Dawg Pound!
I have all my defense powers slotted 3 defense, and an extra 1 end reduction in each of the toggles, you cant enhance the resistance on the passives, but with all 3(lucky,dodge,agile) its about 60% resistance at 20% hp which aint too bad, i took thunder kick at the lower levels but respecd it out at 24 for criplling axe kick. Oh and also best to put another slot in practiced brawler, it recharges just before it wears off with 2 recharge SO, you would do good to take all the SR powers, im going to skip out on Dragons tail as i only want single target damage and thats about all the help i can offer as he's only level 29
Erm.. In MA - I took everything but Warriors Challenge and Cobra Strike - Thunder kick was kept just incase a debuff came to recharge and I needed a faster attac chain.
Infact - Here's my view over MA.
Thunder Kick

Storm Kick
==================
This is a good medium power which always fits in perfectly in any attack chain you'll use.
Cobra Strike
===============
Didn't take this: Just disorients and I didn't find that so useful normally, respecced in and out of it but - now - no.
Focus Chi
===============
This is your build up: always useful. always always ALWAYS useful. Especially gives you a boost for bosses and lieuts.
Crane Kick
===============
Second highest damage attack - knockback - by the time you run towards you target again some other powers will have recharged - then just... finish him off.
Warriors Challenge
====================
Only if you ever needed to taunt a big guy off a squishy. I.. leave 'em to die.
Crippling Axe Kick
=====================
-fly -spd
Very useful PLUS disorient - but a low chance of that. anyway - deals good damage. and is useful like storm kick.
Dragons Tail
================
Quick swoop around you for a PvP check. PvE - good for big mobs - knockdown - if there's ever a tuffie in that mob - hit him with Eagles Claw while he's getting up. Forgot to add: it deals same DMG as thunder kick but NP - slotting and focus chi.
Eagles Claw
==============
This is big papa hurt. Slotted with recharge and usually one-shots for me. if its an especially big guy - use other powers in MA that are very useful as explained until you'll use it again.
As for SR: Don't know much about it. Plent of MA/SR guides around if you're bothered to do the snooping.

Cobra strike useful is useful for sorcerer's, sappers or if you solo a lot, just mez the lt, kill the goons round him, then lay it on him.
These are the sort of powers and slotting I'd recommend, not necessarily in order
I'd suggest starting from a base of taking:
-all the SR powers.
Slot all the toggles 3 Def and 1 Endred
Slot all the passives 3 Def
Slot Elude 3 Def and 3 Recred because Elude is awesome
Slot at least two Recreds in Practiced Brawler
Just put a runspeed in quickness and don't slot
-From Pools
Take Hasten, be the speediest scrapper going, and slot 3 recred. with Quicness and SO's hasten returns very quickly and consequently so will all your click powers.
Take Super spped since you already have hasten and it's the best travel power
Take fitness starting with hurdle since you already have quickness increasing runspeed and it makes super speed travel tha tlittle bit easier. Leave hurdle and gealth alone, 3 slot stamina, you'll need it.
- Epics
I love conserve power, especially since I spend a lot of time in whirlwind, highly recommended for 3 recred slots.
-Attacks
You should have room left for 9 attacks of which I'd recommend Crane Kick, Eagle's Claw, Storm Kick, Cobra Strike, Thunder Kick and Dragon's Tail from MA to slot with 3 Dam and one Acc( 3 disorient and one acc for cobra strike)
Definitely take Focus Chi, I love it and slotted three recred so I could have it as much as possible
The other two I'm not so sure about, I don't like crippling axe kick although it was recently buffed and I've never had a use for warrior's challenge. Epic powers are a good choice and who doesn't love laser beam eyes? Focused Acc is highly valued and with that+focused senses giving +perception you'd probably be able to see stalkers from a different zone in PvP.
With that slotting for the SR and pool powers and nine other each four slotted you''d have fourteen slots left to with as you will, most likely to add recreds, endreds and extra Accs to attacks or maybe some slots in health.
MA is fast and has good control so you should be able to disorient and keep groups off their feet with knockback, preventing damage by finishing them off before they get up and singling out dangerous mobs like sorcerors and sappers to disorient.

To add to that, you can get away with not taking lucky at all and use the extra power to take something cool like the medicine pool or whirlwind just because. The extra AoE defense won't seem critical especially since for a very long time you'll be vulnerable to AoE's and be adept at hating/avoiding them anyway and evasion is slightly better than the other toggles.

You can even take your ST Taunt instead of Lucky, and stun everyone into silence by proclaiming, "I'll tank Mother Mayhem" and then doing so (until Elude runs out). SR is just that awesome, and so are you for being SR.

Theyr leaving mobs dizzy, disorient to the max, should i slot the effect or leave it feeling lax?
Im still only level 7, but man im in heaven, never thought id dig a Scrapper but this one's kinda dapper.

Yep evasion is taking a downgrade so take lucky for the extra AoE defence.
I dont slot the passives, I've mostly got them for the tiny edge in defence and scrapfiance.
Elude is awesome, take it, hug it, love it and dont ever cheat on it............... but the end drop from it can kill you quicker than anything in the game (other than countess crey who refused to miss me when I was eluding and one shot me 3 times, twice eluding, and once with 8 stacked lucks)

MA/SR ftw!!
I got Ms. Fortune to lvl 50 at about the same time as Shnyet hit and we have both rolled MA/SR scrappers....great minds or what
Anyway...bit OT that. I plan to 3 slot everything with defence, even CJ (may seem silly but it gives me 4% extra overall and i have the slots and run it ALL the time)
I have found SR to be a fun if frustrating set...just don't look at the /regen scrappers you may team with and you'll be just fine
As for the numbers on the passives..they are pretty meh...but hey every little bit counts with defence. Oh and on a somewhat related topic i struggled with end issues even with a redux in each toggle until i got around to sticking one in each attack...amazing what a difference that makes.

It's still the one power from SR that's the highest on the list for "dropabilty". If it's a choice between taking Lucky and one other power vs Medicine pool and Aid Self, the latter choice will vastly increase your survivability in all situations.
