Foot Stomp Bug
It's very easy and quick for people to ask "Was it during the rage crash?" in which case no real (okay worth having) damage is to be expected. I have found exactly the same thing outside of a rage crash and not just with footstomp. I send a report about it from RWZ. It's probably known and queued.

I haven't played my Ice/SS Tank in a while, but I'll have to keep an eye out for this next time I do.
Oh wow so it is a bug, I just thought I was having some bad luck or something. Yeah at times my FS wouldn't hit at all in a huge mob. I'm glad you found this out. Next time it happens I'll send a report.
One question is this only happening to you in AE? if you run AE lol or is it all around.
I ask because oil slick is only bugged in AE so it might be on the same line

If you think you can repeat this predictably or by doing it over and over for a while, demorecord it and send the demorecord directly to Castle and perhaps Phosyb.

This may or may not be what is occurring to you. The difference with the original post is that his Foot Stomp is doing something to the enemy in the combat log. In lag situations there'd be no hit checks.

I've seen this happen to both my foot stomp and my shield charge, both in and outside of AE. It usually happens when there is some lag going on. I'll see the enemies get knocked down but it won't display any damage. I just assumed it was from lag myself. I've seen it happen with Knockout Blow too.

That doesn't quite make sense, though, as the game is recording a hit but no damage. If it's not hitting due to lag, shouldn't the game not register it at all? Maybe I'm misunderstanding how it works, but the game saying there was a hit and then not having damage land seems to be a glitch, not lag.

Just for the record, I was doing radio missions using indoor office maps for the above examples. I was in the middle of the spawn group and not moving and for sure the critters were within my melee range. The critters were ground-bound; one was flat on his back from knockdown at the time.
I'm also certain this is not lag-related. I've seen lag cause wonky combat behavior before but it usually reconciles when the client and server sync back up. In this case, the targets are just plain unaffected. I've been watching carefully since I first suspected it. When lag causes a delay, the target usually suffers belated knockdown and damage. In this case, none is happening at all.
I can't reliably make it happen and it doesn't always occur. But it does seem to be somewhat regular so I may try the demorecord and see how it comes out.
There is a cap to all AoEs in the game
I had the same experience with Crowd Control from Warmace on my SD/WM Tanker. I always thought it was lag. Have to test it further. I did not pay attention if it did damage, but it certainly did not knock them down.

I understand what smurphy is saying because I do these types when wanting to have fun (when hit with SB) or just because it really is lag I can tell. But the times when it happens the enemies are swinging and hitting but the stomp acts as of nothing was there. I'm not sayin it happens all the time but it has a few times and sometimes back to back. But like Stars mentioned a demorecord would be helpfully but difficult xD

There may be another explanation for what you are experiencing. Sometimes there may be minor lag between the server and you when you press Foot Stomp while moving. On your screen you may be in the middle of the spawn of enemies. On the server you may be just outside of it. Your character Foot Stomps in the middle on your screen but not inside on the server. No hits nor damage occur because you aren't actually near any enemies. Occasionally you may notice that you hit the "front" of the pack, but not the back while in the middle.

This looks like something that happened when they introduced gauntlet and the ability to hit fleeing targets with melee attacks. For some reason, you could chase a fleeing target all day and your attacks wouldn't do anything - they'd fire, but no hit or miss.
In this case, it seems to not be related to movement, but it reminds me of that.

I've seen this same thing occur as well and just chalked it up to bad luck because normally it happens so rarely. I've also seen it with Shield Charge. No knockdown just a "wtf" reaction from me when this happens. I'll be watching for it more often.
Does it occur more regularly when JD is in the room?

I have seen this as well. I tend to solo against large groups so I assumed it was AoE cap. I will double check against smaller groups and see if I get the same effect.

I haven't been paying attention since, though. I've been fighting larger groups and it's hard to tell if it's not firing when you have 8 whatevers trying to punch you in the face.

For a while now I've been noticing that it seems like every once in a while, one of my Foot Stomp targets just doesn't get affected by the power. No hit, no miss, no damage, no effect whatsoever. I finally got around to setting up a log of my combat and confirmed it.
In each case, the combat log records that the Foot Stomp hit a target but that no effect was applied. Coincidentally, both happen to be Behemoth Overlords though I've seen it happen with other critters. They were also both the critters that I had actively targeted at the time, which may be a coincidence or not.
I /bugged it in-game but I couldn't put my log excerpt in the bug report, so I'm posting here. Hopefully, my SS bretheren out there will keep an eye out for this and confirm and /bug it if they see it.
