I think only people currently in the Going Rogue closed beta could answer that, and they're prevented from doing so by the NDA.
We do know there will be new Costumes. So that could be what they mean by customization.
More Weapons for the Weapon customization could also be included.
Plus the new new powersets.

I just read something about it where they said more customization will be available. Are they talking about more powers being customizable?
