Um... you read the date wrong. It's done as Day/Month/Year, because Mids' is from Europe. The last update was actually December 10, 2008, though the program still displays it as 02/12/2008, or 2nd, December, 2008.
Now, then, thanks for this thread! Maybe Mids' won't crap out on me when I try to mod the DB this time. Last time, I had to uninstall and reinstall Mids', or it would crash on launch.

Awesome!! Thanks heaps much for posting this. One thing though, will the numbers be the same if you copy over the corrupter radiation powers instead? They have the correct levels already so it would be one less thing to edit, although it's no big deal spending the extra 20 seconds doing it

Yes, they should Feugan. The database should still change the scalars upon the changing of what AT the set and powers are in.
Well, I can fiddle with it to see Sanc. The thing is that the designer isn't capable of having a set with two distiguishable set bonuses, at least not as far as I can tell. So I could put in the PvP Recipes and make a tutorial for it, but you could probably only get one set of bonuses at a time. Which kind of defeats the purpose of adding them in.
You can add both bonuses I believe. I was able to a while back, but didn't end up finishing it.
Yes, you can add in both but you won't be able to turn off the PvP bonuses once they're in. That may not be a problem for most, you'll just have to remember that in PvE you lose a bunch of bonuses.

OK, that worked, but when I attempted to import _Blu_'s build, I had problems.
First, I just copied all the Mids' stuff from the post, starting at Hero Plan by Mids' Hero Designer 1.401 and ending at Level 1: Defiance. When I pressed CTRL+I to import it into Mids', it said it was OK, but Ring of Fire was missing two enhancments, Fly had NO slots (not even the default one), and Rise of the Phoenix was red in the selection list, because only Bonfire was showing as selected, even though Fire Shield was there and slotted.
So, since that didn't work, I clicked the Data Link. That crashed Mids'.
I just did a quick & dirty rebuild of _Blu_'s build (I didn't pay attention to slot order, just the number of slots in each power, and the enhancements in each slot), then did an Export WITH the Data Chunk, posted it here, and did a Preview of my post. When I copied the Data Chunk, and imported it into a new instance of Mids', everything worked fine.
So, that seems to be the key. If you want other people to be able to import your build when you use custom data, you MUST post your Data Chunk, or Mids' will crash.
Good to know.

I've added everything up to the Elec/Elec sets for Scrappers & Tankers. They're next on my list. I can't add Earth Assault, because that's a new set, and I can't add Broadsword to Stalkers (which I still think was a stupid choice... ) because we don't know what will be dropped to make room for Stalker signature "attacks".
When I added Claws to Brutes, I copied Taunt from another Brute powerset (shouldn't matter which one), since Scrappers get Confront.
Finally, when you add a new set, it will show up at the bottom of the list. If you want it to show up in the proper alphabetical place, in the second window, where it shows the sets, there are two buttons at the bottom labeled Up and Down. Click the powerset you want to move, then click Up until it's where it should be.
For exmaple, when Radiation Blast was added by following the steps in your guide, it was listed after Sonic Attack. I selected Radiation Blast, clicked the Up button, and it was moved above Sonic Attack. Now, in Mids', when I make a new Blaster, Radiation Blast will come before Sonic Attack and after Psychic Blast.
I tend to move the Set after I've added all 9 powers to it, but before I click on Save & Close. After I've moved it to the proper place, then I'll Save & Close, and restart Mids'.

I'm pretty sure Whirling Sword will be removed from Stalkers just like the Katana PbAoE (Lotus Drops) was dropped from Ninja Blade.

That's fine all I ever do is PvE anyway so I don't really care about the PvP bonuses.

