Separate server with different code - not particularly worth it.
Finding sewer teams - Haven't had an issue, personally. *shrug*
Assumption that people would stop "crying about it" - pipe dream. 
"Nobody" and me went through the sewers to Kings Row just 3 days ago.
"Nobody" was who I followed with my 50 offering buffs to a pug of strangers a week ago.
Sorry, but no. Plenty of people are still playing the GAME.
You can't even imagine how hard it would be for the devs to create a separate live game - it's not just a server with a tweak, ALL servers must be the same. It'd be a completely different GAME.
So... no.

An entire zone with no AE spam where you can go roll your toons "safe from the AE evil."
And yes I'm one of the ones lobbying for the AE buildings to be removed from the starter zones.
Not because of the spam or farming/Pling, but becuase too many new players have the idea that this game consists of only Atlas Park and the AE building.
gignore those that bug you. Problem solved without having to dedicate another server just to make a few cry babbies happy.

The team in the video was level 23-25 in Talos Island. I didn't even try, somebody just broadcasted "level 23-25ish team LFM"
and I sent them a tell. Meanwhile, in-between missions, there were atleast 3 other teams broadcasting for members. They weren't AE teams, just regular mission groups. Also, keep in mind that all of this was on FREEDOM, where non-AE teams supposedly are non-existant.
Seriously, just look around. Good teams exist, you just have to find them. Also, if you can't find them, start your own, it's not that hard.

Just go to map coordinates 512, 64, -1768 go up the ramp and walk inside. When you click on the entrance you'll get a drop down menu and you can select Atlas Park. You'll then be taken to the open sewer that Atlas has become thanks to the AE building there.
I never did the sewers before AE. I got tired of spammed invites claiming "great XP" and "fast leveling" every time I hit Atlas. Sounded too much like PLing and farming to me.
Never had problems forming my sewers group after AE. Both on Freedom and Virtue.

AE isn't the problem. It is the cheating exploiters that are farming/pl'ing in the AE that are the problem.
farming and pl'ing are not exploits you [censored]. it is things that give little risk for their reward which were already dealt with. how about everyone stop comming to the forums everyday and starting new AE ruined... threads. you are not making the game look any better to people that may want to try it. in fact if these didn't pop up you really wouldn't see anything about the MA other then the occaisional question in it's appropriate section.

i find it refreshing that both sides are told here on forums. not everyone is a butkissing dev wannabe. the people that are looking to buy should see this is not a perfect game and that serious problems occur here too. and that way they can make an informed decision on whether to purchase this game or not.

So I have my own crappy idea: There should be one server with no AE buildings. Just one. Let the people who post here complaining about how AE is ruining the game be directed there. The people that want teams will either find them, or have a server so empty that they realize that the arguments are futile. Either way, one of the largest problems of AE goes away: there won't be people crying about it. Let us go roll our toons somewhere "safe from the AE evil," or whatever the larger complainers currently think of it.

No reason to flame you, but no reason to listen to you either. You're only about the 15th person to post a thread complaining about AE farming in the last week. Like you said yourself, your idea is crappy. The devs are never going to make a server that runs different code than the others.

If you are really finding cheating and people exploiting you should report those to the devs rather than cry about it on the forums.
