Sounds like a Tanker 
I'd lean toward the Elec side of things for the blitz- portion. It also conjures up a speedster concept, but the -hawk part also leans flight.
Elec/Elec Blaster maybe? Or an Elec/SR Scrapper?

just going by the way the name sounds, the first thing i think of is a fast flier, probably ranged with some hard hitting melee abilities. maybe blaster or a damage-centric dom or corr?
the inspiration for my namesake character was an old Rifts tabletop RPG character i've had since... forever. paramilitary commando type, after a failed mission a german technological powerhouse (triax) rebuilt him to do what he does best, and do it better. claws/nin stalker fit the original concept character more than anything else.
it also doomed me to be bored to tears with any other melee archtypes.

I'd say a Claws/* Brute or Scrapper.
Makes me think of a Shield/Elec tanker. Like someone mentioned "Blitz" means lightning in German and came into the English language as part of the term "blitzkrieg," i.e. to charge into battle head on. A Shield/Elec tanker would literally charge into battle with Shield Charge or Lightning Rod.
If you want to create a signature move, maybe take Hover and use Shield Charge or Lightning Rod from above. This will make it look like you are swooping down from above, like a hawk does. It could be pretty epic looking.

I agree with the concept though, Shield/Elec Tanker with flight (though no hover, you'd probably want Air Superiority to complement Elec Melee's weak ST attack chain)
Shield/Elec Tanker sounds like it could be a lot of fun and fits the name exceptionally well. I'm fairly certain that Lightning Rod only works while on the ground, not sure about Shield Charge. I would probably get tired of seeing wings constantly flapping if I was perma-hovering as a Tanker anyway.
I agree with the Elec shield part, but I think a scrapper or brute would fit the bill more. Both of those types are a bit more violent and lusty for battle than tanks in my opinion. Tanks are, from a conceptual standpoint, more concerned about protecting squishies than flat out frying enemies. Make it a brute or scrapper!

A flying claws/electric scrapper was also the first thing that came to my mind. Electric armor for the "blitz" part and claws (suggesting talons) for the "hawk" part.
Alternatively, you could create a sword/elec scrapper with either BS, katana or DB. In this case, the sword(s) would serve as a metaphor for a hawk's talons.
If you're inclined to go redside, then you could substitute brute for scrapper.
Another possibility, an electric blaster with either stealth or cloaking device. Just as a hawk can dive unexpectedly on a target, one of these would allow your character to hit first and hit hard in similar fashion. It also evokes the surprise, fast-moving character of blitzkrieg warfare.
The name for me at first glance suggested a flying Sonic/Elec blaster.

Perma flying/hover Claws/SR with stealth pool.

I also like a Superspeeder ("blitz" can work as lightning-fast, not just electricity), so a speeding scrapper would work for me as well; maybe MA/Electric Armor...
Claw/Ela or Elm/SD scrapper or SD/Elm or Ela/SS tanker. All go for fast strong kills in their own way.

I was lucky enough to snag the awesome name Blitzhawk on Virtue, however I have yet to have a concept gel together well enough to keep a character going. So far I've tried a Kin/Elec Defender and Corruptor, did not enjoy either of those combos.
I've come to the forum mages to ask a question, what AT and Power sets does the name Blitzhawk evoke to you? Once I have the AT and powers down I can start work on a concept, hopefully one that will stick this time around.
