Picking a new character for Double Xp days
Well, i see you don't have any /storm builds. May i suggest a Fire/Storm troller? It's a very fun mission toon. Imagine, gale+hurricane into a corner>freezing rain>fire cages>hot feet>lightning storm, all while the imps are jumping on them. Very fun and solo capable.
I also see that you don't have any Katana toons. I see you have BS, but i loooove katana so much better. Animations and speed+ the power. I've had mine 1 shot a boss. Awesome single target like you're looking for. Paired with /regen, /wp, /sr, /dark, /inv.... lol. I've seen it played well with each of those. Mines a /regen.
Plant trollers are my fave looking powersets in the game. May wanna try that one.
My last would be Elec/SD scrapper. See you like shield charge. Well, with this combo, you get 2. Awesome AoE monster. Mine can solo +4's easily, but he is very heavily IO'd.
Seconding eryq2s eled/sd recommendation. It's a little rough in the lower levels and only starts to shine later on, so it's perfect for DXP rushing.
Looking at your roster your highest level characters are all fairly self-sufficient. So, being a shameless Corr-*****, I'd like to recommend a few very self-sufficient Corrs :3
Fire/Dark. Very powerful from early on, stays strong throughout. You'll be good solo/teaming from the outset and get all the yummy powers fast with DXP rushing.
Sonic or Fire/Rad. Similar to the Dark, but with AM for great endurance (in)justice. Sonic for great ST damage and -res stacking, Fire for all round sexiness. Srsly. Nothing does a Corr justice like Fire Blast.
Fire/Traps. Very self sufficient character, great soloer. Takes a little longer to mature so also a good choice for DXP rushing.
Putting my incessant MOAR CORRZ agenda aside for a moment, if you love Shield Charge you might like Footstomp. Same huge boomy knockdowny goodness, but on a faster recharge. SS/WP or SS/SD would be my recommendation.

Not sure what you meant by that last statement, but the boss was purp to me at lev 50. Not sure if you meant 30's as in level? During 2xp, i'm sure he can get past 30. I can get to 50 in a week during regualr xp. 30's in a normal weekend.
On a side note, how bout a Cold/Fire corr? Something about Sleet and RoF+Fireball sounds yummy.
You one-shotted a lvl 52 boss? As in, you did more than 2, 650 damage (not taking resistances into account) in a single hit?

Finally, I've been thinking about whether there's any solo-friendly builds that are truly Single-Target, that is to say, you'd rather run them on +4/X1 or X2, rather than the -1/X4 or +0/X3 or whatever I see myself doing in the mid levels most of the time with my aoe-centric characters. Is aoe just that much better to build for or what?

I find that Stalkers are exceptional at soloing, though. You might want to try Energy Melee or Broadsword as the primary and Ninjutsu or Willpower as the secondary. Broadsword does good damage and has a couple small-arc AOE attacks, and Energy Melee offers pretty decent chances to stun enemies for mitigation. Willpower will have the best survivability if you just want to smash faces, while Ninjutsu has a few tricks (and a self heal) that can help you to keep large crowds at arm's length.
(I soloed most of the way to 50 on my Katana/SR Stalker on what was effectively +1/x2 using the old difficulty settings.)

I've been confused since they announced Issue 17 coming out soonish too. Originally, I thought Ultimate Mode was a feature of Going Rogue.
Isn't there supposed to be a wierd Rogue Archetype? I'd love some more information on that.
Is this confirmed? I haven't seen anything that says this. I've really been looking for a full "spoiler" of what new features are included in Going Rogue. I know that Dual Pistols is available on the Test Server, but I didn't think all of Going Rogue was ready to be distributed.

all of GR is not finished yet, just dual pistols, if you preorder GR you will have access to it as soon as it does hit live (niviene mentioned release would be around july)
i17 actually starts its closed beta testing on the same day that GR preorders start
on the last point, no there are no new ATs, a rogue will be a middle point on the path from a villain to hero (villain -> rogue -> hero -> vigilante -> villain)

I am excited as hell by the morality story arcs (and not just for turning all my vills into vigilantes ) and there's always the chance that I'll love the new city more than PC or RI
Hmmm, this sounds like it'll be very fun for me.
A couple of my remakes from my old account have been set up to do Solo +4 Speed Runs.They commonly get to level 25-28 on day 1 of the speed runs.(Assumming I have the day off.)
Double XP weekend...yummy!
You're going to be very hard-pressed for a build that can solo +4 enemies in the 20s and 30s. +1 is very doable once you can access SOs, and +2 is good for a challenge, but you'll pretty much need some IO sets to do +4s... and while there are plenty of good sets available at level 30, you're going to need the kind of cash that you can only earn on a level 50 character* and the drops they receive.

