Cupids arrow (foe confuse then the winner comes and heals you)
Freeze ally (helds them but gives them a good defense)
Hara-Kiri (Damage yourself and placate)
0-G Bubble (traps all allies in a large bubble then makes them all fly)
Human Projectile (turns an ally or foe into the propel power and fires them at someone)
A total of 14 of my nerves have been harmed in the making of this post...

Human Sacrifice- You sacrifice and allie to bring back a defeated enemy so you can farm xp off it =P
(Still needs a name)-Confuses all allies.
Paintball gun - minor dmg to ally and hold while they cry, 'Those paintball thingies hurt!'
I think i got some more...
Poison Ally (makes an ally choke and vomit then fall to the floor for 10 seconds, when they rise they are disoriented)
Stone (throw a stone at foe making them disorient or fall down)
Extract Soul of Ally (kill your teamate and use his soul as a pet like the necro ones)
Kamikaze (strap yourself with a detonator and run faster until you reach the enemy, then explode)
Bull Charge (Superspeed with repel)

Ooh I like this idea, how about:
Happy slap: Squishy power, major taunt, when activated it'll take a screenshot of the event and put it in the screenies folder of the entire team. Guaranteed to result in the death of the power weilder, though they will deserve it.
Devil bangers: Activating this power will throw a devil banger onto the floor knocking foes and team members down alike. Foes not knocked down will have the Shakefist emote play out
Leaflet campaign: The pen truly is mightier than the Nova with this Ranged AoE. A fountain of propoganda and useful contact numbers could cause minions and underlings to be confused, must take a tohit roll to make sure it's not written on toilet roll...toilet roll leaflet campaigns will instead enrage the whole group.
Hairnet: only usuable while asleep, protects against hair thieves and a degree of cold/fire damage, provided it's administered by flying foes.
Paper bag with a face drawn on it: high level stealth, nothing could possibly see past this disguise...not even Rikti drones.

no purposes: every enemy connected to COX is killed instantly.(like agent smith in the matrix revolution)
Tasteless Outfit - those near the one who activates this shall be incapacitated with laughter, holding them in place.
Absinthe - Blinds the one who uses it and confuses them due to a loss of rational thought, which can cause them to attack allied targets.
Steroids - can increase resistance and damage, at the cost of decreasing their accuracy and defence.
Waterballon - Ranged attack causing minor cold damage, makes enemies less resistant to electric attacks, and more resistant to Fire attacks
Custard Pie - Low to-hit. Will cause minor hold on foe as they lick off the cream from their faces.
Hand Buzzer - You extend your hand to your enemies in friendship, only to give them a sharp shock as they grip your hand. Especially good after the Waterballon power
Large Wooden Plank - Possibility of knocking over everyone around you, even team mates, unless they are much shorter than you.
ACME Needle - Causes foe fear when brought out, an emote of "This will only hurt a little" is also played.
Banana Skin - Causes foe knockdown and minor smashing damage

You forgot 'poo-filled paper bag'. It works like Oil Slick. A paper bag is thrown into a group of enemies. the bag on its own will cause minor amusement and will force at least one mob to stop what they're doing and look at it.
Someone blasts the bag on fire. This causes aggro in the mob on the paper bag who try to stomp it out. Small AoE causing minor Toxic and Fire DoT. Some enemies may be caught by a blast of flaming poo and suffer either a minor hold (choking emote from Char/Volcanic Gasses) or suffer a -To Hit (from being... well, I'll let you fill the rest in)
All enemies caught by this will do the /shakefist emote

My vote goes towards the happy slap power personally.
My suggestion would be a farmer-repel power. When someone sends you a blind invite to increase mob sizes on thier farming mission they instantly get kicked from thier own team and the lvl 2 defender who's been afk for the past hour is given the star

Very simple, lets suggest joke powers... like the Healing Arrows in my other post
Ideas:
Healing arrow... shoot your enemies and make them regain life
Total Focus Ress... You use total Focus on a friend thereby making his heart beat again and ressurection him (Very Hard CPR)
Illusion Heal... Temp makes an allie thing his OK, so after a while he takes a little of the damage he was heal for again ^^
Lightning Ress... Shoot your allie with a Lightning Ball, there by ressing him, Jumper Cable alike :P
