High-End Ill/Rad, advice?

I've not had a major project to work on since my AV-soloing Fire/SR scrapper. Now I want to do an Ill/Rad that can do pretty much anything. I want to be able to solo pretty much anything in the game. That being said, I'm looking for general advice on what I should build for. I'm assuming Perma-AM and Perma-PA are goals? Do I need hover and the ranged softcap as well? Do I also need to try to come up with some kind of attack chain of my own or will my pets take care of that for me?

Thanks for the help.

Local will probably be here soon, so I'll go ahead and link his guide to annoy him.

Thats a great starting point.

Now, what do you want? Building for Perma PA and building for softcap are not possible together, you have to gather about 100% +recharge just from set bonuses to get PA down into perma range. However, with Perma PA softcapped defenses are relatively unneccesary, as PA will hold everything's attention and do a decent bit of damage besides.

Generally, the way illusion works is you drop in PA on a spawn, move in close enough for your phantasm to engage, drop your toggles on a Lt and start spamming single target attacks on the highest priority target. With a decently slotted blind anything thats not EB or above will be held. You've got other help (like the rad nuke) for emergency situations as well.

This will be expensive, you need multiple purple sets to get enough recharge, and then ancillary powers present a choice. I'll post two of my builds, one of which is just barely perma PA, but with care paid you can keep PA out long enough to handle anything. Its a bit harder to pull the recharge out of a build without a defensive ancillary shield to drop another LOTG into.

Here's with stone mastery, which is my favorite. You take risks running into melee, but with stone you get AoE, extra S/L defense, and a retardedly strong short range single target attack with a huge mag hold attached to it. I like the extra S/L defense with this build, as it comes in handy for the times when you do have something focus on you.

This is my less favorite, but its got the fire pool for extra AoE damage and ST damage from range. PA's recharge is a bit higher, losing the ancillary defensive shield was hard to make up for with bonuses in other places, but you can still have a short enough gap that you can manage. When facing AVs you should have PA ready to fire as soon as its up, as in select the power and pick where you're going to spawn it before its up.

Thanks, Spiritfox, for linking to my guide. I agree and disagree with some of your advice, however.

If you have a perma-PA build, you really don't need to worry about Defense hardly at all -- PA and Phantasm's Decoy will be drawing so much attention that the foes won't be concerned about you hardly ever. The only thing after Recharge that you need to worry about is Recovery. It gets expensive to run those Rad debuffs and spam attacks, even with perma AM.

The main reason you will look for Defense powers? Because you can put a Luck of the Gambler Recharge IO in Defense powers.

Since you can be invisible, you don't need to worry about Hovering out of reach, but you can certainly play that way if you want. Once you cast PA, then the baddies won't be on the lookout for you . . . until PA expire and you have that short time during your re-cast. But you have a self heal that can take care of the few times that they hit you.

On your attack chain: leveling up, you can take Air Superiority to make an attack chain of Blind-Spectral Wounds-Air Supp. Once you hit level 41, you can replace Air Supp with one of the APP blasts (Fire, Ice, Primal or Mind ... Earth won't work for this). Blind-SW-Blast-SW makes a great attack chain. At that point, you might want to switch to Hover, both as a way to stay at range and as another place for a LotG Recharge.

Note, however, that Spectral Wounds, and Phantom Army and Phantasm's Decoy, all have "Spectral" or "Illusory" damage that heals back after a few seconds, unless you kill the target before the healback happens. Thus, you want to kill your targets as fast as possible. This means that, contrary to what SpiritFox suggested, you actually want to kill off the low level foes first. This allows you to (a) take advantage of more of the Spectral damage before it heals back, and (b) focuses your pets on fewer targets faster, where they will keep the tougher target away from attacking you. The net effect is that you get more damage overall by wiping out the lower level foes first.

The Stone APP set has a lot of nice powers, but I don't think it is best for an Ill/Rad. Fire and Ice are my preferred sets for the reasons explained in my guide. You can get a perma-PA build with the Fire and Ice APPs -- my guide has examples.

