lab and found data on the Maelstrom Device, which revealed that only one other was made apart from Eddie's. Whoever gave Eddie the Maelstrom Device had stolen it from Praetoria!
You were able to track down Eddie once more to tell him the news. This seemed to make a fine impact on him; Eddie agreed to return to the surface with you, saying that the monster was of no more consequence if it was truly from Praetoria. You and Eddie fought off some members of the Resistance whom Mr. G so graciously sent your way.
When you returned to the surface, the people of Imperial City hailed you as a hero, while Eddie Polstra slowly faded from the public eye. It was your time to shine in Imperial City, and you would be sure to bask in the limelight as long as possible.
Transmuter (Glory Days and Revenge mostly just revenge)
- Former Mage Transmuter was once a powerful mage who could turn material around him into anything he needed with a simple flick of his wrist. He even fought alongside Emperor Cole and Praetor White during the Hamidon Wars. Transmuter's magic was powered by his third eye and a magical medallion. Transmuter's medallion was shattered by Reese, who smashed it into pieces during his induction into Powers Division. Reese was proclaimed the new 'Top Dog', while Transmuter was re-assigned to Imperial City.
1. Wants you to lead a super group! Includes: Riptide, Zane, Aria, Stern, and Warrant. Power folk are better than PPD, except for that really one nice PPD, James Noble whos gone now (hmmm why mention him if hes gone ). Try to find someone whos been murdering Powers folk (hmmm wonder who hates Powers folk ). Notice Destroyers attacks have seem more directed. A Powers guy disappeared investigating a Destroyer raid. Find out whats going on with Aria and Riptide. Warrants on the headset. Found dead Powers guy, civilian said he was going after Destroyer raid leader, but that leader didnt see him but some other masked guy. Got out and Transmuter said Mr. G will help track Destroyer movement and that the News thinks Im great.
2. Maybe this is the work of the Syndicate? So, Transmuter sets an information trap for Marisa Delaney of the Syndicate. Stern, Warrant, and Zane will help. Go to back to set trap. Take care of ambushes of Syndicate and Resistance. Excellent banter. Take out Marisa. But she has an alibi.
3. Maybe its Ricochet? Go get her. But first, beat info out of Twitcher. Find out that the others have been ambushed. CHOICE: Stay and take in Ricochet (That would kill all the others and take them and Ricochet out of your game world) or rescue the others? I chose to rescue the others.
4. Guess who? Reese! He wasnt dead! Lets change that Rescue the others (by reactivating their medi-teleporters). Kill Reese, but, he says She told him hed have his revenge. Whos she? Who brought Reese back from brink of death? Get intro to Tami Baker.

Letting Go It began with a mysterious man who was murdering members of the Powers Division. After his latest kill, he swore that you would be next on his list. You formed your own team of Powers Division to go after the man.
Transmuter helped by looking for possible leads on the man's identity. You first went to a Destroyer rampage in an office to see if the murderer was there. You found the remains of a member of Powers Division, but that was all. Transmuter helped set up your next lead; it was possible that the killer was a woman named Marisa Delany from the Syndicate. You set up a trap for the Syndicate and took down Marisa Delany, only to discover that she, too, was not the killer you were looking for.
Transmuter, understanding the frustration of chasing leads, set up three possible places to look. You went into the tunnels to track down a woman named Ricochet. Halfway through, you received a distress call from Warrant, requesting your help as soon as possible. Warrant and the others were ambushed by Reese and were in dire straits.
In the end, you took Reese down, proving that his time in power was over. But did you choose to bring in Ricochet to increase your own fame within Praetoria, or did you sacrifice the chance at further glory in order to save your teammates within the Powers Division?
Tami Baker (Inspector Secretary)
- Secretary Tami Baker is the personal secretary to Justin Sinclair, though she has been known to enforce his will when necessary. She has worked together many times with Mr. G in order to ensure the safety and prosperity of Imperial City.
1. With Reese gone, Destroyers are still oddly organized. Go find real leader. Theyve been seen raiding a tech lab. Reactivate fire suppression system and take down Big Bad Man. Clue: You found a file that had a label 'CONFIDENTIAL' on it. You open it up and read through it... Praetor Michael White and the Destroyers We have records to believe that Praetor White is secretly funding a group of Destroyers within Nova Praetoria with Fixadine. An interesting note is that Praetor White was not the one to originally give them the Fixadine that drives them into a rage; he is simply using the drug to maintain a constant state of competition between the PPD and Powers Division, believing that it will make all of Praetoria stronger. We have strong reason to believe that many of older Destroyers were actually part of Praetor White's former gang. These were the men that fought alongside him during the Hamidon War. Afterwards, they were cast aside by White, who joined Cole's guard. This information is highly confidential and should not be released to the public.
