Works the same as zones... its tied to the rep system, so yes if its a rep worth kill in arena you will get a chance for a drop.
i like how its a rep kill only but theres no rep in the arena..so its like"IF" it "was" a rep kill you "might" get the drop
you just dont know cause if it is or isnt a rep kill cause it wont show.

pvp recipes only drop for other player kills and yes they drop in arena
Ok so the only way to get pvp IOs is to go in a PvP zone and kill another player or Rank Arena match. That sucks because if no one is in zone for me to fight I won't be able to get one. And with the current system they seem easily farmable, I think there is like a 5 min wait time after you kill, but still...
They really should let some of the NPC enemies there drop some too.
With all that being said can someone tell me the best way to get some PvP IO drops? tell me here or PM me.

Best way to get them...is to kill players that con orange. Kill each person once every five minutes for maximum effectiveness...rinse and repeat ad nauseam.

if you farm all day and get one drop... that is not easily farmed...
No one goes there anymore, it's too crowded...

Rep timer counts every five minutes iirc. So once you get a rep point off your friend, no chance of IO for another five minutes or so.
Obviously, if both of you are attacking each other, this helps.
Note that from what I've seen, Infamy/Influence still drops during the delay, just not those IOs.

i still say the drops are broke...we killed over 100 people last night easily..
not one drop...like the devs to explain that drop rate

The current drop rate is obscene. One chance per target, per five minutes is just ridiculous. Put it to you like this, prior to all the changes, the drop rate was probably 1:200ish. Now, take that drop rate and cut the kills down to once every five minutes. Considering the amount of PvPers across all servers and kills achieved, they have created items that are 10+ times more rare than purples. Sure the farming before was a bit too easy, but that was easily remedied by adding say... a one hour timer after a drop. But that would be logical and not extreme enough.

Actually all they need have done was fix the stanchant respawn position in arena to a random respawn location. Inoess2ez to apply a common sense simple fix to anything in this game.
It used to be like that, but single spawn location was an "improvement". I suppose it's not bad for... you know... actual PvP.
Actually all they had to do was disable the use of a wakie in the pvp zones and put the rep timer for arena only.(but fix it so there is still a chance once the blows start flying to get one.)
the problem was people standing in bloddy bay with the store window open getting killed really really fast non stop for hours that needed to be stopped. not allowing wakies to be used would have stopped that.
I think I invented that.
I only did it for two days then evolved to an overnight afk farm.
so does it have to be rep based or can it just be an arena spar?
and only once every 5 minutes? meh....