LOCAL MAN! The most famous hero of all. There are more newspaper stories about me than anyone else. "Local Man wins Medal of Honor." "Local Man opens Animal Shelter." "Local Man Charged with..." (Um, forget about that one.)

Like Local Man said, slot for recharge and recovery. With perma-PA, nothing else matters much. Infact, when I solo GMs/AVs on mine, I don't run any toggles except for my Rad toggles. No shields, No hover, no SI, nothing.

All you need to do is survive the recast of PA and you're golden.

i hunted all except the kronos titan (i didnt want to go the complete story arc) with this build.

It is certainly not necessary to have Perma-PA or perma-AM or Hasten to have a very effective Illusion/Radiation Controller. Ill/Rads are great even if there is a gap where you may have to wait for PA to recharge for a few seconds. In my guide, I tried to suggest that you certainly don't need the mega-expensive build to have a really fun character. However, the OP was talking about "goals," so we talked about perma-PA.

I hate to see builds where Deceive is taken so late. It is one of the most fun and effective powers in the Illusion set, but you have to "buy into it" and learn to use it a lot and enjoy it. It is especially nice if you have a little vindictive streak in you . . . making the bad guys beat up on each other is fun.

LOCAL MAN! The most famous hero of all. There are more newspaper stories about me than anyone else. "Local Man wins Medal of Honor." "Local Man opens Animal Shelter." "Local Man Charged with..." (Um, forget about that one.)

lol I was in perez the other day looking for the kraken on my Ill/rad and didn't see him so I started confusing low level mobs to watch them beat each other. some PC comes by and asks what I'm doing in local chat I told him making mobs beat each other senseless and the responses I get "lol wow".

confusing mobs in perez reminds me of spitting on ants and there hills as a kid, sure their is no skill invloved but it sure is fun.

Okay, here's the tentative build I came up with. Can I get some critiques for it? I also have 3 spare slots still so if anyone has any suggestions where to put them I'd appreciate it.

I looked at your build and made a few suggested changes to Blind, SI, Ling Rad, Spectral Terror, Phantom Army and Flash. A lot of people forget the benefits of Hami-Os, but they can improve a build in some cases. In Blind, the Perox not only enhances the Hold, but also enhances the rare Sleep. I moved the 5% Recharge bonus to AM and changed RI to 3 Enzyme HOs to max slot for all three aspects of RI. Superior Invis needed EndRdx badly, but I had enough slots to add some Defense and set bonuses. Ling Rad gets a small Recovery bonus. Flash badly needed more Accuracy, since it has a 20% penalty. PA got the Chance for Build Up proc and some Regen bonus. And with the left over slots, I was able to slot ST for a bit of a global Accuracy bonus.

Personally, I would move Ice Blast to 41 and move Mutation to 49, or even replace Mutation with Hibernate depending on how much I team. Mutation is nice, but with all the ways to rez now in the game, not needed unless you team a lot with PUGs or suicidal blasters.

I just try to answer the questions when they come up . . .

Maybe since you can set your own diff now, a controller that can solo the hardest content may be getting more popular.

Since when was that cat ever in the bag?

Debt barely slows down levelling these days. It's just a little bar that measures how much Awesome you've generated recently. (If you're not getting debt, you're just not trying to generate Awesome hard enough.) -Kelenar

It was always whispered, but now it seems a roar. Starting to catch the number of fire/kin threads.

Not by looking at the number of tagged threads, it isn't. The ill/rad tag pulls up nearly one full page of threads. And that is quite a bit. Most powerset combo tags pull up half a page or far less. But fire/kin pulls up nearly 3 full pages.

Of course, that's just accounting for the number of threads started since I started tagging. It wouldn't show an increase of one type of thread over another in terms of a time line. But as far as raw numbers go, fire/kin threads still maintain a comfortable lead over ill/rad threads.