2. Confront White with this info. Sinclairs agents will whisk me away if White attacks. White says his comrades showed up in Nova hooked on Fixadine and he couldnt get them off since theyd die. So, he fabricated it to give to the ones in Nova. However, he has nothing to do with the Destroyers in Imperial City. White wants you to take out the stash he has in Nova to erase his involvement. Take out boss and arm bombs. Kablooey. White sings your praises to the press who initially confuse you with someone with the same name from Old Orlando.
3. Tami got word from G to chase a group of Destroyers into their nest. Destroy their lab and look for the leader. And the Clue: Praetor Duncans behind it.
4. Tami thinks this will be great for me to reveal Duncans treachery.. um duplicity um stupidity. Yeah, thats the ticket. [Call Calvin: And hes happy to see both the Destroyers and Duncan go down. Go get em!] Get bag of grenades. Yay! Defeat 50 and defeat 50 more (theyre weakened). Color commentary by John Houston. Then talk to Praetor Duncan. She got Keyes to take the fall for her (he likes her). Cole isnt getting rid of her, but she can use the Destroyers any more. She mentions hes an Incarnate and that shell kill you when she gets a chance. Fun.

Destroying the Destroyers It started when Tami Baker made you an offer; a method to wipe out the Destroyers and gain fame and fortune within Imperial City while doing so. You first went to an office they were raiding and found information there that detailed Praetor White's connection with the Destroyers. It turned out that many of the older Destroyers were part of Praetor White's old gang. You also found out that Praetor White was supporting their drug addiction in Nova Praetoria.
You spoke with Praetor White regarding matters; he struck a deal with you to give you the location of the main lab to destroy if you agreed to keep quiet about everything that happened. He promised that he would let everyone know that you were the one who put down the Destroyers within Nova Praetoria. You agreed and did the job quickly enough, but there were still more questions. Who was leading the main group of Destroyers?
You found this out in the next lab that you destroyed. It was all Praetor Duncan, right from the start. She supplied Praetor White's former gang members with the Fixadine as a small game of hers. This game grew much larger than she expected; instead of throwing them all away, Duncan decided to have fun with them, putting them to the test.
Tami Baker formed a plan to announce this over TPN, making you into an even bigger start in Imperial City, while putting down Praetor Duncan. Duncan, anticipating this, sent a horde of Destroyers to try to tear apart TPN. You fought off the entire horde in the TPN campus while John Houston had your fight recorded for all of Praetoria to see.
The day was saved, you gained fame and glory in Imperial, but Praetor Duncan was able to worm her way out of all responsibility. When push came to shove, Praetor Keyes stepped up and took the blame for Duncan, most likely due to his infatuation with her. Despite that, you still were able to win in the end; the people of Imperial now look at you as a savior and any door that was closed to you is now wide open. All in a day's work for the 'hero of Imperial City'.
Praetor Sinclair (I will *not* be ignored)
- Praetor Justin Sinclair is a man that few would dare to cross. He is known for having his hand in all matters within Praetoria and is trusted by Emperor Cole himself to run various covert operations, both in Praetoria and outside of it.
1. Sinclair created his own strike force of just six. <rolls eyes> Theyve gone rogue (catchy name). Two attacked Praetor White (one is dead the other fled). Keep Sinclairs name disassociated with Project Phoenix. Sinclair has to deal with Tilman who kept his group secret from the seers, but thats now biting her since folks want to know why the Seers didnt see this coming. Killed Basilisk. He has note on him to contact a BV thru Static. All she says is Hello? Sinclair goes nuts. He reveals its Belladonna Vetrano, who was once a member of the Phoenix Project and his star pupil. He sent her to kill Vanessa Devore and never came back. Thought dead, she turned up a powerful Resistance member whos locked horns with Sinclair ever since. Now she is turning the rest of the Phoenix Project.
2. Sinclair has to help Tilman again with something to do with interference from off world psychics. Go get Cockatrice. But hes not there. Instead, BV TPs out and you have to deal with Resistance ambush. She clearly was hoping to get Sinclair. Sinclair then reveals he saved BV at the age of 19. He took her from the wilds where they were in constant danger from the DE. Her parents didnt want her to go. Shes such an ingrate.
3. Get Gorgon, former Syndicate who has gone back for the aid of another Syndicate person. Riptide will help. Poor Sinclair, he saved them all cause he knows best. Defeat Adept Pham and Gorgon. Gorgon dies happy to know he was out of Sinclairs grasp who was a total control freak.
4. Cockatrice is going to try to free his sister from the Seers. Kill him.
5. MORAL CHOICE: Take BV in or not. [Call Scott: Hes OK with you defeating BV since it will raise your status and make you more valuable to work against the Loyalists from within. But, if you save BV, it will be their gain since you work more openly for them. Your choice.] I chose to free BV because Sinclair is such a *****. I tell him she escaped because of the stupid PPD.

