The difference is 35% resist to all (total after DR) with Tough vs 28% resist to all(from the global pvp resist after DR) without. That is basicly running 2 oranges all the time. Keep in mind that Frozen Armor only gives you F/C/T resist and most go for defense procs/sets for it anyway.

Overall a decent build. Biggest change(s) I would do is drop Scramble Thoughts for Psionic Lance, put the Sting of the Manticore set in it and put the Apoc's in Will Dom.
Next thing I would do is drop the Unbound Leaping +Stealth in Sprint and take the slot from Combat Jump and put it in Super Speed and put a Micro in there. Run Sprint and SS with that slotting -> 89 MPH (3 short of the maxed 92) VS your current slotting of SS -> 65.1 MPH.
Next drop the Regen Tissue from Aid Other http://paragonwiki.com/wiki/Regenera...:_Regeneration. If you want that buff you have to heal someone every 120 seconds.
Consider dropping the Medicine pool altogether and pick up Kick (for Aid Other) and Tough (for Aid Self). No Slots changed just the IOs. You can get more health AND more resist.
Last, but not least, I suggest putting 4 Performance Shifters (with the Proc) in Stamina to replace 4 of the 6 Efficacy Adapters. At the very least throw in the Proc... Don't underestimate it. -

I deleted and elec/EA stalker that was 49 or 50, that I remade on freedumb... I still don't really like stalkers. They feel so gimped in pve.

There really is no easy way to say how ****** DP is for PvP... its like AR... if you wanna play it... who cares, play it.

IMO Therm, Pain Dom, Cold, Dark, and TA are all better then Rad and Kin atm, probably in that order too with Therm and Pain Dom sort of tied. Really more of a play style preference of if you wanna be able to do more debuffing or more buffing.

If you must choose between those 2, go with Rad. Currently it has the only power ingame that does any kind of significant -max run spd with Lingering Radiation and with Mace Mastery you can slow someone to a crawl solo. Great for zone gang bangs.
But thats about it. -
A better way to ask for help with a toon is to post up your own build and then work from there...
The build Lucky has so kindly posted is pretty standard, as far as power selection goes, varying a little with maybe taking Assault instead of Maneuvers and Total Focus instead of Stun (though it is a relatively nice cheap purple set) . Conserve Power is one of those things thats more of a preference thing on a higher costing build where end isnt an issue, though on cheaper builds it can help alot with as many toggles as you would normally be running. -
Unless you have made other changes besides your last posted build you currently have 44 KB protection. Removing the slot from phase and adding it to acro and putting a gen KB IO in it will put you at 45.53. Removing the KK set will put you at 42.53.

I do have some feedback on your build though. Invest in Apocs and split them. With accolades that current build will be sitting at 1500 HP. If not and you stick with the 11 HP buff I suggest switching to the Ruins over the Decimations. Same HP bonus, alot cheaper because Ruins dont have a recharge bonus later in its set.
Also work on your actual slotting of sets a little. If you pick different Devastations you will get better slotting vs the ones you currently have in the build - same set bonuses, better overall Acc/Dam/Rech.
The extra slot in Phase is sorta a waste, unless your planning to die alot. If you take that slot and put it in Acro and do a gen KB IO you can slot TK blast for Dam and other useful set bonuses (think HP and maybe some much needed recov).
Consider flipping the Extreme Measures in the snipe for a Executioners Contract Dam/Int. Damage would be pretty much the same, 20 less ft. on the snipe, but your interupt time will be 1.6 vs 1.75.
Consider flipping your movement sets so that SJ will have the stealth set and SS will have the common run set. No change in bonuses, but you will run faster and since 80% of your time in team arena will be evading and you evade faster running on the ground (92 run cap vs jump's 80 something?) it might be something you want to consider. Also slot a gen run IO in sprint to cap your run speed... toggle it on when evading and off for spikes and you should be fine.
