You need Going Rogue to be able to change sides though. If you do not have access to Praetoria then you can't switch sides.
If you just have CoH/CoV then you will have the benefits of Issue 18, but without the specific things that Going Rogue brings.

My experiences so far have led me to believe the side-switching will be more a part of i18 than GR, and you won't need access to GR to switch sides.
I understand that the whole idea of GR is the side-switching thing - but I was under the impression that if you didn't buy GR you wouldn't be able to visit Praetoria, but would still be able to switch sides.
Unfortunately at this point I'm not allowed to discuss what gave me that impression.

My understanding is that you will still be able to get "Tips" from foes L20+ in Paragon and the Rogue Isles, but unless you purchase Going Rogue you will NOT be able to change alignment.

Without purchasing Going Rogue you will be able to do Tip missions, however you will NOT get the Morality missions which are required to move your character from one alignment to another. For you, Tip missions would be treated similar to newspaper/radio missions. Just extra content.
Players who do Tip missions WILL still receive credit on their Tip progress meters, so if you purchase GR after doing 10 Tip missions you will be able to do a Morality mission right away.

You do not need access to Praetoria to switch sides. Praetoria and side switching are separate. Praetoria contains the new starting zones, 1-20 content. Side switching is accomplished through Tip and Morality missions, all of which are done in the regular zones and are levels 20+. You can do up to 5 Tip missions per day, which are dropped in the course of your regular leveling, and once you have completed 10 Tip missions of the appropriate alignment, you'll get a Morality mission drop, and completing that will change your alignment.

As Derangedpolyglot pointed out earlier in the thread, we have a developer quote saying only those with Going Rogue can change alignment. Now, whether they need to access Praetoria or not is a different issue, but since both the ability to alter alignment and the ability to visit praetoria both require Going Rogue it seems a moot point.

The person I was quoting said you need access to Praetoria to change sides, which can be misleading, possibly indicating to people that you can't switch sides without your character actually going to Praetoria. I never said that you didn't need GR to switch sides, I was just trying to clarify that the two features are independent of one another.

Once you complete your first morality mission you can visit the other side and continue tip missions. Once you complete the second morality mission you have switched alignments. All without Preatoria.
Once you finish that second morality mission you see a string of badge rewards which is essntially your hero badges being converted to their villian counterparts or vice versa, and that happens at the mission door as you exit.
I've looked through the FAQ and done forum searches, but I can't find an answer to this very basic question.
If I don't purchase GR will I be able to have characters switch sides? Is it a feature of only Going Rogue, or is it a new addition to the basic game?
I understand that I won't be able to visit Praetoria, and I get that, but will I be able to take existing characters and change their alignments? I want to purchase GR, and probably will eventually, but I'm not sure I can fit it into the budget for a bit.