Dr. Hetzfeld (he hates Neuron)
- Mad Scientist Dr. Hetzfeld is a brilliant, albeit mad scientist. Such is his disdain of Neuron's position as Praetor of the Sciences the Hetzfeld has taken to modifying his own mind and body to put him on a more even footing when it comes to physical capability. He still believes himself to be the superior scientist, and will stop at nothing to prove that to the world.
1. Science! Hes gonna expose to the world that Neuron created the Ghouls. Go to tunnels and grab a few Ghoul specimens. Dr. Helix used to do that until she never returned. In mission, kill lieutenants and their posse. Ghoul horde incoming.
2. Suddenly, you have a plan. You tell Hetzfeld to shut up and listen! Tell him that exposing Neuron isnt enough, use your science to improve on his science, then use it to attack Raymond Keyes (Anti-Matter). That would end their détente and start an all out war between them. Then strike while theyre weakened. Mission: Defeat 10 of Neurons CW. (Go around Tram station). Attack an Anti-Matter facility, dropping off a destroyed Neuron CW in the process.
3. Hetzfelds autopsies of the Ghouls show they have increase abilities but the metabolism is burning them up. Still havent cracked what the restraints do or why Neuron keeps producing so many of them. Time to investigate one of Neurons labs. Attack nearby forcing Neuron to defend on two fronts (Anti-Matter and us) thinning his troops. Then you can get in. Mission: Download data from a local lab. Wait 2 minutes for the download. Enjoy the waves. Oh, wait, its really a 5 minute download. Next Mission: Steal data from Neurons lab again, this time, erase evidence you were there.
4. Neuron has developed a more advanced Ghoul. Get specimen. Hetzfeld has told Resistance that theyre freeing imprisoned Resistance members, but, theyre going to find advanced cyborgs instead. In the confusion, put teleporter devices on the cyborgs so that Hetzfeld can study them. Bwa ha ha. In mission, one of them muttered destroying Freedom Corps.
5. Hetzfeld is improving on the Ghouls and incorporating the cyborg tech. Now he wants to use you as a template. So, go and beat up on one of Praetor Whites Top Dogs so data can be collected how you operate. In mission: Fight Riptide. But, at 25% health he stops to talk. You find out youre both being set up against each other by Hetzfeld. Time to turn the tables. DIE! Upon completion of this mission, if youre a Loyalist, Bobcat will contact you.
- Souvenir: Hetzfelds Research Data. This is a compilation of the late Dr. Hetzfeld's research on genetic and cybernetic advances built on top of Neuron's numerous creations. Since the good doctor was kind enough to die, this valuable data was thankfully left:
For The Taking It all began when Dr. Hetzfeld promised to elevate you into the highest echelons of Praetoria's elite if you aided him with his research. The doctor had long been a rival of Neuron's and was convinced that he could take Neuron's failed genetic experiments, the Ghouls, and significantly improve upon them. But he needed you to get him a few test subjects, and so you were sent down into the tunnels to find suitable specimens, like some sort of Igor to his Dr. Frankenstein.
When you returned you took control of the situation and suggested restarting hostilities between Neuron and Anti-Matter. The ensuing conflict would clear the way for you and Hetzfeld to prove your worth over them and gain you great praise in the eyes of the emperor.
After smashing a few of Neuron's Clockwork you took one of them to one of Anti-Matter's laboratories and smashed the place up, leaving the Clockwork behind as evidence. The ensuring conflict between Neuron and Anti-Matter wasn't perfect, but it was enough to allow you to raid one of Neuron's labs. You stole some critical data using a data downloader provided by Hetzfeld, though ran into an unforeseen snag during the raid which you were able to overcome.
With the data, Hetzfeld admitted that Neuron's latest experiments were far more advanced than he'd thought, but he had already identified several areas where he could improve upon them. He wanted you to raid one of Neuron's facilities and steal every last cybernetic experiment using teleporter beacons to transport them back to Hetzfeld's laboratory.
With the cyborgs being worked on, Hetzfeld gave you a task right up your alley. He wanted the best combat data you could provide, and since you are the best in the Top Dogs only another Top Dog would pose a challenge for you. He sent you down into the Tunnels to kill a traitor in the Top Dogs, the resulting data would be used to train up his new super cyborgs. However, when you encountered the other Top Dog in the tunnels it turned out to be Riptide, and he was sent by Hetzfeld on a similar mission to kill you, and with one of Hetzfeld's data recorders as well. The two of you agreed to betray Dr. Hetzfeld before he could betray you, and so split up to catch Hetzfeld unawares.
