Which website should I use to host an avatar?

If you have a Live ID, skydrive is free with any ID. Thats what I've been using since I cancelled my web hosting. If you go to your live profile all the services are linked on the left side.

I haven't tried to do anything special with images there, but it's free.

Ok, I tried SkyDrive, but now I have another question, how do I shrink the picture down to 100x100 pixels? Its just a little too large.
I usually use imageshack.

Really nice thing about Photobucket is that if you put a "th_" in front of the image name, you'll actually use the generated thumbnail instead of the actual image and it'll never count against bandwidth limits. 
(Though I think the default bandwidth limit is something like 25 GB these days, so that's probably not going to ever be an issue anyway.)

Best part is the squashed cat for the logo. I love cats, but that logo always makes me chuckle. I see it and imagine PETA fanatics cringing and I smile. Which has nothing to do with how great a job it does.

Imageshack and photobucket are the two best ones, I think.

Problem with Imageshack is that a number of forum-goers have had trouble when they're posting from work (... lol like they should be doing that but lets not go there) - imageshack is often blocked. Photobucket less so. I have never heard of the other sites.
A paid photobucket account is a marvelous thing. Even a free account though, for hosting avatars and siggies, works perfectly well.

Repurposed
Photobucket here. Although mine is currently hosted on my web server, I use Photobucket for other things. It's free and easy, and I've never had a problem with it.
We've been saving Paragon City for eight and a half years. It's time to do it one more time.
