The gun is motivational, all MM based characters carry one, because sometimes you have that henchman that is so stupid, that the only way to educate him is to put a bullet in his head.
Like when after having failed you for the 100th time, he then waits until you are in the middle of your monologue and interrupt's with the stupidest question...
so you sigh,
take out you your pistol,
casually check that it is loaded,
say I'm sorry what was the question?
and a soon as the fool opens his mouth you put a bullet in his head.
You then promote the person that reports to that guy and give him the task of cleaning up the mess his predecessor left behind. (including the body)
You then smile and continue you monologue as if it hadn't been interrupted.

Yep pretty much, most ideas start out pure and altruistic only to be perverted by the following generations.
But anyways LR has a gun because he's compensating for something proably why he's a villian too.

Lord recluse carries a gun because during his and Marcus heyday all heroes carried guns. Then Marcus betrayed Steven and slowly but surely tried to turn the world against him. Only those of the Rogue Isles know the truth of the Marcus Cole plot to take over the world and Lord Recluse and his faithful army intend to stand in his way to make the world safe for Technocracy. The gun is Stevens reminder that even the greatest threat can be faced with a simple application of concussive force to the temple when times are dire indeed. That'd be a pretty interesting twist if it was discovered that Statesman was actually the bad guy.
From the first day that I started playing Coh I have been fighting the fight for justice at Lord Recluses side.Its not my fault that Marcus Cole has a larger propaganda machine . I also read a lot of David Webber books.