You entered Hetzfeld's laboratory where he wanted to show you the progress he'd been making on his super cyborgs and, as you expected, attempted to murder you with the creatures. Unfortunately he had a minor oversight in programming them follow his every command and the first batch cut thier own life support systems when Hetzfeld shouted 'Die!'. Luckily, Riptide arrived just as Hetzfeld's second batch of super cyborgs arrived on scene, and the two of you eliminated the doctor leaving his valuable research behind and for the taking.Bobcat (needy catgirl)
1. Aw, Neuron broke up with her and now shes going to show him what he threw away. To relieve stress, she wants to hunt, but Neuron wanted her to hunt for him and shes not about to do what he wants. How about if you hunt instead then shell give you an introduction to him. Sweep 5 syndicate to find location of Shen, a Syndicate splinter leader. Told hes at Kantir Corp, but find Vincent Case instead, a rival you were tricked to take out. So, Sweep 10 Syndicate. Find Shens real location. Hes protected by a crazy group of 88 friends. Theyre weakened foes.
2. Bobcat thinks Neuron wanted Shen for the money. Money! Lets rob a bank. Costume change + Killable citizens = Fun! But it turns out Neuron didnt want the money and thought the robber was dumb and hes going to pull strings so that it can be returned without charges. It turns out that Neuron wanted Shen because hes a psychic, which Bobcat an idea!
3. Sweep 10 Syndicate. Kidnap Melody Graves. Melody is found fighting an Arachnos Widow!
4. Neuron didnt appreciate the gift of Melody Graves, hes looking for a specific psychic named Simon. Bobcats on the hunt again! Off to the slums of Lambda Section. Lazy Catgirl v. Renegade Psychic. Introduced to Neuron.
- Souvenir: VIP at Studio 55. Being friends with Bobcat has its perks, one of which is being on the VIP list at Studio 55. You never have to wait in line thanks to you and Bobcat being:
Best Friends Forever You first met Bobcat at Studio 55, lounging on a couch. She'd mentioned how upset she was at Neuron for making her go and do stuff, like she was some sort of employee. She said she'd introduce you to Neuron if you helped her out with what he'd asked her to do. The task at hand was the apprehension of a Syndicate psychic named Jon Shen. You questioned the Syndicate about his whereabouts, and after being duped into taking out one of his rivals, you located the man and brought him in.
Bobcat continued to voice her opinion about how little Neuron, her on-again-off-again boyfriend, respected her. She vowed to prove to him that she was worthy of nothing but respect. After deciding that Neuron was really interested in Jon Shen's wealth, Bobcat suggested robbing the Imperial Bank of Praetoria. You went along for the ride, after all, it was her idea and who are you to argue with the girlfriend of a Praetor?
The bank robbery went splendidly, Bobcat's presentation of the cash to Neuron did not. Flustered, the poor thing pouted on her couch and asked you to apprehend another psychic since that seemed like the only thing Neuron was interested in. You tracked down another Syndicate boss by the name of Melody Graves and captured her, along with the bizarrely dressed woman in red she was having an arguement with. Both women were apparently strong psychics.
Neuron's reaction to this latest catch was a little more positive, thus giving Bobcat a little more confidence in herself. Realizing that Bobcat just wanted to be useful, Neuron instructed her to use her excellent hunting prowess to track down an elusive telepath by the name of Simon. You and Bobcat tracked the man down in the slums of western Neutropolis, and after a tough battle apprehended him. With Neuron pleasantly surprised, Bobcat took him back and proclaimed that you two would always be best friends forever.
Neuron (WMDs mad scientist style... what can go wrong?)
- Praetor of the Sciences Praetor Berry, also known as Neuron, the fastest man alive, is the man in charge of the Science Academies of Praetoria. Capable of multi-tasking on a level unheard of, Neuron handles the job admirably. Though he is responsible for many great and marvelous breakthroughs, he is also responsible for some of the greatest atrocities imaginable. To him, the end results justify any and all means, and he pursues any and all means.
1. Neurons building super soldiers. He already has Simon (the guy you captured with Bobcat) and studying his psychic brain pattern. Now you need to get (i.e., steal) Anti-Matters cybernetic brain hes been working on. Oops, wrong passcode, 5 minutes before a deepy puple Anti-Matter shows up. Neuron lets on its for some Warworks prototype.
2. Help the prototype, called Olympians, learn combat by fighting them. After the test, the Olympain went crazy and started attacking you mentioning something about targeting Freedom Corps, what ever that is. Neuron lets out that this new prototype soldier will go into mass production and replace all super powered folk. Hes also annoyed that the brain he stole from Anti-Matter wasnt good enough.
3. Steal Limbo Device from Syndicate (who are using it to mask visitors from out of town (that means Arachnos)).
4. You suggest a good field test would be a Resistance attack against the Magisterium. Neuron agrees and sets it up . In the meantime, youre not happy with super soldiers replacing Powered folk, including yourself. Maybe Anti-Matter would like a piece of this. He agrees and suggests you invert and boost the power of the Limbo device driving the Olympian insane. Take an uplink device and install it on IVy. Go to Neuron and watch the TV report of the attack. Resistance overwhelm the Magisterium, no Preators are around, and the Powered folk are also overwhelmed. Then the Olympian, a Cole look-alike sweeps in to change the tide. Then he goes berserk and attacks everyone. Neuron freaks out. You reluctantly agree to go and fix things and defeat the Cole imposter.
