Which is the most populated server?
I'm pretty sure it's either Freedom or Virtue, and they both cater to different playstyles. Freedom is more game focused, while Virtue tends to be more RP centric, but you should note that these are both huge generalizations; there's plenty of overlap between the servers.

Virtue is the unofficial RPG server. It isn't all about RPG, but there are a lot of people hanging out in the Pocket D chatting it up in RPG-like fashion. (I have never run into a situation where anyone called me on my RPG-lite form of play on this or any other server.) This players are often willing to adapt to different styles of play.
Justice is the unofficial Oceanic Server and usually ranks 3 for the most populated server. Lots of new players to this server recently. Pretty helpful community of players. Open to different play dynamics for the most part. I don't have a problem finding a team here even though it is Rank 3 population wise.
Infinity was once known as the unoffical PvP server. I don't know what the status is on that point. It is usually in the 4th or 5th slot. Pretty helpful community of players. Open to different play dynamics for the most part. I don't have a problem finding a team here even though its rank is below 3 population wise.
After that, the servers generally jump around for population status determined by the time of day or day of the week.
Triumph, Pinnacle, and Protector are generally in the 4 lowest population slots.
Triumph used to be one of the higher ranking population servers (while I used to play on it more often). I' not going to be so bold as to say it has dropped down the population list since I haven't been playing there so much, but it still has a pretty good core of players (ran an Reishman's TF there on Friday).
Pinnacle is known as the drunken server (once because it came up slowly after rebooting, now because - well - there are a lot of drinking references at least and probably a lot of drinkers on the sever) and, if you really want to be on the "in" on this server, you have to join the jello shooters or some such global channel. Check the forums it's listed. I don't use globals, so I really don't care. But I still can find teams - sometimes - when I'm the one running a team.
Protector. I don't know what to say. Sometimes I can get a really cool team over there, but most of the time there isn't much going on and not many that are in a level-range that I want to run a team with (due to my characters level) - usually this is because I don't want to invite characters that are above my level.
All NA servers -
There are apparently a lot of players that stay in /ghide.
There tend to be sg's that won't play with anyone that isn't in their sg; I'm not saying that all sg's are like that, but there are definitely some that are like that.
Each server definitely has a different flavor of players. I would check out each one and get a feel for the kind of play on each one before making a decision to stick to just one - heck - I say don't stick with just one anyway and just keep jumping characters/sides/servers, but I'm an alt-oholic after all.

I play on all of the servers so I'm not speaking as a Freedom loyalist, but it's PUG Heaven (and, okay, sometimes PUG Hell.)

You find these players on Freedom and all other servers. You find quality players on Freedom and all other servers.
(Note: I have one character on Freedom, so this isn't spoken from someone getting defensive over their pet server. I have characters on ALL servers.)

Having been on Protector almost 6 years now, and having sampled the other servers here and there, I tend to prefer lower population servers where anonymity isn't so easy to hide behind and you get that "everybody knows your name" feeling.
As for population - another vote for Freedom / Virtue for the 2 top spots. If you're into PvP, Freedom is where the action happens now.

Protector has a great community. Yes, it's less populated (it has been referred to as the 'Unofficial Solo Server' before,) but that doesn't necessarily mean it's less active. Discounting the top slot (most recently visited) I've seen Protector in all but the 'Top 3' slots, even edging out Infinity for the #4 slot.
Community-wise I feel that is has much in common with Justice.
Playing on the lower pop servers, hitting the Global Channels like 'Jello Shooter' which is primarily a Protectorite channel, really does make it easier to find out what's going on where.
I recommend hitting the server forums, see what people are like down there, poke your nose in to a few threads. Most of them will have a 'Global Channel' thread.
I can't speak for the current atmosphere on Freedom, the majority of my experiences over there have not been enjoyable but that was some time ago. I've heard from several people that things have changed since the AE fix. And because of it's population it has attracted a higher percentage of PvP'ers.
Just remember, once you start over here, free server transfers are available to the end of the month. So now, you can roll up a character and do a 'server tour' until you find a home.
Edit: My vote is for merging the NA and EU server list, so people don't have to choose.
ive always loved playing on victory, which i know isnt super high population, but tfs/sfs form up all the time
While I have only a few characters there, I like Protector a lot. I kind of agree that it's the 'unofficial solo server" because its ~really~ hard to drum up a team, at least in the levels I play (1 through 25 or so).
But I've met a ton of nice people there. And when we do make a team? Wow! Teams are great there.
Remember to join the server's global channels and the population is less an issue.
Also, make characters on every server
I don't suffer from altitis, I enjoy every minute of it.

Freedom and Virtue are your best bet esp if you're playing off peak hours. As for this "Freedumb" nonsense it's just that nonsense. I pug every time I play and the vast majority of the teams are fine. There my by more broadcast chatter on Freedom but I don't really pay attention to any of that drama. I've found people on Freedom to be just as nice/stupid as people on Virtue, Justice, Infinity, and Pinn.

