Mouse is acting sentient
I've had this problem, but I always assumed it was because my batteries were low. Changing them to fresher ones always seemed to fix the problem...
You said you've tried three different mice. Are any of them cordless, or use batteries?

When I left click powers the mouse acts as if I'm trying to grab the powers. As if I still have the button clicked when I don't. It's not a mechanical problem as it's done the same thing with three different mice.
When trying to move the cursor it's like moving through molasses then sometimes the cursor will just move from wherever I have it to some random part on the screen. I thought perhaps some kind of virus, but I really have no clue.
I've also updated all the drivers for the mice, so yea....any ideas?

/bind KEY optiontoggle disabledrag
That will allow you to enable/disable the icon dragging with a quick press of a button.
As for what is causing it to stick to begin with.. I'd guess wireless interference of some sort. Make sure you have new batteries, and move the receiver closer.
If it's not wireless, or that doesn't work... then I have no idea.

I'm having this issue also. At first I thought it might be interference (wireless mouse). Then I noticed that it ONLY happens in CoH. I think this may be related to the tooltip failure and they have borked something about the interface. Most of my pointer 'hesitation' seems to occur when it passes over a spot where it either changes pointer types or has the option of clicking an interface item.

Besides the fact that I have the firm revulsion for Wireless Microsoft Mice, I have seen this in another fashion. More with cheaper Microsoft mice, but with mice in general. I'm not saying this is your problem, but I speak it nonetheless, because people are rather amazed when I show them the solution in person, and then explain it. And I've seen it dozens of times.
Is any of the surface you are moving your mouse on tinted red in any way? Transitional red, like a black surface with red print? Change your surface to another color, get rid of the red.
Anything that as a red tint in the surface, like cherry wood, red mouse pads, mouse pads with red print or even maroon and pink, and especially those that are mostly white with a red tint transitional print, will cause some mice to go nutz0rz.
*Even though* the mice as supposed to 'read' the bumps of surface it's on (which is why glass smooth surfaces don't work), there is a color factor involved. Matte black pads are best, especially the textured ones, followed by a dark green or blue. White is ok as long as it's white, or black and white. Even the fuzzy pads that used to be the dirge of ball mice are welcome things to the optical mice world.
But introduce any red tint to the surface, and the mouse now has trouble 'seeing' the surface... because, lo and behold, most mice are using a red colored light to bounce off the surface.

The important thing to note is that the red filter lens basically hides the reds, and blacks out the blues. The result is that the red light now cannot be seen correctly.
Same thing here. Because the light is trying to bounce on a red tint, the light doesn't bounce "right", and the mouse is, in effect, blinded.
It's really apparent on the transitional pieces, and really shows up with a red/blue tinted ink pattern. Also, cherry wood won't work, but oak does. It's a really odd phenomena until you see it in person.

Ah, and then you type the 'cordless' post. Well... If it's Microsoft, that is your issue, IMO. Microsoft wireless mice are *banned* in my area. I won't work with them any longer. They are teh suck. Things like this are the reason. I'm a firm believer in the Logitech wireless. But not adding their software, unless I *have* to...
In any case, you need to try a wired one. I know, you don't want the cord... but... well... you're testing things. Gotta try it.
And in regards to the reciever, moving it could make a difference. Could be a signal bounce or absorb somewhere. And not too close, that can cause it to not work either. Opposite sides of the monitor works pretty good as long as they're on the same side (in front-ish)

Mine is a Logitech MX 620 Cordless Laser, and my reciever is only 3 feet away, at most. It's on the front of my case, and the only thing between it and the mouse is me & my chair. Moving out of the way hasn't had an effect, either.
As for the remove the red idea... hmm... my desk is a faux-wood finish. Maybe there's red in it to make it look brown. Enough red to be a problem, anyway... Maybe I should try getting a mousepad...

RE: the faux wood: Yeah, if there's enough red in it, and there's enough *dark* (not a darker shade, but a real contrast) grain in it, then yeah, the mousepad will likely fix things.

Interesting, but not applicable in my situation. The problem only started in the past few days (approximately the same time as Issue 15 but I'm not positive) and my desk has not changed color and I've been using the same mouse for over 2 years.
It seems that CoH now dislikes something about my system.

I can't speak about anyone's particular problem, but I had a mouse that would move on its own, even at rest. It was a cheap optical mouse that had the tendency to wobble when moving, and also tended to start drifting to top left or bottom left when left at rest some of the time, even without me touching it.
I also recently had problems with supposedly good Microsoft laser mice, where they would absolutely not work directly on desk surfaces. The cursor would still move, but it would be hideously inaccurate, would jump around and would generally make it incredibly difficult to click something with. My solution was to put a white sheet of printer paper on the desk and use that as a make-shift pad (no-one at work seems to have one O_o), and other people I've suggested this to just duct-taped white sheets of paper to their desks. It fixed all mouse problems that I had.
Mice acting sentient sounds like something that would be hardware-related, but if it's only in City of Heroes, I don't know. There were Vista-related cursor problems that I remember, but heavens knows if it's connected in any way.
Samuel_Tow is the only poster that makes me want to punch him in the head more often when I'm agreeing with him than when I'm disagreeing with him.