5. MORAL CHOICE: Neuron will destroy the Olympian, but will continue on his super soldier plan against Coles wishes. Go and disconnect the Olympian from life support for now. Chose to report this to Cole or to blow it all up. I chose blow it all up (Resistance).
- Souvenir: Coles Helmet. You kept the Olympian's helmet after defeating him. You keep it as a trophy to remind you of the minor bit of subterfuge that transformed you into:
A God Amongst Men It began when you met Praetor Berry, the eccentric super hero known as Neuron. You had valuable data recovered from the late Dr. Hetzfeld's laboratory work on Neuron's failed experiments along with delivering the psychic known as Simon Omega. Neuron saw fit to include you in his latest task, which was to build a copy of Emperor Cole, codenamed: The Olympian. All he needed was a cybernetic brain to be unwillingly donated by his rival, Anti-matter. When you went to steal the brain, however, the containment crate it was in malfunctioned and destroyed it, so you grabbed the next best thing and escaped.
With the wrong brain installed, Neuron's experiment went haywire. You were forced to destroy it rather than let it run lose and potentially go on a killing spree in Neuron's Reach.
Neuron decided that he was going to abandon the artificial brain angle and use Simon Omega's brain instead. He needed a Limbo Device, however, to prevent Omega's consciousness from gaining control of The Olympian. You took such a device from the Syndicate who were using it to mask themselves and their out of town guests from the Seers.
Neuron installed the brain and was so confident that it would work he wanted to do a live fire test. You suggested that he organize a Resistance attack. While he busied himself with that you took it upon yourself to ensure that the Olympian would fail. After all, a world filled with Cole clones didn't need people like you, and that just would not do.
You spoke to Anti-matter, extending the olive branch of humiliating Neuron in order to secure his aid. With Anti-matter's help you were able to have The Olympian's Limbo Device be set to reverse polarity at a critical moment, thus driving it into a fit of madness.
As the Resistance attack on the Magisterium commenced The Olympian arrived, started fighting, and then went berserk. Neuron came unhinged and in a panic agreed that you were the only viable person to send to stop The Olympian before things got completely out of hand.
Your arrival was heralded by exclamations and cheers from the people. You faced off against The Olympian who was now too weak to stop you, thus saving Praetoria City and proving to the world that you are a god amongst men.
- Moral Mission Souvenir: The Sleeping Emperor. You remember walking into Neuron's lab and there, floating in a stasis tube, was the spitting image of the Emperor, Marcus Cole. But you knew that it was not him. It was a being called The Olympian, a genetic copy of Marcus Cole created by Neuron. That he looked identical to the Emperor was not a coincidence, it merely showed that Neuron's belief was to take:
Pride in Your Work After defeating The Olympian on the steps of the Magisterium, Neuron was in a panic. He knew that Emperor Cole would be very displeased in the rather public failure of Neuron's latest test, and that sentiment was an understatement. The political spin doctors had already been announcing that what had transpired was actually a Resistance plot that you had thankfully uncovered, but the Emperor's displeasure was still great. He ordered Neuron to halt The Olympian program and destroy the subject.
Neuron disagreed with the decision and proclaimed, to you and you alone, that he would do no such thing. Such was his pride in his work that he could not see that what he did completely undermined the Emperor's authority. He sent you in to destroy The Olympian as he was instructed, but had no intention of destroying his research data. What Neuron didn't realize is that, like him, you also take pride in your work..

Marchand
- Provost General of Praetoria Provost Marchand owes his life to the regime of Emperor Cole. His current power armor suit is what keeps Marchand alive - without it, he would live for only a few minutes before his entire body shut down. Marchand's main goal is to ensure the peace and prosperity of Praetoria and is willing to get his hands dirty to do so.
- The Rift Enclosure Spark Thug, as I'm sure you're fully aware, Emperor Cole is planning on a massive invasion into Primal Earth. As commander of the military, I would like to do my best to avoid any sort of conflict if we can. I know nearly every member of our military, at least the human ones, by name. If I can avoid putting them in harms way, all the better.
It is why I want you to act as an ambassador of sorts for us in Primal Earth. They all believe that all Praetorians are evil, that we seek to destroy them. With that mentality, it will be impossible for us to avoid any kind of war, which is exactly what Emperor Cole believes.
However, if we can show them that not all of us are evil, that we are just simply concerned about their chaos, then perhaps peace can be made. Completing this mission will send your character into Primal Earth and out of Praetoria. If you have any other business to finish in Praetoria, now would be the time to do it.
- The Rift Enclosure Through the Rift Enclosure beneath Keyes Island. It is one of the many projects that Anti-Matter has been working on. We currently have two portals beneath there. One of them leads to a location in Paragon City, the other goes into the Rogue Isles. The choice of where you go is up to you, though I would heavily suggest going to Paragon City. They will be the ones that can be more easily convinced that we are on their side, that some of us here in Praetoria do not wish to wipe them all out.
