Include tailor in tutorial
I like.

But then there is no reason for the Halloween Salvage or having the Arachnos/Hero mission.
I'd prefer it if there was a tailor in the tutorial. A free one, so that you can make last minute changes to the costume 'in the air' as it were. The ammount of times I've taken a costume out of the editor, then noticed all the litte things that are 'wrong' is staggering.
GG, I would tell you that "I am killing you with my mind", but I couldn't find an emoticon to properly express my sentiment.

OP, I approve of this idea. consider this signed.
Yeah, I can't help but also find a lot of little things I did wrong after just making a character. I get this, "oh ****, now I have to level 10+ levels before I can fix this."
Miss Californium (traps/rad def) is certainly a fashion model. Who can blow **** up with her eyes. (And to think I originally dismissed the "tin crown" hat as never-useful...)
Don't the Trainers talk of icon/facemaker?
Actually, they should make Icon/Facemaker contacts pop-ups when you hit the right levels.

For my 2 inf, I would be very happy with a tailor right by where you start - preferably the city zone rather than tutorial since there are players that skip the tutorial.
So many times in my experience I will find some flaw I missed like make an outfit only to see it doesn't look right running around or forget to recolor a powerset to the same as the other or there is the combat aura on, etc.
Anyhow, it would be nice to fix up those little details rather than later on.
I'll always sign these long standing suggestions:
1) Tailors in tutorial zones.
2) Adding a new "plain clothes" costume slot (which would be dedicated for that the way the VEAT uniform slot is)
I'm not necessarily against the idea of having tailors right where you start in the starting city zones (i.e. Atlas Park) but since we already have one in Pocket D (which many people have access to) if they also gave us tailors in the tutorial zones then I think those two together would be enough to cover most people's needs.
I also might as well mention what I want here:
We need to be able to purchase extra costume slots like you can in Champions Online. This game is superior to Champions Online in most ways. But one thing they do better is allow characters to have as many slots as you want at any level. You can have a level 5 character in that game with a dozen costume slots if you wanted.

What level 50 slot? You have the opportunity to run costume missions at 20, 30, and 40. Soldiers of Arachnos are given another mission they can run at 10, and Halloween salvage can earn an additional slot for anyone at any level. (So, 5 total for non-Arachnos, 6 total for Arachnos. Of course, the user interface doesn't give you any means to modify your 6th slot.)

Early on there was a 'review' of City of Heroes and the writer adequately described CoH being about punching people in the face while looking good. Character customization is such an integral part of the game that I think it is a waste that it isn't introduced right of the get go.

Oh but there is Blueside. Atlas Park, Vanguard Base. You have both the reg tailor and the plastic surgeon there.

It doesn't really help the redsiders though...

Redside...tailor hmm i tend to do the following with a new villain at lvl1:
1) Get partner to invite new toon to SG and send me 20k or so inf (we share our inf)
2) Go to GV and buy a jetpack
3) Self Destruct, go back to base nab some Halloween salvage and go to Nerva to turn it in
4) Get myself killed, go back to base and go to Cap
5) activate Jetpack and fly high as a lvl1 and drop in on the Facemakers
Easy once you know how and yes im aware it requires a fully functioning base but if you do mishes in PO and get the jetpack from the bank its still doable

But I think most people would consider all the "hoops" you just described to be tedious at best.
Having tailors in tutorials and purchasable costume slots would change all that.

I'm all for adding a tailor to the tuorial and for more costume slots, but not for any sort of limited 'plain clothes' costume slot. Its not needed, if someone wants to have a plain clothes costume, they can use a regular costume slot. No need to try and force that on anyone.
Always remember, we were Heroes.

People could use them for any purpose they wanted.
But if for some reason the Devs of this game can't/won't ever do that then as a lesser alternative I would not mind everyone getting a new dedicated "plain clothes" slot. Getting a new albeit limited costume slot would be (at that point) better than nothing.

My search-fu might be weak, but I only found this thread (http://boards.cityofheroes.com/showthread.php?t=189317) that suggests something similar but it doesn't quit hit what I am thinking about. Apologies if this is old news...
I believe character customization is a big part of the CoH/V experience. Secret identities are also a staple in superhero comics. That leaves the question as to why this isn't tackled in the tutorial. My suggestion:
1. At the end of the hero tutorial suggest to the new hero that they should better establish their secret identity and send them to a tailor (located either in the tutorial or in Atlas/Galaxy)
2. Upon arrivial players receive a new costume slot and a 'plain clothes' outfit (a few choices in style/color might be nice but anything mundane would do)
3. To be in line with the linked post above players might be allowed to tweak their original costume for free
For villains it would be a trip to a facemaker with the suggestion to blend in a bit better after just breaking out of the Zig.
This would introduce new players immediately to the costume slots & tailors and allows them to include varying costumes for their character from day 1 and not just after level 20. Anybody agrees that this might be a good idea?
