The knives? Very rarely anywhere and one of the enemy groups that could have a very interesting arc if put to good use.
Hired thugs (thugettes?) switching sides against the group they were hired for thus starting an "street war" to distract the heroes so they can go get their true objective/goal? yes please!

The Knives kinda fit - but they're quite a small organization, and rather specialized - a supervillain private army would be more like the Praetorian goons - no powers, but lots of guns and martial arts

Maybe they're not quite as small as you think - just usually practically invisible when acting in PC/RI.
Though, tbh, an invisible party outside established groups (and outside Arachnos) would please me more.

Chimera's ninjas are particularly rubbish as they're visible all the time. Proper ninjas shouldn't be seen, heard, or where you expect them to be. (clicky)

Well they can't be as small as they're reputed to be since my lvl 50 Earth/Rad has personally defeated more of them than is claimed, in game, as being their total roster

I expect they get teleported to safety after defeat, so it just means the hundred or so KoA who exist are really, really busy, and spend an awful lot of time running out of the hospital and back to mission instances.