Dark/Shield Build Thread
Ok, then I'll work up a guide on how to do that too! Right after I finish fleshing out this guide.
Nice guide, I just used the corr version of rad blast so I wouldn't have to fiddle with availability levels. It works fine. It still lists scourge effects under power data view, but w/e.
The only problem I'm having is I tried your idea for Claws for brutes. When I save the toon and close it, then go back to re-open it and all the primary powers (claws) are taken back off like I was creating a brand new toon. Any Ideas? did I miss a step?
Is there a reason you mentioned to copy from the Defender's secondary instead of Corrupter's Primary? This way you get the correct levels right off the bat.
With the release of what the next round of Power set Proliferation holds for City of Heroes, and specifically Blasters, many have been wondering how some of us have been able to add Radiation Blast to Mid's Hero Designer.
Since Mid's hasn't been updated since Dec. 2nd of 2008 many of us have come to the conclusion that we are on our when it comes to updating Mid's. And while it may seem like an impossible task it's a rather simple undertaking! So today I'm going to take the time to write the steps to take to add Radiation Blast to the possible choices for Blaster Primaries. So without further ado, let's begin!
Step 1: Open Mid's Hero Designer, click "Options" from the Menu Bar, hover over "Advanced" (The second to last option from the list), and then select the "Database Editor" option.
[*]Our first step is a simple one, and allows us access to the pop up window where the inner workings of Mid's Hero Designer. From here we can begin the real work.[/list]
Step 2: Click the "Main Database Editor" button in the pop-up menu that appears (It's the first button in the list).
[*]This step will open up the Power Database Editor in a new window. There should be three separate columns in this window. The far left showing a long list of the various archetypes, broken into twos by their primary and secondary, the middle showing the power sets available in the selected group, and the third showing the powers available in the selected power set.[/list]
Step 3: Click on the group named "Blaster_Ranged" in the far left column then click the "Add" button at the bottom of the second column.
[*]This step should change what is displayed in the second column to the available primaries for Blasters. The second part of the step will open up yet another pop-up window with an empty form that will serve as the start of our new power set.[/list]
Step 4: Input the basic information of the power set into the newly opened form.
[*]This step is the longest step in the process, but is also the easiest one. The best way to explain what to do is to show you. Click the link below and fill in the fields as shown in the screenshot.
Mid's Power set Editor
You'll notice that there is an icon selected for the set. You can insert the same one by clicking the "Select Icon" button then typing "RadiationBlast.png" into the file name field then pressing "Open". It will automatically be added into the field.[/list]
Step 5: Click "Ok", click "Ok" in the error message pop-up, click the "Save & Close" button in the lower right hand corner of the Power Database Browser, close the Database Editor menu, and then exit out of Mid's Hero Designer.
[*]This is probably the most crucial step of the process. For some reason or another Mid's Hero Designer doesn't like naming new sets, you can toss in any name you want and it will always be invalid. However, it does add in the set, it just doesn't want to tell you it does. After this step you should now have a destination for all the Radiation Blast powers you'll have to copy in.[/list]
Step 6: Repeat steps 1 and 2.
Step 7: Click on the group named "Blaster_Ranged" and click set named "Radiation Blast" in the second column.
[*]This step will display the powers in our new Radiation Blast set in the far right column of the Power Database Browser, which for now is zero.
You will notice that, unlike the rest of the primaries, our new Radiation Blast one doesn't have a name under the "Set" classification, this is the result of the "Invalid Name" error we received in step 5.[/list]
Step 8: In the far left column click the "Defender_Ranged" group, in the middle column click the "Radiation_Blast" set, click the "Neutrino_Bolt" power in the far right column, then select the "Edit" button at the bottom of the third column.
[*]Steps 1-7 provided us with an empty power set, steps 8-11 will provide us with the powers for said set.
When you click "Edit" when selecting Neutrino_Bolt you'll open up the power's main information window. With the addition of the Real Numbers tool in CoH this is kind of a silly place to get your information though, and it is hard to read in places. Our reasoning for opening this window is addressed in step 9.[/list]
Step 9: Click the Copy button at the bottom of the Power Information Window, and close the window. Select Blaster_Ranged in the far left column, then select the Radiation Blast power set in the middle column, then click the Add button in the far right column.
[*]This step will copy all the information about Neutrino Bolt, and will then allow us to paste it into a new, empty template so it can be added to our Radiation Blast power set.[/list]
Step 10: Click the Paste button at the bottom of the Power Information Window, then edit the Group and Set Name drop down menus. Once these are edited click Ok at the bottom of the Power Information Window.
[*]When you paste in the info the database will fill in every field in the Power Information Window except the Group and Set Name ones, this is because the database recognizes that the current entries are not applicable.
The Group drop down menu should read Blaster_Ranged, and the option should be the second option on the list, although it can be typed manually (Just make sure you make no typos). The Set Name drop down window on the other hand, doesnt work. You must manually type Radiation_Blast into the field. Once this is done click Ok and youll notice that Neutrino Bolt is now listed in the far right column of the Power Database Browser.[/list]
Step 11: Head back to the Defender list using the process outlined in Step 8, and copy the next power in the list into the Blaster Radiation Blast set using the process outlined in steps 9 and 10; however, do not finish step 10. You will need to click on the Power Attributes tab at the top of the Power Information Window and change the levels each power is available at to mirror that of a primary (Use Energy Blast as a guide for this).
[*]Step 11 will take you a little bit of time. Youre basically copying in the other 8 powers from the Defender Secondary to the Blaster Primary and fixing when the powers should be available. The Level Available field will be the top one in the Power Attributes tab.
Once you are done will that youll have all the powers added to your Radiation Blast power set, and youll just need to save everything and restart Mids to have the changes take affect.
You may be wondering if the numbers will be accurate since you ported over the Defender versions of the powers. I wondered this too, but when you copy over the powers they are automatically modified using the Blaster Scalars (Scales) by the database. You can check this by linking a power from the set in-game and then changing it to show how it would work when used by a level 50 Blaster. The numbers should be identical.[/list]
Step 12: Save & Close the Power Database Browser, close the Database Editor, and close Mids Hero Designer. Reopen Mids Hero Designer, start a new Blaster build and youll find Radiation Blast as an option for you to use as a primary for your Blasters from now on!
If you have any questions feel free to ask, and I'll try to answer them to the best of my abilities. If something doesn't work (Although it should, I ran through the steps as I wrote it), please let me know what step failed and I'll try to resolve it as soon as possible. Happy Building!
Update:
When you want to port in a build from the forums that uses Radiation Blast or any other power set that has been manually ported to a new AT you must use the data chunk! If you attempt to click the datalink the build will come in incomplete and generally messed up (Slots missing, power choices missing, etc.).
