Or those types who just wear them because they look good!

If they can make a version without the link part on them, even better. Those collars tied to other gloves with get me closer to what I want in some costume pieces.

Like Banded Gloves, only not so high up onthe arms. More of the think rounded part being around the wrist and attached to the glove over the hands.

Something that might be a clue as to where the Ghouls come from - the shackles seem very big, so it's possible they're the kind used to restrain superpowered people.
I know Statesman is held with some kind of energy restraints in the current Tyrant misison, but those might just be for the extra powerful superpowered people.
These ones on the Ghouls might be strong enough to resist super strength, as well as maybe block magic and psychic powers.

Praetorian version of Paragon Protectors and the Revenant Hero Project?

Doctor Vahzilok, as kooky as he was, was actually was out to help people originally. It's entirely possible Tyrant's ethical flexibility would've permitted Doctor Vahzilok free reign to conduct whatever human experimentation in the name of advancing medical science he wants to conduct.

But someone producing and then releasing a horde of brainless yet apparently super-powered Ghouls to protect something that's deeper in the ghoul-infested territory? Now that sounds like MAD SCIENCE!

THOSE FOOLS! THEY NEVER UNDERSTOOD THE GENIUS OF DOCTOR CREED! THEY ONLY CARED ABOUT ROBOTS. BLUE ROBOTS! SILVER ROBOTS! STUPID ROBOTS! THEY DIDN'T WANT TO UNLOCK THE ORIGIN OF POWER, AND NOW THEY WILL PAY! THEY WILL ALL PAY! LAUGH WITH ME! MU HA HA HA!

Replaced Dr Creed with Vernon von Grun and I'd be sooo happy.

Vernon Von Grun...you make my day...keep it up you pinnacle of mad science you...

And the Ghouls look like the Banished Pantheon to me, stylistically... but I also feel they share some themes with both the Vahzilok and the Lost.
i'm getting the exact same vibe

maybe Vazi uses rikti tech to make his zombies and it goes horibly wrong?

This is a point that I've been pondering, given that our Paragon City has the medical teleporter developed from recovered/stolen Rikti technology... and Praetoria has no Rikti... so, shouldn't that mean Praetoria has no medical teleporters?

The odds of that happening, though, strike me as ludicrously nonexistent.

Praetorian Crey might have developed something similar

EDIT: Although, that would mean the Resistance would have had to make their own, or taken seom from Tyrant, otherwsie, each time we're defeated, we'd end up in a Council/Thorn style cell, which might get annoying after a while

From what I remember, Pratoria also had a Rikti invasion, but won much more decisively than we did.

And by sharing themes, I mean the whole 'mysterious monsters in the sewers' aspect. For that matter, no Rikti means no Hydra.

They said at Hero Con that the Rikti had never found Praetorian Earth - and that they weren't even looking for it.

Getting the medical transporters from the Rikti is a non-issue in Praetoria. The Devs blabbered on for ages on how because of Praetoria's 4-day week and perpetual peace they have going on, people are able to focus a great deal more on artistic and technological pursuits while the Clockwork are doing all the heavy-lifting. Thus their technology has advanced at a far quicker rate than our own. They probably had medical transporters before the Rikti Invasion Date (in our world).

Bad Voodoo by @Beyond Reach. Arc ID #373659. Level 20-24. Mr. Bocor has fallen victim to a group of hooded vigilantes who have been plaguing Port Oakes, interfering with illegal operations and pacifying villain's powers. He demands that revenge is taken on these miscreants and his powers are returned! You look like just the villain for the job. Challenging.
