Funny thing is, a few years ago they said "never gonna happen, too much work to pretty much completely rewrite the powers code"!

Why is that funny? If true its a little dissapointing. I would have assumed it something simple to do anyway.

Welcome to the game and forums. I suggest you take a quick glance at this post listing a few of the things that get suggested a few thousand times a year.
I reccomend you have a look at this. It's basically a bunch of quotes from dev's in response to wether they will be adding power customization. However, these are all quotes from 2007.
In my opinion: the dev's will not be adding a power customization feature. They have already stated multiple times that it would take a considerably long time and that it would take a lot of effort. Besides this, there would probably be a significant amount of bugs that would occur with certain powers.
I would probably predict that there is a 5% chance for a power customization feature to be added to CoX. It would be a cool feature to be included with CoX, but the effort to be put into it wouldn't be worth it. It would also probably slow the dev's up on releasing other new content.

OTOH The video for GR seems to imply there will be some form of power customization.
Currently reason there is none is that colours are baked into the animation so to add colour change you'd need to add an animation for each colour. But depending on the engine they should be able to flip it round and have an animation that adds the colour at run time... problem being apart from recoding how the engine works they'd still need to redo all the affected animations so even if the idea is possible it would be an awful lot of work.
Personally I'd prefer to see more proliferation, new sets, more TF/SFs, new ATs and new zones before power customization.

Its funny because now they say its something they couldn't do while they were part of cryptic.
What that means exactly is any ones guess. Personally i believe it means that they now have the man power to do all the animation work that would be needed to get power customisation in game but i could be wrong.

Yeah, I'm willing to bet a few inf that there's -some- degree of Power Customization incorporated in i16/GR.

Should have been included from the initial design of the game, same time they were designing character and costume design stages, imo.
One of my favourite things in MMO's is character customisation (I can spend ages in character design) which is my main motivation to level up to begin with. I know it's the same with a lot of other people such as roleplayers, storytellers etc.. (I've not done any MA stuff yet but I don't believe you can customise an NPC after one of your own characters - that I'd love to be able to do) So really I can't understand why it wasn't implemented at the beginning tbh, designing it at the start is obviously easier than trying to integrate it later on..

Nope. Naivety. CoH was Cryptics first ever game, and they just didn't think that players would want to customize powers. A very short sighted decision that resulted in them baking power colours into the animations in such a way that adding customisation is VERY difficult as it stands.
However, do not expect things to remain that way forever.

You know.. when I first started playing MxO I asked a question on the forums about lack of character modification after the initial creation.. and another player said something very similar to what you said.. a few months later RSI modification pills were released. Coincidence..? Wishful thinking..?
They said a lot of things were impossible to do under Cryptic...
Flashback, Weapon Customization, Mission Creation to name three.
Oh look. We have these now.
thing is, they did it with villains from heroes blue/purple to villains red/pink, and with energy powers for corruptors, so if it was possible then, why not now?
A total of 14 of my nerves have been harmed in the making of this post...
Because to do that they had to create a second version of the powerset with the new colors.
At a development level this is pretty simple, it's a matter of selecting the right subroutines, copying them over and changing the color references, at an end user level with the way the system is set up it's exceptionally difficult.

With costumes in this game is fun to be able to design our character as we want them. We can design them based on a theme and give them costume colors that we choose. However there is one limiting factor to this: Powers!
Powers are in no way customisable. If I design a villain character that uses electricity, wearing a yellow themed costume, I feel that it is a little limiting that it would suddenly start using red colored electricty. why cant I use yellow bolts of lightning?
Additionally to this I find it a little frustrating that certain powers of the same type are also colored differently. If I make an energy/energy blaster, my ranged attacks will be blue, while the melee ones, red. This makes it hard to make any kind of themed character based around the powers.
My suggestion is simple. Make at least 4-6 color choices for powers. Just a simple change of hue on each relevant power set, (not individual powers). This should take customisation to a greater level!
Also there is an extra thought. Certain graphical buffs should be be able to be turned off. Notably the white smokey effect you get on hover and fly. If a character has wings they dont need some magical aura to make them fly. magical auras can be added later on anyway.