Heh, bullcrap.
Edit: It's not just possible, but quite possible without purp's or PvP IO's to soft-cap ranged def and still have perma-PA

My two cents, I kept Air Sup for when I exemp down doing Oro missions. I still use Deceive regularly on my lvl 50 ILL Rad. Great power, especially with the Contagious Confusion proc.

He wasn't being pretentious. "Necro post" is a term widely used in online forums for the situation in which a user replies to an extremely old thread. In this case Slainsteel replied to a thread that hadn't had any activity in over a year.

I must say, I .... AM .... LOOVVIINNGG MY ILL/RAD TROLLER!!!! The troller is my favorite of all regardless.

Anyway, it may be time to respec it again. But before I do, need to know how will the, "Achile Heel's Proc" proc off in Radiation Toggle? Will the chance to tick, tick every so and so seconds on Radiation Infection since it is a toggle? Or will the chance goes off by % when I click on the toggle?

And too, I see that some put a Chance for Build Up from Soulbound Allegiance in their builds on PA with a combo of another Soulbound Allegiance Acc/Dam/Rech for that additional 16% added Regen. Now that said since PA is not a toggle, a very long recharge wich lessens the chance for BU, why is it viable on a non-toggle and on a long recharging power besides the additional added bonus of Regen?

Also, I decided to go with the Incarnate Musculature for the extra damage - and it modiefies Immobilization Duration, Defense Debuff, Endurance Modification. Is this viable for an ill/rad vs other Incarnate abilities?

Yes, it works well in Radiation Infection. The Achilles Heel proc will have a chance to go off once on all foes in range when the power is initally cast, and then every 10 seconds thereafter. I have it in several of my */Rad controllers, but my Ill/Rad doesn't have it because slots are so tight.

The Soulbound Chance for Build Up is a proc for pets, so it has a chance to activate whenever the pet it is slotted in attacks. Since there are three Phantom Army guys, they attack quite often and the proc fires quite often. In other words, it is very good. (Personally, I use the Dam/Rech rather than the Acc/Dam/Rech as the other Soulbound.)

I just added a section to my Ill/Rad guide discussing the Slotting the Incarnate Alpha Slot. You get the most benefit from slotting something that is not max slotted much in your build. Yes, some of the enhancement exceeds the ED cap for powers that are fully slotted. There is no "best" because it depends on your build and what you want. Nothing wrong with slotting Musculature. Spiritual and Cardiac also have solid benefits, too. I chose Spiritual because I think that overall, more recharge is best and the other benefits of that tree are pretty nice.

Awesome!!! Thank you Local Man!!!

I've posted that thread of mine above on your guide as well and too read what you have said about the Incarnates and why of which in your point of factual view is very sound. So YES!! I do agree too and now I must really respec my build, i had no idea of how that Soulbound proc activated within. And for the pets that too I didn't know which is very, very gooooodd. =D

Now I will try to retweaked the build and doing so, I'm going to loose 10% global recharge because I have Hover and Super Invis 6 slotted, I will retweak that to gain a few slots and maybe stretch a few powers to maximum damage. Also I hardly ever, ever toggle my Epic Shield so I may drop that for Ice Storm.

I will post the build on your Guide Local Man.

Thanks again,

Okay here is the ideal respec build. Now I've mentioned before that the Def Sheild is hardly toggled when I am playing so even when it is, it don't take much to take me out but if played right (Another reason I love this toon) I don't if even ever get hit nor targetted by my villain mobs (PVE). So instead of the Ice Shields, decided to go with another debuffing attack, Ice Storm with a 25' radius which is decent enough which also not slows them but does DoT of a period of time. Can't perma that baby but I got many other toys to play with while recharging. It recharges in 21 sec after duration wears off.

Did I say how much I love this AT type? OH! Okay

Well here it is:

Noticed: Recall friend is useful but ... tch tch tch I need that extra slot to put that 5th LoTg 7.5% global recharge in it. I know it may sound silly but .... thinking about my toon, what was I saying? [cozy smile eys half opened] Anyway ... I may go with the Spiritual Incarnate now. Extra recharge is and can be superb.
