Storm definitely. Can't pass up Hurricane or Gale on a wind-based character.

I could see Sonic after storm.

I figure you could claim Wind for at least some of the Gravity set powers as well (as you get to throw junk around and could say that you are holding people in "whirlwinds" or some such.)

I have characters where I claim wind-powers for generating forcefields. Force Bolt and Repulsion Field both push enemies away, so you could claim that that was really wind as well.

Of course, I would want the Flight Power Pool and, probably, the Speed power pool as the 4th tier is Whirlwind.

It really comes down to how much you want to stick to how the power sets are named in the game.
I'm a character-conception player. So once I think up a concept then I try to find powers that meet what I intend for that conception.
There is a little give and take involved, but generally I am able to make a character that fits the conception rather well.
With power customization and being able to "color" powers you can change the look of a set a lot towards meeting your conception goals.

The only powerset that really has wind themed powers in this game is storm summoning (gale, hurricane, tornado, plus the rest of the set is nicely compatible with a wind theme even if the individual powers aren't wind themed), so you're looking at a controller, defender, mastermind, or corruptor.

Ice control has two sorta-wind themed powers - arctic air (PBAoE slow/confuse toggle) and shiver (cone slow). Ice blast has frost breath (sorta wind themed) and two weather themed rain powers. Fire blast also has a breath power and a rain. Those are the only sets I can think of that can go with storm summoning that also have any even vaguely wind themed powers.

Ice blast, electric blast, ice control and earth control are nicely thematic sets to match with storm, regardless of whether they have any wind-themed powers or not. Be warned though that electric blast is not the most powerful, and ice and earth control are very low offense control sets (albeit with good control).

Storm, for any AT that can have it.

Ice, Electric, Kinetic and even Gravity can also be used to simulate wind powers.

I feel Gravity/Storm might be an interesting choice; the transparent holds in the Gravity set could represent Wind, and two of the main attacks in the set are wind-like -- Lift tosses the enemy up and down, and Propel hurls debris into him and hits very hard.

My 2 cents:

I have an Ice/Storm controller in the low 40's with fly and he feels windy even without tornado and Hurricane(playstyle choices). Artic Air has a constant wind noise to it and gale/shiver are wind powers if there ever were any.

He's a fun character now but he was very painfully slow going for the first 32 lvls mostly solo. If you team alot or don't care about pace after 32 is cake.
A bit of an end hog too, but you can slot accordingly for that.

Definitely take Storm Summing. As far as the other power set goes, I'd suggest:

Defenders
Storm / Ice (probably the best fit)
Storm / Sonic (close second)
Storm / Electric (very thematic even if it Elec has no wind powers)
Storm / Dark (you can recolor the blasts to look like clouds, but several powers would need to be skipped to stay on theme)

Controllers
Gravity / Storm
Ice / Storm

Corruptors
same combination as Defenders

Masterminds
Anything / Storm, since the fact that your powers are wind based doesn't affect what kind of henchmen you choose to recruit.


Cascade, level 50 Blaster (NRG/NRG since before it was cool)
Mechmeister, level 50 Bots / Traps MM
FAR too many non-50 alts to name

I had a storm/elec defender that I made because I wanted a 'weather god'. Wind, Storm, Lightning, chaos. Energy Blast can also be colored to look like water, and Ice is a good fit as well.

For a specifically "wind"-based character, not as generically weather-based, I might suggest a Gravity/Storm controller. Gravity can be handwaved as not gravitational anomalies but holding them in place and throwing them around with whirlwinds, since the visuals are almost identical, Storm is obviously filled with stuff like Gale, Tornado, and Hurricane, and they go together pretty well. Gravity's AoE immobilize won't prevent knockdown, so cages + Freezing Rain will keep them from running out of the field but not keep them from flopping around like fish, and Wormhole will let you shove entire groups over to a corner where you can keep them pinned in place with Hurricane and Lightning Storm while they get ground into dust.


Rule number six of an empathy defender is NEVER underestimate a blaster's ability to die. I don't care if he has CM, Fort, both RAs, bubbles (both FF and Sonic), and is fighting next to a Storm defender with hurricane on. If there is a way to die in that situation, the blaster will find it.

I'm going to go out on a limb (or perhaps just an equivalent long stick) here and suggest Archery as a blast set that could complement a Storm Summoner if you want to go strictly "wind", building on the idea on using winds in addition to the bow in order to propel arrows. I've personally used that concept for an Archery/Ice Blaster, and thought it worked pretty well conceptually, to the point that I'm actually a little shocked no one else has suggested the Archery set yet.

I'd have to say the storm/sonic. Defender -resist in the blasts add up quick, and will magnify the lightning from storm.

My first character was wind-based. She's a Storm/Energy Defender, with the Energy blast representing gusts of wind. The smashing component and the knockback both make energy blast very wind-like.

Now, coloring the blasts for that is a bit trickier.