The Rogue Isles, on the other hand, is a place where only scum and villainy live. Arachnos will not see any reason, not until they are destroyed. To go to the Rogue Isles would not help anyone but yourself; it is only a place where one would go to seek to increase their own power.
I implore you to make the right choice, Spark Thug, if you truly care for the safety of Praetoria and Primal Earth.

Unfortunately, many people in Primal Earth still have the stigma that all Praetorians seek to destroy what we hold dear.
That is why we are trying to send more Praetorians through to help show the people that you all aren't some mythical monsters. Oh, I forgot to mention what we're sending you through. It is called a Rift Enclosure. It is a portal that temporarily connects this world to our world. We were able to build two portals. One that leads to Paragon City, the other to the Rogue Isles.
It's a gamble having a portal to the Rogue Isles, but we'll have to take whatever help we can get, even if it's from Arachnos. Are you ready to go through? Completing this mission will send you out of Praetoria and into Primal Earth. If you have anything left to finish in Praetoria, now would be the time to do it.
- Excellent! Your journey into the Rift Enclosure may not be an easy one. We've had to work on it deep within the underground tunnels of Neutropolis. Make your way here and we shall have everything set up for you to go.
Oh! I almost forgot. Motivation. That's a good thing to have, isn't it? Yes, we would prefer that you go into Paragon City. You can do the most good there and people would get the semblance that you Praetorians are a force of good and justice. The portal to the Rogue Isles... well, it is mainly being used by the Crusader types of the Resistance. While the Rogue Isles may be a bit more, hrm, how should I say, loose when it comes to obtaining weapons and power, going there won't help our war efforts a terrible amount.

Yo Spark Thug, what's up? Good to see you're helpin' us fight the good fight by goin' into Paragon City. I know a lot of them primes are hating on us, but if anyone is gonna convince 'em differently, it'll be you. I'll help catch you up to speed on what's going on over there in the Prime.
- What should I know?
First off, you got your classic case of baddies that run around in there. Your fascist types in the 5th Column and the Council, real bad folks. Your anarchists in the Freakshow, and then the monsters in the Devouring Earth. Yeah, that's right, they got their own version of Hamidon over there. Crazy stuff, yeah? Their Hamidon is kept in some sorta place called the Hive, while his monsters roam the city, tearin' things up. I guess their Hamidon doesn't have the same motivation ours did to go and take over the world, huh?
- … I guess not. What else?
If you're ever stuck and not sure of what you can be doin' over there in Primal Earth, you can hook yourself to a sweet police scanner and check out if anyone needs a hand. It's kinda like the Static, only you don't attract a horde of monsters when you use it. Pretty nice, huh?
You help enough folks over the police band and you'll be able to hook yourself up with some names who need your help. Oh yeah, police band reminds me. You gotta be real careful over there. Their police force is also called the PPD, but it stands for Paragon Police Department. Those guys are actually gonna be on your side when you're there. Better hope you're never in a fight that involves the two of 'em, huh? Can you imagine that? 'Incoming PPD!' 'Which PPD?' 'Our PPD!' 'Which one are you!' Could get bad, you see? Just don't freak out when you hear the PPD are comin', cause they're with you.
- Right, I understand.
Oh yeah, one last thing I gotta remind you about. It's a group called Arachnos. They're what you'd call the 'big bads' over there. Their leader, guy by the name of Lord Recluse, is pretty much the classic case of a 'bad guy' if I've ever heard of one. If you wanna earn yourself some big points with the folks over there, you should take the fight to them. It ain't gonna be easy, though. 'Side from being a Praetorian, you've already got another personal notch you gotta work on when you get there.
- What do you mean?
Well, according to what I've heard, there's a group called SAM who is reportin' that you've been causing chaos and destruction all over the place in parts of Primal Earth. Don't ask me how that's happening, it just is. If I were you, I'd handle that whole situation as soon as you get in there. Last thing you need is some evil clone of yours walking around, huh?

They dragged me off of Neuron's tower and into the tunnels. They risked everything to help me escape. I was able to finally speak to Jennifer, face to face. It.. helped, Spark Thug. Helped my resolve. Jim and Jennifer are going to do their best to help the Resistance. I know now... that I can never go back to my life with her. But I'm going to do everything I can to help the Resistance. Jennifer is happy with Jim now... I need to make sure that they stay happy, and that no one else suffers what I have.

I took the time to fill in the blanks for this guide, since Zombie Man so graciously took all that time and put forth such a great effort in forming it. Yes, my frustrations from these two arcs stem from running them both on a DP/Rad corruptor with no stealth capability. The psi blasting Seers were HARSH.
Dr. Steffard (Neuroscientist by day, Cutter Cain by night!)
