A few more ideas to add....
1) Absolutely not. There's just no way to go through all of the potential problems with that idea in a post. From the tax issues, to the market skewing, to the ramifications of flooding the game with "rare" items, etc. I'd rather they did not sell in-game items that are currently part of the economy.
2) Sounds way too powerful for an inspiration. These things would have to be very rare. Even then, it's not just the 'most impacted in PvP' that would get the advantage of these things. Everyone would, including those not as much impacted by the changes to PvP. As such, it would just add more imbalances to the PvP world, not less.
3) I really have no opinion on this one.

Recharge and range are probably too unbalancing to make accessible by inspiration (particularly recharge), but I find myself intrigued by the idea of an inspiration that increases the magnitude of status effects (sort of a one-use version of the Vanguard Medal). I think it'd have to be available only as a drop, not to be bought from contacts, and I've no idea what they'd call it or what color it'd be. (And, being an Energy Blaster who's fed up with people constantly whining about Knockback, I'd want it to increase KB magnitude as well. )

As for ideas for Inspirations, I like the idea of expanding them and even started a thread on it recently. I don't think Global bonuses are the way to go though, rather specific buffs dropped on specific powers.

Connecting in-game wealth to real-world wealth is never a good idea. (Yes, it can be argued that they've already done it with things like the Booster Packs, but that doesn't mean it's a good idea, it means the Booster Packs weren't. And that's a whole 'nother argument.)

With that said, NC selling Salvage or Recipes for real cash would be pretty awful. I can't imagine them making a decision so jaw-hit-flooringly bad.
On the original topic, an Inspiration that buffs everything would be pretty broken. I mean, the OP is even suggesting it buff things that no current Inspiration affects, like mez duration. I'm pretty sure there's a reason, either mechanical or balance-related, why no Inspiration improves that.
As for -Fly in PvP, I don't PvP, so I've got no comment. I hate it in PvE, for what that's worth.

All you get from them is QoL items that are not needed to play the game. Selling things like salvage would be a problem because it's something that players can sell ingame. That would make it "he who has the most money has the best stuff"

None of the items I have from any of the "packs" (starting from the COH DVD I first started with) are transferrable. I can't put my Cape of Four Winds on the market, sell my Pocket D VIP pass, or auction off my Valkyrie Wings to the highest bidder. And none of the "stuff" really makes my character all that much more powerful.
The same cant' be said for buying sets, buying INF, buying purples, etc.
Vanguard Medal doesn't increase Magnitude of effects, just duration. The only click that increases Magnitude is Domination. Overpower for Controllers just gives a potential chance for a Critical.

2) I have to agree with the others here. This sounds like something way too powerful to be put into INSP form. Maybe (and that's a big maybe) as an Accolade... but not as an INSP.
3) -Fly in PvP is far too common, as opposed to -Jump. -Speed is so laughable as it is right now that it can safely be ignored when looking at Travel Power counters. And nothing does -Teleport. I'd be nice to see that get toned down, but I won't hold my breath.

I'm all for being able to buy in-game stuff with my real money, it'll save me the hassle of going through the RMTs and then screwing the market by putting 1,000,000,000 inf bids on items!
Now I can just drop $150 directly to Paragon Studios, and have my 'troller decked out in purples.
All I need to do now is convince Paragon Studios to let me buy levels and vet badges, so people stop thinking I'm a Baebie..

As to the OP's suggestions:
1) No. What you're asking for is a "real" micro-transaction based game (as opposed to the purely optional and almost totally fluff purchasable items we already have). Don't want, don't need, and [at least for me] would spell the end of my 5-years-old-multiple-account-household subscription to the CoX world.
2) If the inspirations were rare enough and balanced correctly, it might work. I wouldn't hold my breath though.
3) I don't PvP, so can't comment here.

Mindgrind and I were discussing the game today at lunch as we often do and came up with a couple ideas to bounce off the group. Some are general ideas and some for PVP.
1. An easy way for the company to generate revenue would be to sell in game treasure. Salvage, recipes, temp powers all would be available to purchase. A simple interface similar to the character copy to choose the toon and a categorized list of all the available items to drill down and select the items to purchase. The prices could be skewed set to indicate the rarity of the item in game. I wont venture into how much to set the prices but I am sure that if it is not too high that many would take advantage of this feature instead of waiting sometimes weeks or months to get to a rare piece that they need.
2. New inspirations added to the game. Why not create new inspirations to boost all aspects of our powers? The new inspiration would increase recharge, range, hold duration, immobilization duration, slows etc. This could be a way for some of the more impacted PVP players to get back into the game with something near to what they used to enjoy. I am not sure if this would imbalance the game too greatly or not but an idea none the less.
3. We have noticed a disparity in some of the immobilization powers in PVP producing a - Fly aspect while some do not. Mindgrind was even sure that on one of his toons that the single target immobilization in the ice set used to ground flyers and he has not been seeing that lately. Why not make all of them equal in this aspect? This conversation also lead us to the counter for this. We pondered that the - Fly would be tied to the amount of immobilization duration with the counter being how much flight speed the target has. An aggressor with more immobilization would be able to ground a flying target. An aggressor with less than or equal would not ground the target but slow the flight speed instead or reduce the height of the flyer by some arbitrary amount like 10 feet.
