It's hardly a wall of text. You used white space, paragraphs, capitalization and punctuation.
Yes, that should go without saying but true wall of text posts rarely use any.

OP, some things that helped me save some endurance while fighting:
Don't use AoEs on single targets.
Turn Sprint off while fighting. For that matter, turn travel powers off while fighting.
If you have any DoT powers, learn to gauge if the DoT will kill your target before firing another attack.

If you have the time to do some TFs, you can get those expensive IO pieces with Reward Merits.

Don't. Seriously. It may seem a lot of text to you, but it's really not. You're just expressin' yourself, man, so you don't need to stress out so much about how much - or how little - information you're giving us. This is a nice, meaningful manner in which to convey yourself, and nobody is going to be intimidated by this much text who's worth listening to.

My blaster uses fly as his main travel power so I keep hover on during battles for the defense bonus and usually to convert my knockback into knockdown. (Plus, it's just freakin' awesome to be raining down death on your enemies from above)
I'm an Energy/Energy Blaster so I have no DoTs. (None that I know of, anyway)
I'm fairly positive my entire problem is the lack of endurance reduction on individual powers. I must have been so concerned with maximizing my damage potential when I first played that I figured I could keep my endurance high with full recovery bonuses from sets. (Which is also because I had misunderstood the formula for the recovery in the first place, I know better now)
I haven't actually changed my build yet because the (seemingly) dead population on my main server makes playing the character extremely boring, so I started another character on a different server. I will definitely be going over this thread again and attempting to fix my build the second I get on my Blaster, though. Thank you all for your help and I appreciate the fast responses.

That's a good point, but the main problem there for me is that the declining server population makes it hard for me to find a team to do anything, really. Much less find TF teams to farm merits.

I can't speak for other servers, but I'm pretty damn confident that if Protector, a fairly low-population server, is that active, then the others are too. You just need to look in the right place...

Apologies for assumptions, but I did say it wasn't efficient. I didn't specifically say you were doing that. But sorry anyway.
EDIT: Oh, and using the search can be problematic sometimes these days. Lots of people out there on search hide to avoid bad PUGery and blind invites that might join if they see you on the server's channel, if you haven't tried that already.

I don't just sit in a single area and spam broadcast, I've spent days doing team searches, PMing every person listed, asking politely if they'd like to join a Task Force team with no luck on making a full one. I don't join SGs at random just to make money, either.

What server are you on? I know on Virtue I'm practically tripping over TFs (did about four this weekend alone) and got from 22 to near 32 in the process. Thank you, Virtue LFG Alpha channel.

I see that all the advice I was going to give is already there so I won't repeat it.
Just so you know that is in no way a wall of text. It is nicely phrased with appropriate breaks that make reading it easy.

Lots of people handle Stamina in different ways. I usually slot 2 EndRed IOs, a Performance Shifter EndRed and the proc, but if I can afford the slots, I may go with whole sets. Slot the Numina and Miracle uniques in Health. After that, there are several cheap sets that offer some bonuses, Thunderstrike, Cleaving Blow, and some others.
EDIT: Oh, forgot to mention that I still slot endurance reduction of some sort in almost every power, too. Just having Stamina alone doesn't eliminate that need.
