Issue 16 isn't even LIVE yet. Why are you arguing about Issue 17 now?
You guys sure are optimistic about Going Rogue. Personally, I'm expecting it next summer, which would make it around Issue 19.
I'm expecting Issue 17 to be story-driven. We've gone a long time without any serious update to the lore, and the last several issues have been extremely mechanics-focused.

I'm fairly confident that I17 will impact at the same time as GR and in fact the new powersets will be given to all subscribers, not just GR-purchasers. What will be restricted to the box I think is access to Praetoria and therefore the ability to sideswitch. My point is that if you're talking about the next "real" issue past GR, you're really talking about I18. |
i17 IMO will be a content light issue which will add the few things to the game that people who aren't buying GR can access, probably mainly story type stuff.
To get the bells and whistles you will need to buy GR. IMO.

Oh and I'm expecting beta for GR sometime from mid November onwards. If you remain subbed from August (something) to Nov 16th you get a free invite to the beta.

True, but I think players feel entitled to new power sets whether they buy an expansion or not. The real value of GR will be the loads of new content in Praetoria an the ability to bring your Heroes to the Rogue Isles and vice versa with your Villains.

They also need something in there to get those people who don't want to play a villain (or potentially a neutral character) to buy it. It remains to be seen but I'm betting that the two new power-sets will be GR exclusive.

If they don't include the powers as part of the regular issue, I'm not sure what non-GR players will get.

The logic being that the Closed Beta for GR would start in late November or early December since the program ends on 11/15. I'm not sure a Dev has come out and said that, though, but since I16 should hit around September it sounds reasonable. |
I'm predicting I17 to be a relatively small issue.
let's look at the past as to why.
I9 - Invention System, Wentworth, overall, possibly the biggest free issue up to that time, I10, RWZ revamp
I12: Midnigher and Cimeora zones, VEATs Gameplay improvements, etc fairly large
I13: day jobs, merits and multiple builds, fairly small
I14: Mission Architect, again, massive issue
I15: mission arcitect re-vamp and 2 new TFs, pretty small issue.
Whenever there's a massive update, the next issue tends to be smaller.

I've had a vague sense of dissatisfaction with this year's updates so far mostly due to the fact that while they used to (generally) alternate content heavy and system heavy issues this year's releases have all been pretty content light.
So as for me, I'm sincerely hoping that I17 is content heavy, no matter how light it may be as far as new systems go.

We've had shineys since I13. Everyone I know in and out of the game has been complaining about the *lack* of content. We need not one, but a series of content-heavy issues post-GR.

The one problem I have with the current direction of City of Heroes is that it seems to be a relentless march of "NEW SHINEY!" every single issue since Issue 13 with very little content.
The lack of will to revamp old zones in the favor of consistantly pump out new ones seems like a folly to me (Crey's or otherwise) there's a LOT of content that could do with being rejiggered. almost all pre-CoV story arcs in City of Heroes especially the low level ones (the low level ones really suck, especially sending a level 8 to Perez Park with its MASSIVE SPAWNS! which you're not quite able to deal with yet).
The Hazard zones all need a Faultline/RWZ style revamp.
If the devs must continue the relentless march of "NEW SHINEY" why not revamp one Hero Hazard zone and a new zone for villains which provides an alternate levelling path (you know...one that has sweet bugger all to do with being an Arachnos lackey...).
Also the comment that they want to focus on Taskforces since "You can do the story content with the AE and we want to do stuff you guys can't" (which is what Positron pretty much said on the EU Test server Q&A).
There has been a very distinct lack of decent story content over the last...what...two years (one year possibly, not sure). Normally I tend to disagree with Londoner (an EU poster) on many things but this thing right here is indeed a problem.
Yes we're getting a lot of content with Going Rogue but that doesn't change the fact a lot of the vanilla content, specifically in City of Heroes, sucks monkey nads. The Taskforce commander TFs, the Shadow Shard TFs to name but a few.
Actually, thanks to my super sekrit out of combat sources in NCSoft (Which will hearby be referred to as "DeepNiviene" and "NotCastle", I have been able to learn some information about I17. Namely, that in order to better compete with those "Other" games, NCSoft will be adding a variety of non-combat Archtypes to the game.
The first of these will be the "Super-Chef", a superpowered cook who buffs his friends and hinders his enemies with a variety of tasty treats. Confirmed Powersets include Solar Hands, Solar Gauntlets (Which will only be available to Natural heroes), and Blizzard Hands (Perfect for creating the new Tart IO's).
Meanwhile, two new origins will be added, the Cat Girl (Females only) and the Bishonen (Boys? only). The Origin Power for Cat Girls will be "FEIGN IGNORANCE!", which will cause all enemies in the area to instantly forget about them. Bishonen origins get "Androgyny", which causes enemies special feelings to become all confused.
Finally, a new villain group will come into play, the Liefeldians. A splinter group of the Vahzilok, the Liefeldians are kidnapping people in order to improve them. However, their idea of improving them is to add hundreds of unnecessary muscles to their body, turning them into groutesque freaks.

In other words he was filling space because other than confirming that the next big publish after i16 is currently scheduled to be Going Rogue, he had no new news from comicon.
My original point still stand that there really not need be any debate at this point whether or not i17 is scheduled to be the GR publish. That article confirms Paragon Studios intentions that the next full issue publish will be for GR. Not i18 or i19 as some folks up thread assert.

I'm confused... "get away" with a content heavy issue? We've been waiting for one of those since I13! We would love a content heavy issue for I18 (since I17 is GR)!
However, since GR will bring a metric buttload of content to the game, I'm pretty sure I18 will be a refinement issue, without too much content. I hope to be proven wrong, though. |
