Iron Warrior earned three times on three alts in Talos with a team of 8 in under 30 minutes.

I called in badge channels to specifically advise that we were looking to defeat Eochai repeatedly until Jack spawned. The team filled quickly and was nice enough to let me switch alts between each Jack.
We did not have to kill Eochai many times between each spawn - 3 before the first Jack, 1 before the second Jack. There may have been one between the second and third but I was switching alts, returned, and found my team was already on the third Jack.
There was one other team hunting him. It was around 1 am so not many folks were on. It is the Virtue server and normally we'd have far more teams hunting but not this evening. Though, the last few days have been very busy with 2-3 Peregrines, GV's, Atlas, etc.
I can only recommend assembling a team of 8, having them dedicated to scouting specific areas, and using a fair sized - open air zone such as Talos. IP is too big. Others have too many buildings to see well at a distance. Also, some badgers tell me that he doesn't spawn in Atlas or GC. Good luck to you.

PS. I have seen Eochai spawn next to a Banner. So, considering the time between the new Supernatural events, one could work on spawning Jack undisturbed easily.

GMs are not affected by Zone events. They never have been.
Even during Rikti raids, GMs still spawn and can be defeated normally while an Invasion is going on. Same goes for the Zombie and new Deadly Apocalypse Event as well.

As to Jack spawning: the lowest level blueside zone he will spawn is Talos, for redside it's Sharkhead.
Sad to see they still haven't fixed the problem with Jack spawning.

Eochai spawned in west Atlas Park on the EU Test Server during the 1st Halloween test event.

If you define problem as design decision, then they certainly haven't. I don't agree with the decision to only have a 10% chance of him spawning once Eochai is defeated, or with the decision to limit it to level 20+ zones, but it is either working as designed or working the same as it has since 2006, so the Devs see no problem.

The GMs (halloween or otherwise) are definitely spawning while the banner event is still in effect....
...had the Arachnos flier decide to make a landing nearly ontop of one of the banners in Grandville...that was a bit of a surprise to say the least.

Got my Iron Warrior badge today, took 15 Eochi drops in PI. I can confirm that Eochi will still spawn during Banner events as well as Zombie Apocalypse.