I don't think I've seen the word Liberty in this thread yet and it seems like Alt went out of his way NOT to mention my beloved home.
We're the official 'Nice Server' - lots of helpful people, SG's, and you get a nice warm fuzzy feeling with every alt you roll here.
I'm admittedly biased tho.

Maybe Liberty should also be called the 'speed server' we do a lot of speed TF/SF's ^_^ sometimes it's hard to slow down
There are a lot of great channels on Liberty that you can call out if you want a team, TF/SF, need help or anything like that. We also schedule a lot of events, MSF and recently even badge hunting.
But yea, I noticed nobody mentioned Liberty until you did Sweet_Sarah.

All i know is that justice has a Universal Chat channel that goes across servers and across zones. Justise United and JFA 2010 and many others. These Chennals hold Hami Raids almost everyday. Same goes for Ship Raids. TFs running all the time and some of the greatest and smartest players that I've met. Can not go wrong with Justice. Freedom is nice until you get out of Atlas. TF form in Atlas and if ur not in Atlas ur screwed. In Justice you can be in any zone and see people that are forming TFs. We are just more orginized.
JUSTICE HAMI RAIDS AND SHIP RAIDS FTW!!!!!. For those who are wondering. WTF is a Hami raid or Ship raid. Come on over to Justice to find out what its all about.

my experience on Free dumb it has lot younger players, a lot drama, and a lot pled toons, at 50 they mostly think there done. u can hear in global chat about getting kicked from teams for no reason , kinda a mess, yea there few good player's there, and exp, but
they ere 1 that Kill u in PVP Zones! and if they don't the lag probably will, more busy the server more lag seems to bring! unorganized it is and honestly, where u should go if u want quick pick up teams and a lot death! yea i know it sounds like Dumb! that's because it is!
my kids play on few other server Infinity ,Justice,and spend a lot time standing around talking! sure there some good players on all servers, many of us spread are self's out!

seems be adult populated and friendly server, and players there appreciate toons that are not pled and actually no the game offers more then just power leveling to 50!such as Master TF Badges and Accolades,earning respect in VG,SG or with in the Coalition
or having fun in arena events,build sharing of wealth and base building.Hami raid or Ship raid, and
cross chat channels, speed tf,vary talented players!not mention SEXY!

it is slow server low populated especially villain side , but many of players there are good maybe even the best!, nice and help full players, and many are lvl 50 and have been playing since day 1.before villain were even born
They use live V.O.I.P such as Vent and skype and TS,
they hold record times and titles(over there heads) to prove they have earned the right to be called the best in a certain category or event ,so unless u carry a title over your head, u simply can't brag unless u have a Title , then u have Earned bragging rights! these true mission runners and not likely power leveled toons ! vary likely probably holding many Purple Enhancement sets and many 52+Hami(shoe's) yes these Villians they are found on Victory Server!
win u get good lvl 50 villain and rdy 4 true game play the way it was meant to be played that when it time to transfer to Victory
I suggest u spread your self around, it really just depends on what u want do, play the game or role model, or just chat, or grow a 50 the hard way or be Power Leveled!at any rate some can and do play pled toons vary well, but the ones who run there toons not pled, most defensibility no what they can and can not do.new builds may want start on free-dumb!, i suggest u try Adjust video card settings !,more busy the server more likely u will have some lag issues!

Why do people hate freedom? More bad players? Guess what... every server has bad players. This is how I see it.
Lets just say for example that the Super server has 100 players. Out of that, 20% are farmers, 10% are jerk-wad retards, and the remaining 70% are your average players. So, that's 20 farmers, 10 rude players, and 70 regular players.
Now, lets say the Freedom has 1,000 players. Put in those same percentage points. Now there's 200 farmers, 100 rude people, and 700 regular people. The percentages haven't changed, just the number. So it's almost like an illusion, people see more rude players, so they assume that it's nothing but rude players.
I've been on Freedom ever since I started and it's nothing at all like people describe it. I always find nice, genuine people to play with and I always have a blast. Sure, there ARE rude people, but EVERY server has rude people.
To the OP, don't let the nay-sayers change your opinion on Freedom. Try it out for yourself and then you can make your own decision.

I play on the least populated server. I refuse to leave it. It may kill me, but if I see someone new to the game while playing trying to find a team I usually tell them they may want to make toons on virtue or freedom >.> I'd rather they enjoy themselves/be able to find teams then boost my server's #'s :\ With that said, some of the smallest servers have the greatest communities in the game.

Freedom and Virtue is the answer...
The best thing you can do it put a toon on each of them including the lesser populated servers... see for yourself what fits into your playing style.
It's better to save the Mystery, than surrender to the secret...
