Fire/storm?
Char, Flashfire & Cinders should all be 5/6 slotted. 2 acc, 3 hold for Char. 2 acc, 3 DisDur and 1 recharge for Flashfire and 2 acc, 2 hold and 2 recharge for Cinders. Flashfire should be slotted over Cinders though, its a much better power.
Hotfeet doesn't really need slows, it only affects Run Speed and you'll have Snow Storm to further slow them to a crawl and Fire Cages to stop em dead. It also is your most damaging power with Containment from Fire Cages so I'd put in 3 dmg and a few End Red.
Smokes Accuracy Debuff is tiny, not worth slotting for IMO, just throw one Accuracy in and its fine. Good power for Imp Wrangling. Ditto with the Defense Buff from Steamy Mist, its tiny too, just slot for Dmg Resist & End Red.
Hurricane has a massive Accuracy Debuff (almost 10 times that of Smoke!!), I'd go 1-2 End Red and 3 Acc Debuff in it.
Freezing Rain should have 3 Recharge in it, its your monster power in Storm. A few Def Debuffs can be handy and removes the need for Tactics. Again the slow doesn't really need slotting as you'll be Caging those in it anyway.
Tornado is worth getting for Cages synergy too, with a few Damage in it if you can squeeze it in.
Personally I don't think Assult & Tactics are much use. You'll be stripping Defenses with Freezing Rain & Tornado anyway and the End costs of the toggles could be a bit much.
Thanks for your help, changed the build a bit and managed to acrobatics in by taking out leadership pool, i can see this build being very end heavy so will be slotting for end reds until i get stamina, ive also gone for Psionic Mastery i would like to see the effect of 2 tornados (will have to make sure im solo when i do this )
This is going to be a PvE team build used for ocasionally soloing when people realise im not a /RAD or /Kin before they let me into there team.
I agree with most of what Carni said, but with a few differences in slotting. Here's what I would do:

I agree Acro is more useful than Leadership and you will get more out of Tornado than Smoke. Psi Mastery is nice but mainly for IW and the shield. Psi Tornado is OKish in its nerfed form, but works very differently from Tornado.
CoX 50s: <ill/rad> <ice/ice> <fire/kin> <grav/sonic> <ice/storm> <earth/kin> <kin/elec> <cold/psy> <thugs/dark> <fire/dark> <dark/elec> <night widow> <EM/ninj> <mind/icy>
I'd recommend another EndRdx in Fire Cages because you're going to need to use it every time it is up otherwise you will be knocking everything out of the range of Hot Feet.
Hot Feet really needs to be taken at level 8 - it's your only real source of damage pre-imps and lets you solo hazard zone groups easily. I personally didn't take Hurricane because it repels mobs out of your Hot Feet radius, which is a bit pointless.
I also took Aid Self because the sets lack a self heal.
1 endrdx is more than enough, and you will only need it to cast containment quick.
I personally think Okt's build is really good for pve, but I'd try and fit hasten much earlier, and swap hot feet's acc for a third endrdx (dunno the hard numbers about its base acc, but i find it rarely misses as it is), and would pick aid self.
Heh Okton is here to rescue my build again.
I had a Storm/NRG defender, an ancient shaman but i decided to turn him into a controller. But still can't decide between Fire/Storm, Ice/Storm or Earth/Storm. Ice/Storm is not so appaeling for me as it is very common. Fire/Storm is fine and with a build it is ready to go after some tweak for my taste. Maybe i will research Earth/Storm a little bit. But thanks for the build Okton.

That's a good point Dark. You can easily move Hasten to early 20s. Hot Feet would be nice to have early, but it's going to be hard to run for long pre-Stamina and SOs without +recov buffs. Acc or a 3rd EndRdx won't make a huge difference, in any case 6-slot Hot Feet. Another option for extra damage in the early levels is to take the single-target immob and slot for damage then drop it later. I don't usually go for Aid Self on a PvE build, but that's up to how much you plan to team and playstyle really.

Out of interest, what is the set like to play? It looks like a 'chaos' controller with damage. I have to say I haven't seen many fire/storms around myself either.
I've got to add, it looks like a fun set to play with great visual effects.

I rolled one a while back. Idling at level 17 (its altitis im afraid).
I was thinking you could do some very imaginative things with bonfire and hurricane.
Solid build okty posted here. I'd build it very much like it.
Hotfeet is not good early in build. It's dpe is not worth it. It's damage isn't that great without some dam SO's and the end use is too heavy too maintain pre stamina indeed. the accu id'swap for a third end redux, the base accu is fine and you get FR to make accu redundant.
Also take hasten earlier on and move acro back a lil.
On another note smoke is a pretty nice power if you can fit it in. Makes great stuff for good positioning, buy the imps time to close in and provide some excellent safety by smoking a close by 2nd and even 3rd group.
Also give earth/storm a serious thought. It's really good, more focussed on safety and control. It plays different from fire/ which has more bite and is more straightforward aggresive.
If i ever get to make a new troller fire/storm would be on the top of my list
Never seen a Fire/Storm, infact I never even considered mixing the two sets, but now I think about mixing the two sets I really like the idea. I actually think /storm would suit my level 50 fire controller better than the one I have as a secondary - conceptually she's a bit of a natural disaster looking for somewhere to happen.
I would be interested to hear how it plays once it gets to a reasonable level although I could see the endurance issues I'm sure you'll have really annoying me personally.
I can sort of picture the Tornado/Fire Cages combination, and of course there's the two stuns to combine as well - actually that sounds really fun.
Powernova used to have one, I dont recall seeing him with a blue bar at all though
"Well, they found my diary today.
They were appropriately appalled
at the discovery of the eight victims
They're now putting it all together.
Women wrapped in silk
with one leg missing
Eight legs, one body, silk,
spider, brilliant!"
There's some around.
Nightbringer has one called Daybringer which he plays with great efficency.

Oh he did....mostly when teaming with my grav/emp though
SingStar:
"Extremists LOVE to fish to get us annoyed so we break the forum rules."
CRACK68:
"The origin of life wasn't planned either, should all life be declared a bug and wiped out?"
Lionsbane:
"You know me.Ever the realist"
I bumped into a lvl 35 fire/storm...and he was tanking lol we had 4 stormys on the team and it was absolute devestation.
Has anyone got one? I had a brainstorm yesterday and rolled one, im just bit worried ive missed something as ive never seen one.
