I feel for you and sympathize mate.Unfortunately there will always be people like this in society that are just destined to try and rip off others.Karma will bite their useless butts eventually.
As far as rules goes unfortunatelly no system is 100% safe.

Sorry to hear about what happened, but how do you know nothing will be done to @sneakythief? Okay, it's unfortunate that you won't get your stuff back, but there's no way of telling that @sneakythief won't at the very least get a warning over this, because company policy is to never reveal details of any punishment a rule breaker receives.
So, it may be that he'll receive SOME kind of sanction, but you'll never know about it unless he tells you.

Having played a mmorpg where scammers could wreck years of hard work in one fell blow to the point that you had no way of continuing with that character. I have learned to be very cautious about who to trust. I understand the feeling of hurt you get when such a thing happens to you.
However, as scams go. This one is not hard to overcome gamewise. After all you got the influence to just buy new salvage as needed. In fact I don't bother to protect my salvage stacks form my sg's. If it gets robbed then I consider it petty theft.
The true damage is the one to your trust. And that damage is not easily repaired. Especially since this game offers no way to retaliate.
Edit: Dont expect NCSoft to do anything about scammers. They wont do it. The game I talked about earlier was in fact also from NCSoft and I dont see them changing policies in this matter.
This will continue until we given account/server Storage so we can swap stuff between our own Toons .
Until that happens this kinda stuff will continue.
There are only three alternatives. It thinks were either a threat, food, or a mate. Its gonna either kill us, eat us, or hump us.
as a few have stated this is very unfortunit to have happened to the Op but its not the first time its happened and the way things are it wont be the last either.
becuase of the way the rules and storage access there isnt a whole lot the suport staff can do if its a one time thing but because this has become such a problem its been made clear a few times that people who make a point of doing this regular will be punished we just need to make sure the suport team know who dun what and when.
what i think is the most important thing when prblems like this crop up isnt how the suport team dealw ith it but how the comunity itself deal with it, in almost every time an sg has had this happen to them we have alll seen people volentering to make it right out of there own pocket myself included and this speaks alot for the comunity as a whole in my book.

I am truly sorry to hear about your loss, unfortunately as you were told by our customer support and by numerous people here on this forum, we won't interfere in this matter.
I agree that the storage access system in place is not ideal, however you were aware of that and took the decision to give some rights to this person despite the risks involved. This is a matter of trust between players, and that is your entire responsability, not ours.
Now, please, can we stop the flames, names calling and such? Let this topic die unless you have something constructive to say, or you know how it will end up.

Common Law (at least in the UK) does not work like this. It is highly changeable due to the system of precedence. Thus someone may bring a lawsuit against someone who has protection due to precendence under common law and win, overturning that precendence. However, we are of course not dealing with a legal system. So you are right that in this situation the thief did not break any in game rules so can not be punished. I agree this does not condone his actions. Maybe a call for reform of the code of conduct is in order? Perhaps a discussion on this would be interesting and flame-free. How could a change in code of conduct be implemented that would (a) provide adequate protection for the normal user (b) provide adequate freedoms for the normal user (c) be enforceable by the GMs?

altho a change in the code of conduct would make it easyer for the suport team to hand out punishment or atleast help out in this situation it wouldnt make the problem go away what is realy needed is a complete overhawl of the permision system itself either by a bin by biun basis so that you set who canacess storage bins at what rank and if needs be lock one or two so only top ranks get them or by type of bin insp bins have one setting salvage another and enhancements something different again both these systems would give leaders greater control over access and greatly limit the chances for theifs to actuly do damage in the first place
