I think that opening it up to both veterans and new people alike offers a better beta experience from the development point of view. If you want to offer sweeping changes, why restrict the ability to see them in advance only to long-term subscribers? If you want to keep people hooked, you're going to want to offer them a say.
Likewise, it's better to get both the opinion of the established player, with the fresh eyes of a newcomer. Let's face it... people in general tend to dislike change. Gamers especially. You're going to want people who aren't going to piss and moan about the "old days" and offer insight on what they'd like to see in a product.
As well, I think that if someone can pester their way into a closed-beta, it completely invalidates the process. And I think that by mentioning you petitioned to get an invite... you've completely blacklisted yourself from future testing process.

Odd thing is, I don't think I ever got a beta invite (nothing in junk either). I was just trawling the dev digest and saw all this stuff on Dual Pistols, opened up the threads and dun dun duuuun!
So either I broke it or emails were screwy anyway.
