Mobs are... doing things! Things that make sense!

I'm getting weary of reading this after five years of people missing the point. They're not trying to break into bus stops, public phones or light posts, they're VANDALISING them. Read their dialogue and it should become clear. They say things like "Yeah, I'm gonna' leave my mark on this!" Why do people always assume that if someone takes a hammer and chisel to a bus stop, they're trying to "break in?"
Samuel_Tow is the only poster that makes me want to punch him in the head more often when I'm agreeing with him than when I'm disagreeing with him.

Because they also have the dialog, "This is going to be the big score." or something to that effect. Also the animation is not one of chiseling a name, but prying at it with a pry bar. Same effect for when they are trying to "break" into the power boxes. Really we have different levels of immersion and suspension of disbelief is a wonderful thing, but I've never seen someone chisels their tag into an object and should someone do that they will not do it with a pry bar, nor require two buddies.
Meanwhile it's funny you mention Light Poles around where I live people "break"* into light poles all the time to steal the wire to sell as salvage, it's a huge problem. Heck maybe Paragon has the same problem.

Well, perhaps they're trying to pry the glass out so they can sell the panels to Architect Entertainment?
Point is, they're petty thugs, so a lot of what they do is petty vandalism. The Freakshow spend all of their time saying things like "Man, I can stop smashing stuff!" "We should set things on fire next!" and the Trolls spend the majority of their days jackhammering into rubble, remarking "This fun!" Is it so out of the ordinary that a Hellion will take a crowbar to a bus stop or a chisel to one of the support beams of the light rail line? There's a gang of Outcasts that are always chiselling at the poles West of the Steel Canyon Yellow Line.

So do what any other upstanding super-powered citizen of Paragon City would do: blow them away. Maybe next time they'll make better criminal career choices and respawn as purse snatchers.
Chances are we've got BAB and War Witch to thank for these little improvements. It certainly helps the game's NPCs feel more "in character" given each groups motivations/character traits.
Was walking through the Arena yesterday, and the tutorial contacts turned to face me, and began emoting a conversation at my character. Don't recall them doing that before. Was pretty sweet.

I've noticed some new combat AI upgrades, too.
The Run Away code: looks like the run away coding has been enhanced. In some instances, would be runners will, instead, draw a knife from their pocket and slit their own wrists . . . this results in triple the normal experience for defeating the mob.
Patrols: patrols will no longer ignore combat they pass by. Patrollers will now help players defeat mobs they are fighting before once again ignoring players and trucking on down the hall.
Costumes and Accessories: since most mobs behave as if they don't have any balls whatsoever, many of paragon's so called scariest scroundels will be sporting pink polo shirts, pink socks, and other pink things!
Ambushes: triggered Ambush mobs now send a /tell to the player they will be ambushing to insure that the player doesn't miss the fact that a surprise attack is on the way! Additionally, when the ambushing mob reaches the spot that the ambushee was at 1 minute ago, they will not only stop as before, but will also set up a lemonade stand for all your refreshment needs.
