Ideal Secondary for Storm?
I'd recommend Sonic Attack. Each Sonic Attack lowers resistance and that will help make your storm attacks just a tiny bit stronger.
I found storm/ice to be pretty nasty... at least in the lower levels. Kept getting distracted with alts so I haven't taken one all the way to 50 yet. But it starts out pretty strong!

My stormie is /dark, and I found it to be a very strong combo. TT and life drain complement storm quite nicely - it's just a pity life drain comes so late. The single target damage isn't anything to write home about, but the AoE output is quite good - especially with how TT keeps foes inside FR without stopping them from falling over.

I levelled up a Storm/Rad before ice or sonic was available. The focus on defense debuff while decried as redundant is very effective if you get in a rolling sequence of Praetorian AVs in Peregrine or Crey Paragon Protectors. Ice focuses on slow, sonic on resistance debuff, storm/dark on tohit debuff. Choosing a line of expertise pays off on a storm.

I was trying to put the words together for the OP to explain that alot would depend on how you intend to play Storm. From my own experience, you could make multiple Stormies and play them completely different from each other depending on which powers you focused on.
That being said, I could never quite find the balance for my playstyle with the set and the huge endurance cost of everything. I cannot think of another Powerset that lends itself so much to "specialization" like Storm Summoning.
About the only power in the set that "Every" style would utilize would be Freezing Rain.
Which is why I would throw my vote in for Storm/Ice/Electric mastery

Take energy and slot the attacks for KB. Just imagine how fun it'll be to use him on those random PUG TFs... By the time everyone realize what they've done when invited you, it'll be too late

Fire, Earth, or Plant IMO. Have you considered going with a Controller, or are you dead set on a Defender? The -KB available to Controllers opens up some nice combos with Storm Summoning, as does Fissure or a primary AoE stun.
My Defender choice would probably be Dark. I have a Dark/Cold Corrupter, and TT+Sleet/Ice Slick is pretty nice. Life Drain is useful as well, and it could be useful if you go Darkness Mastery for Thunder Clap + Oppressive Gloom.
Mine's /Dark, not for the debuffs, but for stacking Dark Pit with Thunder Clap and Oppressive Gloom.

If I made another storm defender, it'd be /sonic for stacking Screech with Thunder Clap and Tornado.
Dark seems to be a great choice, especially if you want to immobilize things. If you want chaos, energy. It's lots of fun and can be workable on teams, and also is plenty fun solo.

OG is a toggle and thunderclap is a pbaoe, so your gonna have to get into melee range. Hitting a spawn will stun minions but until you hit the other stun bosses will get a shot off sometimes.
Dark pit has such a cool animation. it reminds me of a big dark pile of crap landing at enemy feet. And its ranged.

Dark Pit is ranged and fast-animating. Otherwise, it's smaller in radius than TC and like TC, only has mag 2.
That said, I definitely like having it. There are times and places where it would be too painful to insert myself (without turning on Hurricane and making a big ol' mess, anyway) but it's easy to toss in DP. Also, sometimes one of the other misses, and it's great to be able to immediately follow up with the other. Lastly, the duration on these things isn't as good for Defenders. I can use OG + TC to stun a boss, and add DP just before it wears off, to keep him stunned. Having all three also means if I make a mistake with one, I can cast the other one, or if additional enemies suddenly show up, I have a reserve stun (if I haven't already used it).

I'm thinking about making a Storm/Something defender after leveling a Thugs/Storm MM where things tended to get away from me on teams unless I threw down Tenebrous Tentacles from Soul Mastery. Micromanaging my Thugs takes a lot of concentration, and I had a lot of trouble learning how to really use my storm powers while using fancy tactics for my thugs. I'd slap down Snow Storm, use Steamy Mist to help guard my thugs, and use the heck out of Freezing Rain and, Tornado, and Thunderstorm with the happy knowledge that if I send enemies flying that my "team mates" won't complain (I mostly soloed, and then watched my KB carefully on teams because it's just considerate to do so). I almost never had to use Hurricane to save my Bruiser's bacon if he got surrounded by too many enemies, and later only used it in conjunction with Tenebrous Tentacles as an improvised PBAoE hold.
Sounds like a lot, but I really only had to just O2 Boost my pets every now and again unless I came up against something tough. I'd like to rely a little more on Storm and see how well I can make it work. Trouble is, I can't think of a secondary. What are the secondary options for a cheap, powerful Storm defender?
I can think of Storm/Ice so that you can use ST damage and Frost Breath as an additional AoE slow to use in conjunction with Freezing Rain, Ice Storm, Lightning Storm, and Tornado.
Dark and Sonic will offer debuffs and a little more control with Tenebrous Tentacles and Siren's Song, as well as Dark's self-heal (Siphon Life is one of my favorite DM powers, and a RANGED Siphon Life sounds great, even with a little less attack power). Both Sets will also give more AoE than Ice.
Radiation I could recolor and pretend it's gusts of wind? Same with Energy, and it would have KB, like A Storm Defender needs more of it.
Psychic also gives more control, but I've got a /psy defender already.
Assault Rifle has...cones? I don't know a lot about this set, or how good it is with defenders.
I already have an Archery Defender, and I don't think I'd like the redraw with Storm.
