Proliferation.
Basically where they take a powerset exclusively available to one side's ATs (Heroes or Villains) and make it available to the other side. Like when they made several previously Hero-only and Villain-only powersets available to their respective other sides in Issue 12.
In any case, I'm not bothered about it. It'd only exacerbate my altitis anyway which is what I kinda don't need right now. *glares at dwindling Union slotspace on his account*

However I think he's saying that there will be no Proliferation of power sets in i13/14.
TBH i13 has two new sets on three or four ATs (or more) thats enough for me, and i14 has the mission creator which I will be playing with far more than with any powers...
Not that fussed, we will have 2 new powersets in i13 which should keep me happy for a little while.

As much as I'd like a Dark Blast/Dark Manipulation Blaster (as Dark's my favorite type of power), and a Psy/Kin Corruptor (remake of my 'fender), I've plenty of things to be levelling as it is, and I'll be knocking up a Broadsword/Shield Scrapper (from the future >_> when i13 arrives.
i14 will have me making various missions/arcs/foes and stuff, so I'm not too fussed there, either.
I'd much rather they concentrate on making the issues as they are less buggy, than faff about throwing in more work for themselves.

Close, but they also took sets already available to hero ATs and gave them to other hero ATs (not sure about villains). For example firey aura + firey melee (tanker powersets) to scrappers, dark armor + dark melee (scrapper powersets) to tankers and ice blast (blaster powerset) to defenders.
In any case, I had hoped they would give cold domination to controllers (to match up with ice control), but it looks like that wont be for at least around 9 months now (depending on how long they take with I15).
Power Proliferation is ok but there's plenty to be doing instead so don't stress, and enjoy what we get in I13 & I14

I wouldn't mind, apart from if Castle and his team hadn't been wasting time with PvP changes that are going to have to be thrown out anyway, they could have proliferated a couple of sets (at least those that didn't need new graphics, such as Broadsword).

Personally, I care not for more proliferation. They don't tend to do much for things I'd like to play anyway and I have plenty of alts lounging around unlevelled thank yee.

I don't think you've justified this statement and it's clear that PVP needed some Dev Love.
Development is a finite resource and I think your stance is a tad churlish. PVP is an important element of CoX and deserves attention

I have been hoping for more Pro-Life-Federation cause have some lovely concepts that dont work yet. I'm also looking forward to a few months after launch when I wont be only able to team with shield character. I remember people being surprised when my new scrapper wasn't a Dual Blades the day that came out. Like dual blades not something I have much interested in (though if dual blades looked more aggressive and less like ballet I would have been interested in that)

I'm actually a little annoyed by it as I thought things were going to be picking up drastically from this issue. Instead they've put back the Mission Creator to I14 and aren't carrying over any old sets to new ATs.
I know a lot of work has gone into the two new sets and I'm glad we're getting them, I just really hope that I15 is really, really massive.
