Praetorian Clockwork IS PEOPLE!!
I think there is a good chance that the people who "go overseas" might potentially end up as the Clockwork. Well, maybe not so much "good" as "possible".
It is too simple to just make the Clockwork King behind the Clockwork. Too easy. You know what would be more fun (and by fun, I mean "creepy")? The man behind the Clockwork is the Praetorian Dr Vahzilok. He's used to dealing with large numbers of automaton minions; in Praetoria he just gives them a chrome finish.
He'd be a lot more controllable than the incredible psychic power of the Clockwork King. And he could certainly be working under someone like Anti-Matter or Neuron.
Whatever happens, I hope Will Smith is a contact who gives repeatable missions to kill them.

The OP's speculation is a possibility, certainly.
However I'm seeing a lot of people getting hung up on the word 'Clockwork'.
From my reading of the arcs (and I've been through Tina Macintyres arc more than a few times), the name 'Clockwork' was attached to Antimatter/Neuron's robotic lackeys because they look at first glance like the larger Clockwork Princes.
Not because there's any connection to the loon with his brain in a jar.
The Radiation spewing bots of doom basically use a Clockwork Prince model with a new texture.
So if you would care to compare a Clockwork Prince to a Praetorian Nuon, you'll see the resemblance.
Play through Tina Macintyres arc with the original intent, i.e. that this is a completely new dimension with which you've had no prior contact and about which you have no information, and you can see why they'd be referred to using a term with which Tina is already familiar. That, and the fact that the first mission you get from Tina is pretty much universally the Psychic Clockwork King mission, thus informing Tina that Clockwork exist in other dimensions, and you can see even more opportunity for Tina to be mistaken.
However, this term is now causing confusion and making people seek connections with the Clockwork King when there is no such relationship implied other than by visual resemblance (and recycling mob geometry with a new texture about 20 levels after it stopped cropping up in the story arcs).
All this, of course is only my interpretation of the situation as related in game, YMMV.

So it seems there's some support for the concept of the grand plot, the Chimera programme being a means to select loyal brain-washees and the waste product being used to create Praetorian Clockwork.
Looks like few people buy into the idea of the Praetorian counterpart of our Clockwork King figure having anything to do with it. Mainly it seems because of the existant Tina MacIntyre arc having some bots in it called Clockwork who were created by Anti-Matter.
On that point I'd just reiterate that the two versions of Praetorian Clockwork are completely different in appearance and that retcon's are not unheard of, and have actually been mentioned by Developers as something that will necessarily be a part of Going Rogue. So I wouldn't count the Clockwork King out yet.

I'd like to do a Poll about who people think will be most likely creator but I can't seem to figure out how. Did we lose that ability on these forums?
Regardless, the idea of the 'evil scheme', I think is brilliant, and if the 90% who fail Chimera's programme just get killed, well, quite frankly I'd be disappointed with that tale.

Actually "Canada Joe" is simply Marcus Cole from Canadian Earth, an dimension much like ours only Rhode Island is in Canada. Canada Joe became trapped in our dimension after a freak accident involving the Well of the Furies, a trans-dimensional portal, and maple syrup. It also gave poor Canada Joe amnesia. He's actually one of the most powerful beings in the game, but he doesn't know it.