- Neurologist and Cybernetics Expert. Dr. Steffard is an expert on super powered physiology as well as a specialist in cybernetic implantation and neurology. He is a well known face amongst the Powers Division as he is one of the senior medical officials on the examination board which checks out each new member of Powers Division before admitting them into the organization.
1. Dr. Steffard recruits psychics into the Resistance. Well, hes run into a Seer, who has recently freed herself from the Seer Network, that seems to be a bit too dangerous for him to approach alone. Apprehend Seer 0293 (he gives you her location and a neural restraint ) Defeat T.E.S.T. Provost. (Lead out Seer 0293)
2. Escort Steffard to an understanding member of the Syndicate: Maxine. Fight off some insane Ghoul horde, about 10 waves (more or less I was too busy shooting Ghouls. Damn things.)
3. Help Steffard prove his theory behind the range-increasing, power-reducing implants placed in Seer 0293s head by collecting evidence from the M.I.C.I.R. building. If you cant stealth this, clear all in your way. Get the glowie, defeat the Lieutenant-grade Visionary and get out.
4. (Loyalists can call Marchand before this mission.) Turns out the implants made the Seers into command and control modules for the Ghouls Dr. Steffard wants no part of this and wants you to destroy any Seers equipped with such implants and all the data relating to it. Find out Seer 0293s real name is Rebecca and that she is doing just fine. Defeat 4 experimental Seers (they will all summon a Ghoul of varying strength: 1 hunter, 2 Painted Ones, 1 Manslayer) and a couple of them might summon a T.E.S.T. Ranger. Destroy the mainframe and collect your 2 merits. Rebecca eventually dies from the ordeal.
Seer 1381 (Unplugged!)
- Unwilling Seer. This Seer appears to have disconnected from the Seer Network.
1. (Loyalists can call Marchand before helping Seer 1381.) Release Seer 1381 from the Network. Find Seer 1381s capsule (random glowie in mission) to free her from the Network. I got a 2 minute timer after defeating a couple of Clockwork and I think clicking on the second incorrect capsule. Hurry and find the correct capsule, timer disappears when you do, and get out (DAMMIT no mission exit buttons on these!)
2. Search PPD archives for any information on Seer 1381. Run in, flash your Powers Division Im Loyal to Emperor Cole badge and get the info (which just so happens to alert every single officer standing around in the map to kill you. Just run back to the door already, or if you prefer, stay and fight all the cops in here. Not worth it really. This arc really is a PITA already.)
3. Somehow, Seer 1381, AKA Katies, dad got himself thrown in jail. Now, Katie wants you to bust her good ol dad outta jail. Henry Douglas is locked up in the BAF (ugh.) Katie teleports you into the hospital facilities (fortunately, so you dont have to worry about actually entering the BAF the hard way!) Fight through some PPD guarding several BAF prisoners. Find Henry Douglas and lead him out.
4. Rescue Katies mom. This time, Katie helps you out. Fight some PPD mobs, then take on Seer 0001. Turns out Seer 0001 is Katies mom, and calls for backup at quarter intervals. She wanted Katie to stay away, because Seer 0001 doesnt recognize her own daughter.
5. (Loyalists can call Marchand before starting with this mission.) Deactivate the Seer Subnet. Blaze through a couple of Seers (Mindshadow and a Tracker), and then - MORAL CHOICE: Resistance members will shut down the Subnet, Loyalists will think of the Syndicate and Destroyers running rampant without the Seer Net and leave it turned on. I deactivated the subnet, and fought three spawns of T.E.S.T. teams and deactivated 3 console glowies. Also - I can't remember if the mission text before accepting this mission actually tells you this is a Morality mission. That or I didn't look. So if you plan on betraying a side, you'll know this mission is a morality choice mission!

Mission 2 & 3 from Steffard's arc and mission 2 from 1381's arc were the most difficult for my poor DP/Rad corruptor ... mostly because I didn't know what was going to happen. Also, 1381's final mission being a morality mission kind of threw me for a loop, as I stated I can't remember or didn't look to see if it was the morality mission. I believe as you progress through Praetoria, running certain tracks, that dialogue will disappear from mission text. I'm not certain of this, either, yet I have my suspicions.
I did enjoy myself though - I got to help fill in the blanks for an already GREAT guide through the Praetorian story arcs, even though it wasn't asked for. If you don't want to enter Praetoria blindly, like so many people did when it launched, this is the authorative guide to the new content. It will also allow you to take one of the more stricter alignment paths and play the opposing side's content (yes you can play Loyalist and run Crusader arcs...just gotta know when to stop, or start...and when to betray or stay loyal to your cause!)
Cool guide! I missed several of these contacts the first time through (outleveling, and completed Kang before I completed Steffard, dangit!)
One thing I noticed, and I'm not sure what exactly happened or if anyone else can confirm same, but while in progress on Neuron's arc (and having xp disabled, so no outleveling), at some point after completing Dark Watcher's arc and completing the Crow ---> Calvin Scott arcs, Neuron wouldn't talk to me any longer, and so I couldn't complete his arc. I'm guessing it was the completion of Dark Watcher's arc (since you end up interfering with Neuron's plans at the end) and not the completion of other resistance arc that did it.