1) The Dual Pistols and Demon Summoning powersets, available in March and April respectively to people who pre-order Going Rogue.
2) Issue 17, available in April, containing Ultra Mode, a revamped Positron Task Force, major quality-of-life improvements, and whatever other bits and pieces they're able to finish by then.
3) Going Rogue itself, available in July, containing the Praetorian city zones (with associated content), the ability to switch sides, and probably some other things that haven't been announced yet.
Defenders
Cold, Dark, or Rad with /sonic, or /ice. Storm is a good choice as well, but Dark and Rad certainly to me are the easier picks. Cold is going to develop slow in terms of soloing.
Scrappers
Claws, DB, or Kat with /sr, or /elec. Maybe my three favorite primaries and /sr is great since none of the primaries can use /shield. /wp isn't a bad 3rd. From a popularity stand point, many more people will recommend /wp over /elec. Meh. DA from Kat helps cover /elec and LF from /elec adds to Claws and DB's AoE. Their "Build Up" type powers help pump out more damage from LF compared to sets that have the standard type of Build Up powers.
Controller
Ill/rad. Mine currently solos on +4 at level 37. End recovery will be important at that difficulty setting, and certainly if you don't have vet attacks to further help with damage output.
Fire/rad. 2nd best all-purpose controller for a reason.
Tanks
Dark/stone. OG + Fault is awesome. End heavy, but Fault helps cut down on the need to use DG and that's the biggest end drain for Dark.
Ice with /stone, or /fire. /stone brings Fault and Ice can help with /stone's end cost. /fire makes you a huge aggro magnet.
Blasters
Ice/mm. More AoE than the Ice/ice and still has a credible amount of control. My level 32 Ice/ice solos rather well, so I'm pumped about getting my Ice/mm up there as well.
RE: ST vs. AoE
There's something about taking out things at +4 diff setting and there's something about doing things at x8. I can't say what you will like better. If you can pull off the AoE, the larger mob size will be a bigger benefit for exp.
If you want to solo +4s, you have a few options. Brutes are pretty much the toughest melee AT that still have enough damage to solo well... a Dark Melee / Shield Brute would have very high single target damage and be hard as hell to kill once you softcapped him. A Katana / Regen Scrapper is also very survivable and has great damage... softcapped melee + insane regen makes you a great boss / AV killer. Fire / Shield has lower mitigation but insane damage if you want to go that route.
If you're more patient, an Illusion / Rad Controller can solo almost anything provided you are willing to wait long enough. Rad / Sonic Defenders can also solo very well given enough time. Of course, if you're patient enough just make a Stone / Stone Brute and be almost immortal while (slowly) smashing things, or a Stone / Stone Tanker and be fully immortal but even slower on the smashing.
And finally, you can always make a Bots / Traps MM. Bots are slow starters so they're great for 2xp weekends, and once you hit level 32 you'll be mowing down everything in sight. Bots have a fair amount of AoEs later on (ninjas are the real single target pets) but the big reason to pick them is the survivability... Protector Bots + Force Field Generator + Maneuvers, Combat Jumping, and a few IO sets and you have softcapped defense that doesn't drop on mez combined with hold and stun protection. Add in Provoke and you can tank for the bots to keep them alive vs +4 bosses. Or EBs. Or AVs. Or giant monsters. Or pretty much anything that isn't Hamidon. Especially if you use the pet defense IOs so the bots and you are softcapped. The only thing in the game that solos better than a well built Bots / Traps MM is an Ill / Rad Controller, and the MM is much faster moving and cheaper to build.

Arc #40529 : The Furies of the Earth
Our knowledge of what is coming out in GR is still very sketchy. There's supposed to be a good amount of content though according to War Witch. As for a new AT; those are quite rare. And I don't know how practical a Melee/Buff-Debuff character would actually be. Yes, I know Tsoo have them but keep in mind that they both come in large numbers, and lose.

Going Rogue is getting two powersets. And a little new content. And a system to switch sides. Don't get me wrong, I'm all for new content. The content that is most important to me is be able to make different new toons.
I saw someone suggest a fire/storm controller. I am sure that is a nice power set to play. I am currently leveling up a plant/storm and am having a blast. Plant also synergizes well with Storm btw Very soloable and does very yummy AoE without having to get up in mobs faces with Hot Feet.

Get that Spines/Fire Scrap up and then roll a Peacebringer. Go Human form only, or Dwarf it up, or go Tri-form. All sorts of options.

Another idea is that I'd like to maybe do one of the AT's that I haven't gotten to high levels before. I regard AoE as mob-killing and ST as AV/boss-killing. AoE is obviously better for farming and impressively blowing the hell out of a mob, but the ST-killers will be the ones really tearing into AVs. So it really depends on whether you want to blow up the minions or take down the big boss.
Given your current characters, I'd recommend a Fire Blast / Dark Miasma Corr.
They have soft controls, debuffs and great damage, and should be a nice switch from the melee.

The only ones that are sort of standing out in my mind so far are Fire/Storm troller (I've wanted to do storm for a long time, never had a stormie of any type that really got anywhere though), Fire/Dark Corr, and Fire/Traps Corr.
In fact, I've wanted to do traps for a while, but never had the right concept or combo for it. What attack sets go best with Corruptor /Traps?
Finally, anyone got any Dominator suggestions? They feel a lot more fun since the damage boost they got in I15, but I haven't found a combo I really like yet.

Edit: Oh, and Fire/Storm is fun. It also burns through END like nobody's business, depending on what you do with it.
(I'd also suggest finishing up that Scrapper at the top - which you should be able to do right away - and rolling a Kheld. With trying to get to 20 over 2xp, you'll hit one of their sweet spots, esp. if you go triform.)
