What about game and support localisation?
That's a huge factor to think about for EU players on the US servers. It's one reason why NC Europe was set up.

Based on what?
AFAIK they have never moved any characters from the EU servers to the US server, I have certainly never read about it happening, here or anywhere else including the US forums. They have been known to swap accounts round if you bought the wrong one, or as the case of a Aussie player I spoke to once who bought the US but wanted the EU (to play with friends) and got his US account closed and a EU account opened, fairly sure I have read of the opposite too. (EU to US for an Aussie player.)
However I still wonder why you 'know' that they can provide a transfer of characters from EU to US?

Because if a toon can be trasnferred intact from the US to the EU - logically the reverse must alos be true.
I find it hard to accept that the unlying tech of the servers is that different that data can only be trasnfered one way (wouldn't that defeat the object of a server?)

Not true. They can transfer toons to the Test Server but cannot transfer them back. I know this because I had my 50s deleted and asked if they could be transfered from Test. They said that it was a one-way system and that they haven't developed a method to transfer from the Test Server.

Probably the same reason that anyone is against any 'good' idea. Personally speaking I don't think it is a good idea, I don't think its something that is needed and I believe that time and money wasted on it would be better spent elsewhere...
On top of which if they system was created and added it would only make the issue you are trying to get away from worse as there would be people who moved, who currently have no interest in doing so.
Besides if parity was included and the US player base was allowed to transfer to the EU servers, then I don't doubt our figures would go up too, making the necessity entirely unnecessary.

Think about whats been said.
The is a demand for this - however small. (Just as there is for animated hair)
The only case I can see for really needing this tool is if they vetted your server access by Geo IP then People who pysically emmigrated wouldn't be able to access all there work, but I would imagine you would need to prove that you residencey has changed and AFAIK they don't vet by IP or no-one EU side would have any access to US servers.
A few players thinking the 'grass is always greener' is unlikley to create enough demand for it to be worth implementing.

There is also a demand for, say, certian moving features on player avatars - it's also rather small, perhaps, which makes it very low priority