I was still able to do the Mother Mayhem and Anti-Matter arcs, so I don't think it was switching back to Resistance at the end of Scott's arc that did it, either (though that's a possibility; I was Loyalist when I first started Neuron, but I was also Loyalist when I first started Mayhem and was able to finish that and Anti-Matter even as a Resistance, but Neuron still wouldn't give me the time of day.)

I've had this happen to me ... starting off Resistance, betray them to work undercover against the Loyalists, switch back and lose any access to the Powers arc I had started on. It's a slippery slope doing these arcs.

A more detailed guide would list which actions definitely 'will' remove them.

That said, one contact eludes me - Noble Savage. I have no idea if you can get missions from him, or if he even HAS any missions to give. I know you can get him in your contact list by talking to him in the Neutropolis Resistance Base, but he's never given me any missions.

No one has been able to unlock him for a mission though his brush off text sounds like you outleveled him. It's an oddity. As mentioned above, he shouldn't even be appearing in the Resistance base until you do a certain mission which brings him into the folds of the Resistance.

Thanks Zombie Man for this great post I have this book-marked so I can come back to it and get the locations of contacts so I can find them even though my contact won't send me to them. There are a few little things that would like to mention as I don't seem to recall seeing them in your post.
1) Undercover work - you can work as Undercover for the Loyalist OR the Resistance. The way this works is that when you choose which side to work for (Loyalist or Resistance) when you exit the Tutorial or when you choose to skip the Tutorial. Example - if you were to choose Resistance when you exit the tutorial, you could do under-cover work for the Resistance when doing Loyalist story-arcs. If you want to be a Loyalist under-cover against the Resistance, you would need to choose Loyalist when exiting the Tutorial. Even if you switch sides later, you still can only work under-cover for whichever side you selected the first time.
2) Hidden Storyline for Under-cover Resistance:
IF you are under-cover Resistance doing the Loyalist Responsibility arc in Nova Praetoria, when you get to Moral Choice from Cleopatra (she sends you into a trap, you survive, and Interrogator Washington contacts you).
After you get the information from Interrogator Washington that she is an under-cover member of the Resistance - BEFORE you enter the mission to confront Cleopatra - you can call Calvin Scott even though there is no message to do this. He will basically tell you to kill Cleopatra since she blew her cover and saving her would blow your cover.
If you choose Resistance anyways (saving Cleopatra by killing Interrogator Washington), you can choose to tell her that Calvin Scott told you to kill her. Her response to this piece of information is interesting, to say the least!
3) You be sent to see contacts that have been removed. I wanted a character to complete ALL the arcs as under-cover Resistance. Here's what I did:
A) I choose Resistance after completing the Tutorial.
B) After Completing Praetor White, I went straight on to Interrogator Washington, completed this arc and choose to stay Resistance (saving Cleopatra). This removed Interrogator Washington.
C) Then I completed the Resistance Warden arc and choose Resistance, then I completed the Resistance Crusader arc and choose Loyalist (so I could do the Loyalist Power arc in Nova Praetoria).
D) After becoming a Loyalist, I gained Provost Marchand as a contact and he gave me the option of going to see Interrogator Washington or the Deputy Assistant of Information.
E) I wanted to see what would happen if I went to see Interrogator Washington - so I choose him. I got sent to his location, but he wasn't there to allow me to complete the mission.
It took a while to convince the GM that Interrogator Washington wasn't there for me even though he could see him.
I hope this little bit helps.
Avoiding Chain Blockers:
More detailed possible conflicts: Avoiding Outleveled ArcsIn short, if you do everything you want to do in one zone before preceding to the next zone, then you only have to follow these two rules:
The three zones of Nova Praetoria, Imperial City, and Neutropolis are 1-10, 10-15, and 15-20 with regard to the street-level spawns. However, that is *not* the level of the contacts. The contact levels are 1-10; 8-15; and 12-20. And so, you'll get introductions to contacts in the next zone at levels 8 and 12. Now, you don't have to go to new contacts immediately, but be careful in that you can outlevel them.
Now, if you're used to how CoH contacts work, you might be saying to yourself that if you start an arc, you can always finish it, even if you outlevel it and the foes start conning 'grey' to you. That's true in Praetoria, too. However, the Moral Choice mission is its own arc (an arc with one mission). So if, for example, you're running Cleopatra's arc and turn level 11, you'll be able to finish the arc, but then she won't talk to you to get the Moral Choice mission, since that's a new arc and you've outleveled her.
If you want to do all the missions of a zone, then you'll need to go into options and turn off gaining Experience Points at levels 10, 15, and 20. (But you can still access the mission to leave Praetoria if you go above level 20.)
