What to pair with Claws?
I'd say WP or Invul since both are fairly sturdy and both have aggro auras.
I am an ebil markeeter and will steal your moneiz ...correction stole your moneiz. I support keeping the poor down because it is impossible to make moneiz in this game.
I'd recommend Claws/Invul. The aggro aura is extremely strong and, as long as you're the first to jump in and don't use Shockwave, you're going to hold most of the aggro just fine (and there's always Focus for that occasional out of range bad guy).
I'll throw another vote for claws/inv. WP's taunt aura is pretty dang weak and as a scrapper you would be struggling to hold it against the massive firepower coming from a nova form PB and a blaster. Hell, even with Inv you're going to have to work at it.
Invincibility + spin + eviscerate should get the job done, though. However, once that PB turtles up into dwarf form and starts taunting, forget about it. Let him tank and between the two of you the blaster will never get a hit in on him.

I was going to suggest Super Reflexes until I saw that you wanted to tank. So I'd suggest Claws/Shield Defense... oh, if only it were possible, the fun we could have. Willpower's aggro aura is pretty so so. I think you could make it work well enough, but as an occasional player of Blasters, I'd prefer you have a stronger aggro aura. So that pretty much leaves us with Claws/Invulnerability, like others are suggesting. Should do the trick just fine.

I'm going to vote strongly for Invuln, it was my first character ever to make it to a travel power and I love her more every day going on 5+ years.
Also, Elec armor. Holy hell is it fun on scrappers

I have a 50 in every AT, but Scrappers and Dominators are my favorites.

Wolverine says REGEN.
Wolverine sucks at tanking and falls down a lot. Sure, he gets back up, but in the meantime his teammates get their butts kicked.

If you weren't interested in tanking I'm a big fan these days of claws/fire with as much recharge as you can get.
Recharge gives is good for getting your heal back faster, getting you double stacked follow-up which goes great with blazing aura... it gets rise of the pheonix up faster, too.
The only difficulty I have when playing my claws/fire scrapper is that I can't shake the feeling that I need to have HUGE CLAWS... the skins available aren't intimidating enough for the look i'm going for... Instead of something you use to slice tomatoes, i'm thinking of something you pull with a tractor.
Anyway, the OP wants to tank for non-buffers... /Invul and /will are pretty good suggestions.
I gotta make pain. I gotta make things right. I gotta stop what's comin'. 'Least I gotta try.
Claws/Invuln, definitely. I've played the combo to 38, and it's very solid. Tough, kicks plenty of ***. Very little end trouble. Squishy for the first... 20 levels or so, and has to watch out for elemental damage till about 30. Solid combo, overall.
@Shred Monkey: Try using Legacy Claws combined with the Large Robotic gloves. I have that on my Claw Brute and it looks a good deal chunkier than your average claws.

I would also vote for Claws/Inv.
Oh yeah, claw/inv.
Mine is 50, setted up, and my fastest slayer on +2x8 by a wide margin.
Followup/focus/spin until nothing is left but bosses, then wittle them down with mah pathetic ST damages, on to next spawn.
It is...nice.
Be warned though, invuln is a tough slog to level, but holy moly, is it worth it once you get there.
If you want an easer ride up, /wp is way easier and plenty tough, at the expense of no aggro aura at all.

I've been eyeballing that combo with maxed-out +rech for a couple of days now, is it as nasty as it looks on paper?
followup/focus/spin + a near-maxed blazing aura should be...nasty.
Also, you want something bigger and nastier than the Rularuu claws? 8|
Yikes
I would say Claws/Inv too

I can see building a toon with poor ST damage in favor of AoE, so while poor Claws/ DPS is unlikely, it is possible. /WP does have a taunt aura in RttC, though it isn't as good as /Invuln's.
I'm gonna disagree with everybody. I vote /SR.
another vote for Claws / Invuln.
In the case of invuln, I like it because it's relatively tough on SO's, and quite a few powers are passives, so it's not such much of an end hog.
If you are the type to focus on IO builds, Invuln is a good platform to drive perma dull-pain; or with it's defense debuff resistance, a good platform to focus on soft-capping defenses.
....ok, YOU try to hold aggro against a blaster and a PB with RttC. I'll be over here, laffin'.

You stated that /WP had "no aggro aura at all", which was incorrect. I was pointing out that it does, and even added in the caveat that it wasn't as good as Invul's taunt aura...
I think you are intentionally misconstruing people's posts.
I never said that you would be able to... I did recommend /Invul, as you may recall.

In my experience, RttC's taunt is irrelevant. It mainly let's you slot some cool sets. Treat it as a pure heal power, if you need aggro control, get it elsewhere.
Or are you next going to argue that the to-hit debuff is the best thing since sliced bread, omg!
Then why are you picking that nit?

Secondly, you did this same thing to Werner in the "What is the Strongest Scrapper" thread, so I am done here.
So, after yet another hiatus from the game I have returned. I'm looking at rolling a scrapper and I'm leaning toward claws because I've never got it past level 9. I'm stuck, however, deciding on a secondary. What's popular lately?
I generally run with as part of a trio with a Peacebringer and a Blaster, so I'd like something sturdy enough to play off-tank, especially when the Peacebringer wants to go Nova. It'd have to be something that can solo larger than normal mobs because neither of my normal teammates have buffs or heals, but then, what scrapper can't?
I recall my /Regen scrapper from ages ago being fairly tough to kill, is that still so? How well does Fiery Aura work for scrappers (I have instant access to a low-level -kb IO currently to fill that gap)? I'm also considering Electric Armor, but I've got a brute with that who is in the late 30s, so that'd probably lower on the list for me unless someone can make a compelling argument for it. What does it take to get Dark Armor performing well? I dabble in the market, so a decently large budget is ok, but probably not into Purple sets. Mostly, I like to play for concept and only /Regen and /Invul pop into my head as something I can work a concept into.
It would be important to get and keep aggro so my squishier minio--I mean, teammates can really unload, would I be better off driving a tank?
Thanks in advance to all who reply with helpful comments.
