Thank you very much for answering my questions. I think that Question Two is caused by playing on vista, by the way. One problem: I have no idea what "i17" is. What is it?
i17 is short for issue 17, which is the next free update to the game (should be released around april)
1+4) Characters, boosters are server based and tied to your account. You can install the game on as many systems as you have access to. You still can only be on one at a time per account but having it installed on your laptop, desktop, computer at your in-laws, it doesn't matter.
Things that are stored locally, saved window layout, chat layout, binds (complex ones that trigger loads of other binds), saved costumes from the editor, AE stories under development, custom enemy groups and probably a few things I missed.

Players who knowingly use an exploit when creating an arc, run the risk of having access to MA suspended, or worse- depending on the severity of the action, their account banned.
Players who have a story arc banned for any reason, will have it continue to use up one of their publishing slots. Players will NOT be able to unpublish this slot without Customer Services help. This sets up a three strikes and youre out policy. If an individual gets three story arcs banned, they will no longer be able to publish since their slots will all be used up with banned arcs.
This lock will not take place on the first level of complaint banning, where an arc has received a larger number of complaints. Players will still have a chance to fix the arc.
If Customer Service looks at an arc and determines it was banned in error, they will mark it as unbannable. At that point the arc can not be banned for any reason. The unbannable flag will reset if the player makes any changes to the arc at that point, and the arc can be banned again.
Remember, publishing slots are account wide, so players will not be able to log in another character on their account and use their slots instead.
If CS decides the GM's made the right decision to ban the mission/arc then you are out of luck. You've lost that slot forever.

If it's a server-side file and you can't delete it, send an in-game petition for technical assistance. There's a support choice in the Options menu.

In Atlas/Galaxy the SG Registrar is inside the building in the center of the zone (same one that houses starting contacts). In Port Oakes the SG Registrar is in the Marconeville neighborhood in the tallest building in the zone with the large red Arachnos banners on the side.

Thank you for such a gracious welcome, Golden Girl. As my only character is suppose to be a robot, he would have recruited you for his supergroup (if he leveled one level up first!). PS If you have a character in the Freedom Server, look around in Port Oakes (as a villian, of course) and you might find me. My character name is Manirach, by the way, level 10.

Also to start a SG is easy go to City Hall in Atlas and talk to registor. Now getting a base going can be a challange.

One problem. I found a really tall building, but it does not have arachnos symbols on the side. And I can't get into the building that I found.
Must not be the right building, then.

I'm going to assume, you know to be at Port Oakes. Go to the Marconeville waypoint on your Map. You will see stairs leading up to a plaza, go up on to it. On your right is some gazing pools, ignore them. On your left is a tall building, you will see doors. Go in those doors.

Hi, i'm LOLDUDE and there are a few things that I need to know about City of Heroes...
1: Will uninstalling CoH with an account on it from one computer and putting it on another effect my account? (And I want to switch from vista to xp, by the way.) (ANSWERED)
2: On my Mission Architect account, I keep deleting an autosaved file that I do not want anymore, but it regains itself and it is impossible to delete it. Another problem is that CoH AE will not save any files locally, so I can't save anything in the game. How do I fix both of these? (PARTIALLY ANSWERED)
3: I have seen a news article that showed that the level to unlock epic archetypes was lowered from 50 to 20. Is this true? (ANSWERED)
4: If I proceed with the process mentioned in Question One, I chose the cyborg super booster when making the account. Will this still be available? (ANSWERED)
5: How do I create a supergroup? (ANSWERED)
6: How do I begin work on a base for my supergroup? If it costs money, how much would it cost? If it hs an autosave, please tell me! (ANSWERED)
